everyone my name is Braden karlitz and I am the power program core mater here at the Appalachian Regional Commission for this power virtual workshop segment I'm going to be going over the power 2020 RFP and application process highlighting some updates from years past and some key things to look out for when you're going through the application process and like to know that before you start preparing your application please read carefully the RFP and any necessary supplemental guidance as the reviewers will be reviewing and evaluating your proposals based off of these documents but first off for those not familiar with power stands for partnerships for opportunity and workforce economic revitalization along unwieldy titles that we call power which is a congressionally funded initiative that makes available federal resources to help communities and Regents impacted by the decline of the coal economy now this isn't just coal mining jobs but also coal power plant operations and coal related supply chain industries such as trucking transportation and manufacturing power begin in 2015 2016 and since then we have invested over a hundred ninety million dollars in to call impacted communities upwards 239 different projects and leveraging over eight hundred and ten million dollars and private investments for power 2020 we're expected to have approximately 48 million dollars available pending fresh appropriations and of that 48 million up to 1/3 of appropriative funding will be available for broadband deployment projects so what kind of power Awards do we make in essence we have two different power where it's implementation and technical assistance implementation projects are last up to three years award amounts can be between four hundred thousand one point five million this is the implementation of planned projects and there's one little nuance there as mentioned for Barban deployment projects since they are a little more capital intensive they can be up to order to be up to 2.5 million to qualify for this the project must dedicate at least 65 percent of funding to actual deployment of broadband infrastructure if you don't hit that 65 percent mark then the requirements are the same as a standard implementation project above a 1.5 million then you would select and the power portal non broadband deployment the other one other types of projects we've under technical assistance these are more planning usability studies and these can be up to $50,000 and here the peer performance is up to 12 months who is eligible to apply for power standard reasoning is if you're eligible for regular a or C grants you are also eligible for power so lead applicants may be anyone from local development districts Indian tribes or consortium of Indian tribes States County cities other protocol subdivisions or departments Institutes of higher education and nonprofit entities meaning anyway essentially anyone that is not a private for-profits enterprise couple little notes here on eligibility if you are current implementation grantee of a power project you must have completed your project by September 27th 2020 this is six months after the application deadline and if this is the case for you we ask that you upload your most recent progress report that kind of gives a very clear outline of work two dates and that indicates that you will be done by the September 27th deadline if you're a previous technical assistance grantee and you've developed a proposal off your ta award then you are definitely encouraged to apply for an implementation project new this year that we've outlined is a fiscal sponsor agent policy this is been implemented and designed to increase the diversity of applicants it allows out eligible applicants who may not have the capacity to it to fully administer a POW award to partner with another organization just submit the power application on their behalf here they the lead out in the fiscal agents they must be the lead out again and they accept all legal and financial responsibilities that are outlined in the grants of agreements important application dates and instructions so first the application portal opens at power a RC gov on January 13th this is the only place that you can apply in their Packer applications only at the application portal at power at air power by a RC gov new this year and we'll touch on this in a second is a one-page letter of intent that is due by February 28th at 5:00 p.m. Sterne hi so new this year letter of intent February 28 that's about a month before the application so are all fully do which is March 27th at 5 p.m. Eastern all materials all applications are due by March 27th so the letter of intent what is it where to find it so essentially we want you to download the template which can be found at a or C that God's power in the application resource corner and it's also going to be available once the power portal goes live on January 13th at power D arcy gov and simply on it we ask that you fill it out we're asking just simple applicant contact information and best point of contact what kind of project are you proposing proposed funding request list your key partners geographic scope and a very short summary no more than a thousand characters submitted applications for power 2020 funding that's essentially defer from the information included on the received and confirmed letter of intent will be disqualified in the review process little things can change but broader scope of work changes how does submit this letter of intent please submit it as a PDF to power a RC gov and by no later than February 28th at 5:00 p.m. Eastern Time again save it as PDF and submit it to power a RC gov once the letter intent is confirmed it will be afforded to the Florida to the respective state program managers please note that this step does not satisfy the requirement the applicants must reach out to state program managers you must be doing that on your own accord early and often we highly highly highly recommend it and it is required to reach out to our state partners about your proposal once receipt is confirmed and it's been for it you will be sent a special passcode that will allow you to formally submit your application application portal meaning you submit it to power a or C gov it is forwarded to the respective parties and then you will be sent back a special passcode that will be submitted near the end of the application portal that will allow you to hit submit and once again you must have this letter of intent sent leftover 28 at 5:00 a.m. use your time any time after that you will not be able to fully send some more updates for power 2020 we've increased the narrative limit for your application to 15 pages so this is around 12-point font Times New Roman and as you're filling out the application in the corner you should be able to upload a current PDF what it would look like you will not be able to submit anything beyond 15 pages and kind of kick you back let you know that you need to edit your responses new this year is a hard cap on the overall length of your application and this includes your peer 15 page narrative in any and all attachments the entire application cannot exceed 125 pages and you'll be prevented from submitting anything beyond that so that we ask you to please please PLEASE upload only the very pertinent attachments don't upload your entire sets or any long-term plans just upload what is per net and as reference in your application the reviewers will not be able to slog through a 250 page document to find what it's needed to that proposal so please keep in mind your limit the 125 pages also Opportunity Zones if your application indicates that you will leverage your power award and a qualified opportunity zone you will receive special consideration in the review process and a lot more details on what we're looking for there is found in the RFP under the opportunities of inception some more quick details here you might please register a Sam as soon as possible Sam's is the government Clearing House and then just required for all federal grantees you will not be able to receive any money without being registered that's Sam don't Sam pleasing it it is free go to the official website and register sooner rather than later get a Duns number and these two numbers the Sam and Dunn's will be needed in the application process once again you can only apply a powered I or C Doug of beginning January 13th the letter of intent is due to
