so we're going to walk through the process of getting to the new system and then we're going to walk through the initial claim and weekly claim and some some of the errors that you might encounter so you just get to the system by using our public webpage oregon.gov employee and then use the online claim system you'll then select pandemic unemployment assistance it is the third option down you should see this this little message here that tells you about the new system it gives you the option to select yes to go to the new system this would be the new login page as scott said if you already have and a social security number and pin that work in our online claim system you would enter that here if you don't you'll need to create an account and that page looks like this so you'll just enter some of your basic information all of the fields that are required have an asterisk and then it does um ask you for your language preference and then when you select sign up you would receive a little message right over here that says registration complete otherwise you just put your social security number and pin in and sign in whether you create a new account or sign in using your social security number and pin you should see these two options file your new claim or claim a week of benefits if you have not yet filed a new claim for pandemic unemployment assistance or if you were contacted by the department to let you know that we received a blank or incomplete application or we were missing information you would want to select file your new claim again all of the required fields will have asterisks on this page as well i don't um i think there's a lot of questions in this section um i'm just gonna complete them if for some reason you fail to complete the form you'll get an error message and it will highlight the fields that were left incomplete you will uh require an address verification so a postal um will give you the postal preferred address and then you'll select next again um this is an area that has caused some confusion in section b which is employment information so ad employment record it should be used for any employment or self-employment done in the last 18 months so whether you worked for someone else or yourself you would select this option and then you're presented with the option of either employment which is where you worked for someone getting a w-2 or self-employment which could be that you own your own business or you get a 1099 or or believe you're an independent contractor and here you would just put a start date it does require an end date um and we know that many of you are still working or still performing self-employment so you would just enter the last date that you actually did work and then you hit accept and you can see the record if you have more records to enter you just hit the button again and add more and then if you didn't work at all in the last 18 months either for yourself or someone else then you can skip this section altogether and just hit next next is the eligibility questions section and so in this section these are the same questions that were previously on our pdf and are included in the in the resource guides available on the website but we're going to walk through them these are also similar questions to those on the weekly claim so the responses and information i'm providing will apply to both types of questions so were you scheduled to start a new job that has since closed as a direct result of the coven 19 public health emergency you would just answer that yes or no if you select yes you will be prompted to add additional information you would answer this question yes if you had a new job with an employer that was going to start or if you work on contract jobs if you had a new contract that was going to start so you could answer this question yes in either situation the next four questions are just basic eligibility questions for pandemic unemployment assistance and if you answer yes to any of these questions you will have to provide additional information so if you've applied for unemployment insurance in any state then you would mark yes you would enter the date that you applied and the state that you applied in and then whether you received payments or were approved for payments if you applied in order again and you've received a notice telling you that you have a non-valid claim or you've been denied after adjudication you would say you were not approved for payments if you applied in oregon and you have started receiving benefits then you would say you have been approved for payments or any other state um any amount for lost wages due to illness or disability so this would be any uh insurance or employer payments you're receiving through the disability or illness private income protection insurance these are usually policies that you take out to cover your unforeseen loss of employment and so depending on your specific situation you may or may not be receiving this and just answer the question if you answer the question yes it will ask if you have received payment and then supplemental unemployment benefits these are usually something that exists within a labor contract and so these aren't other pua benefits or other unemployment benefits through the state or federal government but these are usually paid by your employer or union are you receiving or will you receive retirement pay in the next 12 months this would be any type of retirement or pension that you are receiving or will be receiving in the next 12 months if you answer yes you'll be asked to provide the name of the employer so the next questions are eligibility questions specific to pandemic unemployment assistance and the coven 19 impact reason and date of your so have you been diagnosed with cova 19 or are you experiencing symptoms of cover 19 and seeking a medical diagnosis if you say yes then you would just enter the date that you were diagnosed or when you began seeking a diagnosis or experiencing symptoms in order to receive a medical diagnosis or seek a medical diagnosis you do not have to be tested but a medical professional could tell you that your symptoms are copper 19 has a member of your household been diagnosed with topic 19 again it's a yes or no question if you answer yes you will be prompted to provide the date they were diagnosed are you caring for a family member or a member of your household who's been diagnosed again this is a yes or no and you would just enter the date with the household member a family member was diagnosed uh question 10 a and 10 b are very similar questions is there a child or other person in the household for whom you have primary caregiving responsibility that is unable to attend school as a direct result of the covenant public health emergency and such care is required for your work this question is one that you would answer if you have a child or other family member who attends school and that schooling or that time when that school is required for you to work and their school was closed this would apply if you were trying to obtain pandemic unemployment assistance benefits prior to the schools being closed for the summer or if you are trying to apply for pandemic unemployment assistance after the schools reopen during the summer or the period when school wasn't in session this question would not apply so just keep that in mind when you answer it because we will review the dates that are in there so if your answer yes you'll put the name of the school and then the date of the closure question 10 b is very similar except for it's a facility that's required for care so that would be like a child care or other caregiving facility that is closed or not accessible because of the public health emergency so if you normally have your children in summer summer camp for the summer but that is closed this year then you would answer this question as yes and then again just the name of the facility and the date of the closure have you become the breadwinner or provider of major support for a household because the head of household has died as a direct result again this is the yes or no question and if you answer yes it will ask for a date so this question number 12 is probably the most common response we get has your place of employment closed or been curtailed as a direct result of the code 19 public health emergency you had answered this question yes if you worked for an employer and that employer closed their business laid you off because of a reduction in business or they were unable to continue operating because of closure requirements you would also answer this question yes if you're self-employed and your business is not able to operate or is severely curtailed or the reduction of income is significant so you would answer this question yes whether you are working for someone else or yourself if this situation applies to you and then it will ask for the name of the business and the date of the closure or or when the reduction occurred so that's what the curtail of operations is the reduction for self-employed people this could mean that people are not hiring you to do work it could mean that the restrictions in place prevented you from performing your self-employment or it could mean that people have started canceling prior jobs that they had with you have you quit your job as a direct result of coping 19 um so this one you would answer yes if you if you do not intend to return with your employer after the public health emergency is over or you have an employer and they are requiring you to come to work and you have told them that you will not or if you are self-employed and you have closed your business permanently and do not intend to reopen or restart doing your self-employment work you're unable to reach your place of employment because you have been advised by a public by a health care provider you're self-quarantined due to concerns related to covenanting so this would be individuals who have been advised they're in a high risk group category or if you have specific circumstances and your own medical provider has advised you to self quarantine then you would answer yes you would give a brief description it does not need to be detailed as far as why you're in a high-risk category or any of that and then the date that that began if we do have questions or need more information we'll reach out to you you're unable to reach your place of implant because of a quarantine imposed as a direct result of cover 19. um this was a common one due to this stay home stay safe so if uh if you have a situation like that or did have a situation like that or you live in another area and that continues to exist for you then you would mark yes and put the reason and the date that that started the next two questions help us to determine further eligibility for pandemic unemployment assistance so if you have the ability to continue to receive payments from your employer while you're working from home you would answer yes and then you would receive some additional questions was that going to be the same number of hours and was it the same pay rate so those questions will be presented if you say yes are you are you receiving paid sick leave or other paid leave benefits in the cares act there were some paid leave benefits that were in there so if you are receiving any paid benefits then you would just need to indicate who's paying them how much you're receiving and the date and then finally are you currently self-employed you would answer this question yes if you own your own business you're an independent contractor or you otherwise believe that you're self-employed if you answer yes then you'll be directed to answer the questions in the next section if you say no you'll receive a warning you say no to all questions um this warning will come up which lets you know that you do need a cover 19 related situation in order to be eligible for pandemic unemployment assistance it will allow you to continue without modifying your answers um or you can go back and change the answers to mark yes to the questions that apply to you in the self-employed section um the first question is regarding whether or not self-employment was your primary occupation or not um so you would just answer that yes or no that will not have a bearing on whether or not you're eligible for pandemic unemployment assistance next you would just briefly describe what services to perform so buy clean houses um do you have a business name so if you're operating your business under any name other than your own you would answer yes and then list the name or if you have a business name registered with the secretary of state you would answer yes if you file a business tax return there is a drop down of the returns that you might file so you would either select yes or no you determine how the work is going to be performed so if you have uh control over how you perform your work you would say yes if you do not then you would say no you have the right to hire someone to help you sometimes people are allowed to hire others sometimes they're not so you would answer this question based on your specific situation yes or no if you say yes you'll be asked if you also have the ability to discharge them do you determine where you're going to perform your work so do you get to decide where and when you perform your work you get to determine how much you get paid so do you determine your rate of compensation and then do you have an investment in tools equipment or anything this does not require a substantial investment as far as dollar amounts but it does require that you're investing in the tools or equipment necessary to perform the work that you are performing so if you have those you know if they buy a computer or specific tools then you would just indicate how much you have invested and then can the company provide services to terminate you who do they get to decide whether you continue working for them and then do you have more than one client and if you say yes then just how many clients do you have the next section is uh just tax withholding so you can select yes or no to the tax withholdings for uh for your unemployment insurance benefits they are fully taxable benefits so we do provide that option the next section allows you to apply for previous weeks in order to do that you just select add a week here you can use the calendar to select the week ending date or you can type it in and you can go back as far as february [Music] 8th the week ending february 8th be aware that your pandemic unemployment assistance claim will be filed the week that you became impacted by kelvin 19. so if you were not impacted by coca 19 in february you can still claim the weeks we just wouldn't be able to pay them so if you select the week ending date the number of hours that you worked so i think you work zero hours you have zero earnings the system does currently require uh the type of earnings so if you normally are self-employed um or employed you can select that or you can select both and then just accept it we'll add the week here and then you can add as many weeks as you want in this section and then you'll receive the same questions that are up above any insurance payments so the same questions that were in the first part of the application the eligibility section were you able and available for work during this week based on our state requirements so pandemic unemployment assistance does require that you are otherwise able and available under the state's requirements in order to be eligible unless you have a covenant impact reason so you would select yes or no and then are you currently impacted by covet so for the week that you're claiming or those weeks that you're claiming were you impacted this is a free form text box and then did you refuse any work click next you'll receive this relia card disclosure which is required and then you'll receive this misrepresentation statement you're making the certification under penalty of perjury and you can upload your tax documents here if you choose and then you have to certify that the information you're providing is true and accurate uh you have to tell us whether or not you're a citizen or national of the us if you say no you will be provided with a subsequent question and asked to provide your work authorization number if you say yes you will not be presented with that and then you just sign you can type your name and then select finish and then submit and then your application has been submitted to the department weekly claims you would do the same thing since i just went over all the questions i'm not going to go over them again in detail but you would just hear you type your name select the week beginning date again you can go back as far as february select the week you want it will put in the ending date and then select next you'll be asked if you perform the work in self-employment if you say yes you will have to um add in i believe a dollar so um and then you will be presented with the next question uh this is a mandatory question so we understand that in the past people have been able to skip over it so if you did not perform any employment during the week then just select no the next questions are the same as what you saw on the initial application and then we'll select next you can upload your tax documents here if you have not done so already if you've already submitted them you do not need to resubmit them you'll get the same acknowledgements that you currently get on the pdf form and then submit and then that's all there is you will automatically be signed out after each weekly claim you submit you'll have to sign back in for each week that you want to claim and those weekly certifications as scott indicated will automatically process into our system so you should be able to see them in our online system the next day if your pin number is not working in this system but it has in the past then you would want to go to our public website use the online claim system and select status of your claim and weekly reports it is very possible that we did a restart on your claim and reset your pin number in order to be able to use the system you need to establish a new pin number and so you would go to the status of your claim and weekly reports when you do so you'll be prompted to create a new pin number
