The easiest way to do this is to use the xpdf utility. Just go to and find the program you want to use, such as Adobe Acrobat PDF Reader.
Once you get into that program, you need to look for "Export to PDF," then click on the menu (in the upper left-hand corner) to select "File", then "Save As". In my example I would click on the "Save As Type" to make the file "pdf".
When you do this, Adobe will automatically create a .xpi file inside your user profile (if you have more than one user). If you don't want to do this, you can choose to not do it.
