during the sorting process we are reviewing each sheet to ensure that it is that the signatures were gathered on approved cover and signature sheets that it is the correct petition that the circulator signed and dated after one individual on the sheet and if the sheet is printed on colored paper stock that the circulator was a registered circulator at the time the petition was circulated those signature sheets that are gathered on white pages indicates that the petition that the circulator rather was a volunteer circulator signature sheets on colored paper stock indicate that the circulator was the hay hence why we have to verify if they were in fact a registered circulator at the time that they circulated the petition after we have verified that it is in fact the correct petition that but this time we're looking at blinds on the sheet we're not evaluating names at this point other than is a signature present but we are comparing the dates that the signer provided against the date that the circulator certified the petition sheet additionally we are going to be coding whether or not any of these lines are crossed out blank altered in any way so that the computer knows which lines are available for random sampling we complete all of this work in the Oregon centralized voter registration system it is the system that houses voter registration records as well as petitions and the election management module it's the petition module is where all petitions live we keep it current with active petitions but we also have a historical record of petitions that qualified to the ballot these include voter pamphlet petitions candidate petitions we select the appropriate petition and we data enter by pre-processing pages the petition screen which you will see has basic line seven because the circulator signed certified the sheet on May 26 and the signers all signed on May 26 should the circulator have signed 525 we would have pulled this sheet out should the person who signed line 7 provided 527 as the date they signed we would code that line as an invalid date this process was developed with ten key in mind with the Enter key from the 10 keypad advancing just as if you were tabbing as people become more comfortable they will speed up and can complete several hundred sheets in a half-hour period of time we tell the computer how many lines we need to randomly select and so OCR will randomly select that number of lines and it will provide us with a list of page and line numbers that have been randomly selected which we will then use to verify signatures when it's time to generate the sample we don't let the computer calculate the number of signatures to select the number of lines to select we calculate that and two of us sign off on it the number that we verify is five point zero one percent of the number of accepted lines for that submittal time zero one and we always round up because the statute says at least five percent so the point 0 1 is percent is included to ensure that we meet the statutory requirements 12 and then we generate once the sample is generated we will separate out the sampled sheets from the unsampled sheets to ensure that team members when they're verifying it lessens the likelihood that they'll use the wrong page but the correct line when entering OCR to verify signatures we narrow the parameters down to the bundle that we have signed out and we verify all results and it is as simple as reviewing which page and line number have been sampled which is provided to us on the screen so page 1401 lines 6 items that are rejected during that process are reviewed for example during the sorting process any sheet that is removed is reviewed a second time even a third time to ensure that that petition sheet really does not meet the statutory and administrative rural requirements during data entry signature lines are reviewed to ensure that they are categorized correctly after signature verification each signature that has been coded as rejected or as a multiple signature a duplicate or triplicate is reviewed by division staff to ensure that they were really rejected appropriately much like the initial verification we will search for the appropriate individual and determine what is happening between what is on the signature sheet and what we see on the screen we will go to the correct page and line number and cert for the individual that appears and compare signatures to determine if in fact the signature line was rejected appropriately no petition is rejected until all rejected signatures as well as any signature coded as a duplicate triplicate or multiple is reviewed by elections division team members certifying petition status no later than 30 days after the deadline to submit signatures the elections division certifies the statistical sampling results those petitions determined to contain at least the required number of signatures are assigned a measure number and placed on the ballot
