with that we'd like to turn it over to Ron and is going to walk us through the distributed generation process Ronnie on yes Thank You Carrie good afternoon and welcome everybody Carrie mention my name is Ron malonic on the energy integration consultant in the buffalo office I would like to thank you for taking the time to attend today and we are very pleased to offer this webinar today to our municipal partners National Grid strongly believes that promoting the installation of distributed generation in accordance with the new york state standardized interconnection requirements or the new york's new york SI are the sound public policy this policy is in line with the governor's clean energy standard commitment requiring fifty percent of new york state electricity to be sourced from renewables by 2030 and supported its policy today's presentation is intended to provide our key stakeholders with the general overview of the GG profit from the initial application stage through construction in front of us is just a showing you the vast territories at national grid covers in New York State to the left or the west we have the Buffalo Niagara Falls area and the central we have Utica Syracuse and out east we have Albany in Glens Falls National Grid also operates in New Hampshire Massachusetts Rhode Island and Long Island so what's the T message today is rest we as National Grid are here to help you in this process of pursuing VG and PG inter Connection we understand that installing DG is not a simple process but we are certainly here to help you make it as smooth as possible our paramount concern is for the safety of both the public and our employees and we must be concerned with the reliability and power quality of the system that everyone depends on and that's Josh there's a formal process that everyone must follow so what exactly is DG or distributed generation a definition distribute generation is any generator or inverter producing a see that a can operate in parallel with the 30 system or V can operate separately from utility and serve load that can also be served by the utility system the range is it ranges from the solar panels on a residential roof to a large one though they are all VG but obviously are very different from one another the most prevalent technology that we're seeing today is PVD or solar photovoltaic as such as an instrument power source it requires inter connection to the utility powered system in order for the electric service not to be interrupted once the DG is connected to the utility system must comply with electrical standards so as not to adversely impact the safe and reliable service to all our customers what type the technologies are out there you know that we see every day there are several technologies utilized to generate electricity some are more feasible for residential customers while others are more cost-effective for very large businesses of the applications that were seeing today ninety eight ninety eight percent of them are for solar projects we also get applications for wind farm lane combined heat and power fuel cells and hydro you here we just have those technologies and what they look like in the field of course they'll vary in size and application but this is just to give you an idea of what they may look like there's a solar example to win hydro micro turbines few cells and digestion talked about applications and for today's webinar we're going to be discussing complex applications and complex means any application is 50kw are larger we do we do process this process again we also recommend that you consult with an electrical engineer eg contractor that tells you decide with what option is best for you and please always remember that electricity can be a hazardous product if not properly installed and maintained surgeons need to be made you know choosing your DG system involves a number of decisions such as how much electricity you actually want the system to produce is the intensive your system to just offset your electrical usage or export powers back into utilities electric system what technology do you want to use and then what is your budget for this project net metering I'm not sure you've probably heard this in the past associated eg what is net metering and the conventional net metering situation a customer site the DG energy system is connected to the utility grid to a customer's utility meter at any given moment if the site is using more electricity than the system is producing all the electricity produced by the system is used on site and the site's electricity needs are supplemented from the grid however if the site is using less electricity than the system is producing the excess electricity is exported to the grid and a customer receive the credit the electricity flow is monitored by a meter that measures both import and export power the credits that are exported are calculated by multiplying that energy received find certain components of the retail rate and apply to the host customers electric account the rules in terms varied by project size going rate and technology however most renewable resources including solar wind and farm wastes are eligible so the rules are slightly different for a chp system you metering that remote i'm wearing is similar to net metering except that it allows certain types of customers the option to apply those excess generation credits from their host system to eligible other accounts that we refer to as satellite accounts so satellite accounts must be designated as premises owned or leased by the host account and then the same name in the company's billing system is the host account both the satellite account and the host account must be within the same company service territory and load zone to which the customer generators net energy meters are interconnected again for more information on net metering and remote that metering there's a link there of our website that will have more information for that process you community DG hall and satellite like wii remote that metering the community GG host can take their excess generations and and and apply them to satellite accounts in the community distribution host they need to be a non residential customer who owns and operates qualifying BG it must be a single entity including the generating facility developer which can be an esco a municipal entity a for-profit business or natural profit corporation a limited liability company a partnership or some other form of prison for civic organization there this organization is responsible for building the cg facility internet interconnecting it to the grid and then owning and maintaining it in the future the satellite accounts which will be benefiting from the output of these community GG sites shall owner contract for a portion of the credits and lands vil and load zone keep accumulated at the TG host meter they may only have one CG community distribution generation host account and they shall not be a net meter customer a remote net metering customer or a satellite account or take a few seven RC service so in short that you can you can only be a satellite account your your account down and get satellite accountant one talking about we're going to go through the process today for application to build a project we talked about the different technologies the different sources and all the rules and regulations and and it gets complex and is confusing so you know what what is it that keeps the folks in line and then on the same page as we move forward and that is the new york state s ir and the new york state standardized interconnection requirements and application process from new york's distributed generators to megawatts or less connected in parallel with utility distribution systems and again this is a controlling document for unit connection process so developers communities utilities we all follow the regulations and rules within an SI r and at each inconsistent and proper so again it lays out the process along with the customer utility obligation once again there's a link there to the new york state s IRS site other key references that we recommend that you become familiar with or at least review with the National Grid electric terror and in particular to GG our rules 29 36 37 and 53 also it's very important to review our electric service bulletins these are the technical standards in which the project needs to be in compliance with again there's a link there for your reference so the interest connection process has a few steps year we were just going to go through a few of the steps and we'll get into further detail on the following slide there is a free application which is an optional process this stuff gives basic information about a possible vug site and is used for larger commercial projects is a preliminary screening analysis and this is used for projects over 50 kW to determine if they can proceed to construction or require further study the further study is the coordinated electric service system interconnection review referred to as simply Caesar and this is a comprehensive engineering studies to understand the project impact the utility system and determine what construction upgrades if any will be required to the National grid system the construction phase refers to the installation of utility equipment as necessary to mitigate and any adverse impact of safety reliability and power quality as identified in the Caesar commissioning these requirements are specified in the teaser report and are intended to verify the system has been built its design and will operate properly and safely meter installation and account setup and that meter will be involved to capture both the energy use at the site and the energy produced the proper comp will be set up in basement of specific types of projects the pre-application file this is an optional process the pre app simply gives basic information about a possible DD site and used for larger commercial commercial projects an advantage to the pre-application is it requires fewer upfront documents or insight from what a typical full-scale application would require so it's a simplified process the piece of that process is seven hundred fifty dollars requirements for the applicant include the customer name project location the DG type DG fuel source and then the configuration proposed and project size in a ck w national grid or utility will provide a pre-application report within 10 business days this report will include basic electrical system information including but not limited to operating the operating voltage of the closest distribution line the voltage phasing it site is a three-phase single phase circuit capacity is the circuit capable of handling the proposed project and also include loading information and substation information once the report is sent out the applicant has 15 business days decide to decide on their next action steps such as a proceeding to full application including the completion of a preliminary screening analysis and all the applicants can simply withdraw their application if the one note though if they choose to go forward with the full application process the 750 dollar application fee has been applied to the full application process it is not needed to duplication of payment is not needed 750 again will apply to the full application process again this is that is returned in 15 business days so the full applications tamilan review the application requires detailed documents that are utilized in the completion of a blueberry screen analysis that determines of a project can proceed to construction or requires further study again the application fee is 750 dollars the utility has 10 business days to review an application if the application is being deficient information listing more information meeting perhaps the applique the applicant is notified in writing and has 30 business days to correct the identified deficiencies for applications that are submitted correctly package so that their required information is provided the same time the movement from the application received process to the pulmonary screen analysis takes place w thin those 10 business days so if we get everything going you can expect that the application will be move forward through the analysis again within ten businesses here it's a list of requirements for their complex application first glance it looks like a lot of information is required however this is typical and it's all necessary information that is needed both developers engineers most folks are familiar with the fact that this information is needed and it's again it's not a challenging as in may first appear but it's one of the the requirements of the completed application form which we refer to as an appendix B again all these forms are going to be available on the website and within the New York State SI are for your for your future reference now there's an owner consent form appendix h sign standard contract which is the form k letter of authorization if the project includes a new service we need to see your site plan we need a story about the project the project details what fiji technology type the fuel source again the proposed project size in 80kw whether it's going to be a nut meter remote that meter or community distribution generator and metering configuration you will 1741 certification for certain equipment again the manufacturers data cut sheet for the equipment that's proposed if needed the manufacturers test procedures and then the three line system diagram which is schematic for the system and as previously mentioned the 750 lat application see one note all these above items should be submitted together at one time we ask that the 750 application fee check copy of that Jeff be sent with these with this the middle but keep in mind that that seven hundred fifty dollar application the tree will be sent to a separate address that we will lift at the end of this presentation preliminary screening analysis flick the ordinary screen analysis is useful projects again over 52 w and it's used to determine if they can proceed the construction or require further study this screening analysis will be completed and delivered in 15 business days the analysis finds its poster from campus all relevant technical screens and is in compliance with the interconnection requirements and there are no required system upgrades the project may proceed after an executed contract is in place however the analysis finds the proposed system does not pass all relevant technical screams the utility will provide technical reasons and supporting data and writing the applicants n is 10 business days to decide whether to proceed to an analysis results meeting a supplemental review or full Caesar study or simply withdraw the request if the Supplemental review is elected there is a 2,500 our fee for that and the reveal will be completed in 20 business days Jesus or coordinated electric system interconnection review this is the comprehensive engineering study to understand the project impacted utility system and determine what construction upgrades if any will be required to national grid system so projects where the customer requests to proceed to Caesar the requests must include the study few payment and a detailed interconnection design package these are upfront study fees vary based upon the project complexity and can be upwards of twenty-five thousand dollars or more utility will make its best effort to complete and deliver the study to the customer within 60 business days last year we we made a commitment National Grid made a commitment to the regulator's for the Caesar completion and a return date of 660 business days we mean we maintained and we promised that we would do our best through 100% compliance with the 60 business day requirement will probably say since that time or at least the last six months we've been 100% compliant with that promise to regulators brave construction refers to the installation of utility equipment as necessary to mitigate any adverse impact of safety reliability and power quality as identified in the Caesar the Apple can accept the coordinated electric system in the connection review the project may proceed towards construction of the proposed project applicant must commit in writing via an executed New York standardized interconnection contract the applicant needs to provide an advance payment of 25% of the utilities estimated costs within 60 business days the applicant has a total of 120 business days to provide full payment to the utility the construction time for the total project can vary greatly depending on project complexity and potential construction requirements however the timeline is typically a minimum in three months up to 18 months or greater again depending on the complexity of the charge of the project commissioning is generally 14 to 28 business days after construction is completed so we talked about all this process the different technologies again and the application process and it involves you know many folks on both sides the interconnecting customer the applicant and utility on this slide we're just trying to illustrate the best departments within national grid that actually review or take part in a DG process I think here we're showing about 12 to 14 is probably more like 20 including engineering different engineering departments meter operations meter engineering meter data services so as you can see it's this many stakeholders involved and then on your end of the business at the end of conducting customer or developer as you can expect their interface with equipment vendors lead contractors electricians pease engineers relay engineers and tustin firms legal departments and probably some real estate folks so there are many stakeholders involved in the process and and we're here committed to you folks and answer this customers do tributed liaison for all these departments and to make this process as smooth as possible so what can you expect to pay the utilities to interconnect to the system typically there are three costume utilities destructive first as mentioned before the application fee to 750 galaxies that is a flat fee that set by Tara second for those projects requiring an engineering review you can expect to pay 2,500 hours for a supplemental review and upwards of twenty-five thousand dollars or more for a diffuser study for those projects that require a more comprehensive engineering study third the project requires the ability to make system modifications in order to connect the facility safely without adversely affecting your liability and power quality for all customers the DG customer will be charged for those types of modifications those costs again can vary significantly based on the level of system modifications required but could range from 5,000 to several million dollars depending on the project size and complexity for calendar year 2016 the average construction estimate of nearly 300,000 dollars an average project size was 1500 kW now all the project estimate all project costs are estimated and these are reconciled against the actual cost after construction has been completed and the system has been energizing and commissioned so in other words we true up the cost for actual costs once the system is an energetic to avoid processing delays we have to include the cover sheet to track the project including the DG type its size location etc use the checklist perhaps one that's available in the new york state that they are so that you capture all the necessary information and again you can refer to slide 16 for the application requirements in this presentation flightplan indicate where you plan on installing facilities and in attacking trust include poll numbers GPS coordinates your cross streets etc I'm submitting an application please include a photocopy of the application fee check and indicate when you mailed it and where you mailed it to and then just we just ask one other favor I guess to when you do submit that check for the application fee we ask that in a memo line that you either put the project address and/or the National Grid account number for us to properly apply those funds in a primary manner things we recommend that you don't do certainly don't fire and saw equipment equipment before you submitted your application for utility review and approval Doan sell facilities before your project is approved don't don't assume that you know urban environments are okay some of these have underground networks are very challenging and difficult to connect you again don't assume that a feeder is lots of capacity or that you know certain looks like it's it's a large enough to hold or maintain your existing projects that we can't assume any of that and again don't tell them just because your system may be a small one that's ok to install without consulting utility and then again you know the process down it don't go around the inter connection process csir it's there for everyone's benefit it is the rule book and appear for a reason again promote safety and proper connection to the utility grid as previously mentioned there are fees that need to be submitted application fees pre-application to use seizures WPS for the tip of the regular application fee and caesar feeds we ask that you send those payments to the peel boxes top peel box to 9805 in new york new york if there's a need to overnight any of those fees or attainments then you can use the the reference box located in the center a rougher and make sure you that your do reference the p.o box to 9805 and then lastly at the bottom of the national grid PL box that PL boxers simply set up for the pre application fee of seven hundred fifty dollars so those are the only things that should be going to the national grid p.o box at the bottom all of our applications should go to the p.o box to 9805 mentioned at the top of the screen again throughout the presentation we were providing links or reference links for future reference here are some some
