infrastructure and communities or bric today we'll review the notice of funding opportunity or nofo here's our agenda for today we'll go over the brick funding overview we'll talk about applicant sub-applicant eligibility we'll cover cost-share requirements program requirements the state allocation then the national competition the fema grants outcomes programmer fema go some of the key dates and then we'll show you where you can find some job aids and resources each state territory and fairly recognized tribe is receiving six hundred thousand dollars for capability and capacity building activities three hundred thousand dollars of that can be used for planning or planning related activities i'll provide more details on those activities on the later slide any projects beyond the six hundred thousand dollars will be entered into the national competition competitive mitigation projects must be cost effective must increase resilience and public safety reduce injuries and loss of life and reduce damage and destruction of property critical services facilities and infrastructure they must also be aligned with the criteria outlined in the brick nofo meaning the technical and qualitative evaluation criteria we'll discuss the technical quality of evaluation criteria in later in detail later on so who is eligible for brick funding applicants as i said before are all 50 states all u.s territories all federally recognized indian tribal governments and the district of columbia sub-applicants would include local governments indian tribal governments other state agencies and tribal agencies in the state of nebraska this would mean municipalities counties natural resources districts public power districts and other quasi-governmental agencies bric like other grant programs requires a local share so fema will pay up to 75 percent of the total project cost as an example if your total project cost is 1 million dollars fema would cover 750 000 uh and then 250 000 would have to come from a non-federal match one change the brick from previous from the previous program pre-disaster mitigation is that management costs are actually 100 federal reimbursed for all eligible costs if you are a small and impoverished community fema will pay up to 90 percent of the grant small and published communities have to meet these criteria has to be a community of 3000 or fewer residents the per capita income cannot exceed eighty percent of the national average the local unemployment rate has to be one percent or more higher than the average yearly national unemployment rate uh the nebraska ded actually compiled an updated list of small and impoverished communities and the nema staff is contacting them so they know that they have this available to them for that 25 non-federal share each application has to include a local financial commitment letter which basically says how the sub-applicant is going to cover the 25 non-federal share you have to identify identify sources of the local match which could be cash income contributions homeowner contributions or other sources and the funds must be available for the duration of project implementation which is usually three years for management costs as i said management costs are 100 reimbursed by the federal government uh brick allows sub recipients to be reimbursed up to five percent of their grant award for management costs management costs of those costs which are necessary to administer and implement the federal award and provide a brief narrative to explain the budget line items so when we say that up to five percent of your grant award can be for management costs if you have a one hundred thousand dollar project you could request up to five thousand dollars in management costs this is separate from the project budget and again it's 100 reimbursed by the federal government that narrative you'd have to include the titles of personnel that will be managing the project the tasks that they will be doing how many hours per task and their hourly rates plus the fringe benefits you also need to describe any contractual other indirect costs that you've identified under management costs and if your management costs are greater than 25 000 you'll need to provide a supplementary budget which breaks down how those management costs will be spent in annually and by budget line so some of the brick program requirements potential sub-applicants must have a fema approved hazard mitigation plan by the application deadline and at the time of obligated funding some applicants that are applying for mitigation projects must provide a benefit cost analysis or other documentation that validates cost effectiveness and you must provide information and documentation needed to comply with the national environmental policy act or nepa we'll have more details on that on the next slide there are other requirements that are listed in the fema nofo which you can find on the nema hazard mitigation site so for each project fema will conduct an environmental and historical preservation review you can see these are all of the acts executive orders that will be covered in that review if you go to the fema website or just google fema ehb checklist it will help you identify any potential laws that that project may impact nema is also available to help you work through any consultations with the agencies or federal agencies or your project to pass the ehp review all right so as i said in the beginning each uh state territory federally recognized tribe is allocated six hundred thousand dollars for capability and capacity building activities that includes housing planning uh but only 300 000 can be used for plans and planning activities so what are capability and capacity building activities well these are activities that are associated with improving or enforcing building codes partnerships project scoping which was formerly known as advanced assistance mitigation planning and planning related activities these activities are only eligible under the state allocation not the national competition fema has provided several supporting documents that outline the eligible activities under each category you can find them linked in the state nofo and on the nema hazard mitigation website perhaps mitigation plans again only 300 000 of the 600 000 state allocation can be used for plans for bric 2020 nema will prioritize planning projects for districts with local housing mitigation plans that are expiring in 2022 and 2023 that are not already covered under another grant program meaning pre-disaster mitigation or hmgp so those three jurisdictions include the tri-county planning area the tri-basin nrd and the hitchcock and frontier planning areas this is not to say that nemo will not entertain other planning applications but these will have priority over others also for planning under brick 2020 at application nemo will require the following a review of the sub-applicant's procurement documents to include correspondence with potential vendors bids received and justification for choosing the final bid additionally the solicitation must be posted on the american planning association website and you can find that link right there so what are the priorities for bric the priorities are to incentivize public infrastructure projects to incentivize projects that mitigate risk to one or more community lifelines which i'll cover on the next slide incentivize projects that incorporate nature-based solutions and increase funding to applicants that facilitate the adoption and enforcement of the latest published editions of building codes so these are the community lifelines most of you should be familiar with these at this point again if you can tie your project to one or more of these lifelines it will just help it be more competitive for consideration in the national competition so for that national competition um the remaining funds outside of the state allocations so approximately 456 million dollars will be available for a national competition there is no limit to the number of projects that sub-applicants can submit there's no limit to the number of projects that each applicant meeting the state can submit the only limit is that each project is limited to a 50 million dollar federal share if you have a large infrastructure project this is a good program that you can use these federal funds to help you with that all right so what's eligible under the competitive category so all existing activities that you can find in the fema hazard mitigation assistance guidance and addendum known as the hma 2015 are still eligible under brick anything that you would have applied for under hmgp or pdm are eligible activities under brick there are three things that are expanded under brick and those include project scoping formerly known as advanced assistance project phasing and pre-award costs once again you can see these criteria projects again must be cost effective must reduce and eliminate risk and hazard from future natural hazards they must meet two consensus codes either the 2015 or 2018 international building code they must align with the hazard mitigation plan they must meet all environmental and sword preservation requirements let's talk about what it means for a project to be cost effective so for a project to be cost effective the cost of the project excuse me the benefits of the project must at least be equal to the costs a completed benefit cost analysis is a requirement for mitigation projects you can find the fema bca toolbox which is an excel extension they're currently using version 6.0 but it just determines how the future benefits of a project are determined and compared to the project costs again the benefit cost ratio has to come out at least to a 1.0 between project costs and the benefits that will be realized all right some applicants should screen potential projects for competitiveness based on the 2015 hma guidance and the brick nofo in the nofo it includes some resources one of them is the mitigation action portfolio and in there you can find examples of previous projects that would be competitive under brick additional focus should be given to these following key elements the technical evaluation so for these fema will look at each category and then give a project points if it meets that criteria the points are all or nothing so if this is an infrastructure project it would be awarded 20 points but if it's not an infrastructure project it would receive zero points in that category again the more that you can tailor your scope of work or your project narrative to hit these points the more competitive your project will be at the national competition the other category is the qualitative criteria once again they'll look at each topic look at the criteria for the project and then they'll assign potential points based on that criteria these are also all or nothing so if this if the if the potential project includes outreach activities uh it could be as it would be awarded five points if it doesn't include outreach activities it would receive zero points in that category so it's again important that you tailor your scope of work and your project narrative to include as many of these points as possible so that it is just more competitive at the national level the last type of assistance available under brick so there's the the state allocation for capability capacity building activities there's a national competition for infrastructure projects um the one other thing that bric is providing is non-financial direct technical assistance this will be provided to up to 10 selected communities across the nation to support mitigation out these mitigation outcomes listed here that's improving resiliency to natural hazards sustaining successful mitigation programs submitting high quality applications and implementing innovative projects to reduce reduced risk but each state is limited to one application meaning we can only submit one community that could benefit from this and then each fema region will select one community from within the region to forward to fema headquarters to receive the non-financial direct technical assistance there are some criteria for consideration for communities to receive this assistance so fema has not said that these are required criteria but they did say they may prioritize direct technical assistance for communities that meet these criteria um communities that have not received a project award under pre-disaster mitigation of mitigation assistance or hazard mitigation grant program in the last five years also communities have not received any advanced assistance under pdm fma or hmgp in the last five years a federally recognized tribal entities and small and impoverished communities communities do have to demonstrate a compelling need meaning they've they have significant social vulnerability they've been faced with multiple major disaster declarations with the last five years etc a neem is currently running an internal screening process to identify best candidates for non-financial direct technical assistance if you represent or know of a community or jurisdiction that meets these criteria please contact us at nema dot hazard mitigation at nebraska.gov again each state is directed to nominate one community and the females select one community per region for 10 total to receive this assistance one thing that's really great about this is that you can have assistance from fema experts to help you scope a project build an application and then potentially submit it under a future funding opportunity like bric 21. so this is a great chance to build some mitigation capacity at the local level one other change for bric is that each sub-application must include go and no-go milestones throughout the work schedule and what this means is that it has to have a milestone that if this part of the project is not completed then the rest of the project cannot go forward this doesn't apply to the capability and capacity building activities or planning activities more information on the go noble milestones is available in the federal nofa and one other thing that brick is bringing [Music] bringing in is phased projects so face projects uh different excuse me typically divided into two specific phases phase one uh typically involves the development of engineering and design hydraulic or hydrologic reports or h studies environmental surveys and studies permitting and the final benefit cost analysis then the second phase would typically involve the project implementation or the construction what this does is it allows funds to blow and good mitigation projects to be developed and evaluated without a community assuming risk of not being funded this can be very beneficial for smaller communities if you have a project in mind but you need to conduct additional studies you can do a phase project where you do the studies engineering design in the first phase and then based off of that finalize your designs and then move into project implementation it sometimes results in changes to the budget but we can always work with fema if there are changes to the budget all right now let's review uh the next steps so nema has put together a notice of interest for ric projects if you're interested and you're an eligible sub-applicant you must submit and complete it in a y to the nema hazard mitigation unit at our email address nema dot hazard mitigation at nebraska.gov no later than the 23rd of september if you need assistance completing the form or you'd like to discuss details of your potential project please reach out to us you can either email us or call the nema main line and option four will get you hazard mitigation additionally the nema hazard mitigation staff is reviewing existing noise that we have on file and we'll put forward the best potential projects for consideration by the governor's task force here are the key dates as i said in the previous slide september 23rd is the deadline to submit completed noise on the 30th the state will contact all eligible applicants that will be invited to submit an application on th 30th that is the same day that the fema formal application date starts we are asking all sub-applicants to have their sub-applications submitted in fema go no later than the 18th of december this will allow us enough time to process any rfis gather any additional documents etc so that we can submit all of the sub-applications via fema go by the 27th of january the application deadline for brick is the 29th but just to make sure we don't have any technical issues our plan is to have all applications in two days prior in order to apply we'll notify all potential sub-applicants if their noi was selected or not selected to move forward the application process again by the 30th eligible applicants must apply for funding using the fema grants outcomes portal or fema go you can find that at go.fema.gov if you visit the guides and resources page for fema go you can view the technical user manuals and support material program for technical support here's the help desk number or you can email femago bema.dhs.gov again applications must be developed in fema go and submit it to nema by december 18th and then we will submit all compiled application materials in fema go no later than the 27th of january additional guidance and resources so one of the things to find eligible projects you can look at the hazard mitigation assistance guidance or hma 2015 and its addendum again if you go to the nema hazard mitigation site you'll find links to all of these products the mitigation action portfolio includes infrastructure projects or mitigation projects that would be competitive at the national level so give you an idea of the types of projects and how you can write them what type of technical or qualitative evaluation criteria to highlight to just make them more competitive at the national level then for the capability and capacity building activities there are four guidebooks one for building codes one for partnership project scoping and mitigation planning again these just give you an idea of how to work up your application so that it will meet the criteria or the capability and capacity building activities under the state allocation there's also a guide for direct technical assistance which provides more information on that and there are two guides which cover the technical and qualitative criteria in depth for brick the hma cost share guide gives you ideas on how to come up with the 25 cost share and also explains all the rules for keeping track of donations or in-kind contributions and that sort of thing and then of course you have the fy 20 brick notice of funding opportunity again you can find that on the nema website you can find all these resources on the nema hazard radiation website you can also find most of these just by googling the name if
