you hi good morning thank you so much for joining us this is our Mexico Economic Development Finance team webinar series and we host these every month on the last Thursday of the month and address financing topics and topics related to economic development so today we're really excited to have Harold Trujillo and Darren's tickets from the in nerd which is in Mexico energy minerals Natural Resources Department and we're really excited because we always enjoyed working with them and they're here to talk about in some of their programs and services that are available for economic development and community development projects as well they're going to give us a little bit of insight into see the bills that were recently passed and possibly not in this current and the most recent and you Mexico legislature session so really excited about that before we get started I wanted to let everyone know that we are recording this webinar so it will be available on our YouTube channel and we will be sending out this PowerPoint to all the registrants when you put in your email address we'll send in stuff out you'll have all of the contacts and all of the live links in a PDF so don't worry about that and I did want to give a little bit of background about the finance team here in the economic development department we are available for all of your financial needs whether you're a community or a business we can work with you whether it's us our regional reps we can work with you to discuss public financing opportunities or commercial financing opportunities to help fund your business project and/or your infrastructure or economic development project so we do manage a variety of programs listed on those left if you're curious about the reach out to us and and you public financing and discussing finance degree economic development attention needy development project implementation quarterly basically the idea is connecting funding entities and funders to projects and connecting those projects to the funders and funding entities so we meet to hear their community's pinched their Community Development or economic development projects and their that meeting the community's project can get feedback directly from the funders as well as they can gather feedback from cog directors our New Mexico regional reps there's a really great opportunity and a great platform to collaborate exchange ideas and figure out how do you fun how do you phone your project so we also have a resource map that's available at this link it's on our website but it distills all of the funding sources that are out there it distills it by category so you can search by by category and I figure out if there are grants and/or loans available for your needs so we all know that there's an infrastructure project out there you're going to have several different components you might have housing if the structure planning water needs all of those different components not things that you want to add or edit or change reach out to us know and we'll be unrolling the next version of this pretty soon but it still is beautiful and I did want to mention one one more thing we have been engaged with in their department working together on our New Mexico rural efficient business program so this has been really exciting we started it in 2017 and did a series of workshops in the towns that you see listed in the bottom all walk-in corner targeting businesses in whole areas to help them address their energy issues and help them look at how do I reduce my energy consumption because essentially that is saving them money and and we're all household that does save dollars go back into the economy whether it's hiring someone else are you know an additional employee put that money into marketing so you can attract more more revenue in your businesses so we worked within an engineer from M nerds to do these workshops to address specific ways at how businesses can reduce their energy consumption had a really great run of it we just had our last workshop in Gallup in March and that was really successful we also partner with us a on the program to help them get the word out about their reap products rural energy assess our rural energy assistance program so we are able to work with businesses and communities that are interested in looking at renewable energy systems so even though our official system ended it actually is ending in July with our partnership with USDA we're going to continue this this program and be unrolling it in the summer and having a new improved program so we're really excited about that and even though it you know our version 1.0 is ending we still are assisting businesses in their in their search for funding if they're interested in renewable energy assistance and we all so can do energy assessments so this is a fantastic resource for businesses out there and you Mexico in rural areas in outside of rural areas that want to work with an engineer to come to your place of business and do an energy assessment so they can do a customized report of where your energy is being lost where you can save energy us and let us know we can work with you and partners so I want to introduce Harold Trujillo he's here and they're going to get started on their work on their their webinar and if you have any questions please type those in as we go and we'll get to those at the end of the presentation there's a gray box in the right-hand corner typo mats they come to you and we'll do our best to answer this question so here thank you I like to start out with a basic a basic statement on our division has programs to address increase in utility cost and the rate and deteriorating infrastructures such as your HVAC and lighting under the public facilities energy efficiency and Water Conservation Act we have sufficient flexibility to keep your buildings working and to also become more efficient and also be upgraded as you know you know air conditioner and lighting all of those systems will deteriorate over time so that this law is perfect for that and the saving is pay for the implementation of the project and in this graph you see that we're constantly dealing with the increase in utility cost but you know we can change that and and deal with it where we're actually reducing our energy costs and improving our infrastructure I'd also like to point out that you know in our we are dealing with a climate change issue are we are getting that or that you know winters are getting colder and summers are getting hotter so we have to deal with that we're going to see you know higher stresses on our heating equipment and cooling equipment and of course higher energy costs related to that and so under the our new governor recognized associations and she said an executive order 2019 zero zero three and it's a pretty comprehensive executive order but you know one of a very important goal for her I remember that when she was first elected her first statement was you know we need to improve the use of renewables in New Mexico and so as a result of that her efforts you know we have a new law that was implemented the energy transition Act which of course we you know addresses that we deal with more renewables but getting back to the executive order you know the executive order to agent disease is of the objective is to reduce greenhouse gas emissions by Attlee he's forty five percent by 2030 and this is based on 2005 levels so a task force is going to be developed that is a combination of the energy and minerals Department and then also the New Mexico Environment Department so so they are to to develop a tan for us so we can get information and on how to reach these goals and to work with with other agencies each state agency is going to have to look at their programs and see how they impact global change and how that can be changed so uh once the agencies you know get that information together then that information is reported to that task force and of course human Rd and NME D you know will work also you know with other stakeholders and other issues such as implementing the RPS because the RPS now requires 50% renewables by 2030 so that'll be another another task in the task force so they're going to be also looking at a developing market-based programs you know to reduce carbon dioxide and other greenhouse pollutions you know adoption to reduce approaches to reduce greenhouse gases like in light duty vehicles an adoption of building codes heard me we are we are looking at any new building code perhaps a 2015 version or the 2018 for consideration now there's some cities have already adopted Santa Fe I think as understand adopted it already the City of Albuquerque is is looking at at 2015 or 2018 and the state's going to start looking now to it at a new code also they this task force is to to collaborate with the renewable energy transmission authority and asked to identify transmission corridors because one of the limitations in the state is having enough transmission and to get solar from where it's located to where it's needed okay Iman Rd also we'll out you know to develop programs that will eliminate the methane emissions that's probably your primarily going to be with the oil conservation division also we're going to coordinate more with a state land office the state land office actually receives a lot of revenue currently receives a lot of revenue from land that is leased all this wind developers we currently have about 3,000 megawatts of wind in the state and a lot of that those wind turbines are located on statement so that the the state land receives revenues from those leases and also some revenue from the power that's being generated then the the climate action task force will have to develop a final report by September 15 2019 on a next slide to have the energy transition Act basically this is a a landmark this is landmark legislation you know requires that investor-owned provide 50 percent renewables by 2030 and then the rural electrics there their goal is going to be 80 percent by 2040 and then in addition I think what's really more unique about this legislation is a zero carbon resource standard there I think just three other states that have this aggressive a requirement to look at you know resources that basically are net zero or near net zero in terms of contributing carbon to the environment that legislation also provides a significant amount of funding to support the communities of Farmington you know where the plants are being aware the PNM power plants are being closed so hopefully that economy can shift to a renewable energy economy and helps on one County also the you know part of that is also again working on the zero carbon standard and getting back to what you can do in an in a in a regular in your office environment one of the things that really has caught on is a use of LED lighting and LED lighting in our office we reduced our the energy for the lighting portion of the building by fifty three percent when we shifted to LED you know the other benefits is that they last a lot longer you know the regular fluorescent and also the light output is higher also the color the way that the light appears to you is is also closer to sunlight level or sunlight colors so that's a possible opportunity for you to consider and then you know there are the standard you know boilers chillers you know new roofing photovoltaics you know all of those things that are that you know we're out in your facility and can take advantage of our programs to be replaced upgraded with more efficient equipment and so the the public facilities energy efficiency act is pretty unique because you don't have to have a bond election in your community because the the saving space face of the project it is a lease purchase kind of program the the local taxpayers did not need to pay taxes for the improvements the funding is available anytime there is no cycles for funding you know the we have a price agreement for companies that can do an audit for you the savings are guaranteed and their guarantee no the performance pond and it's a turkey service and when they glue everything from beginning to end and also they need to stay connected with their programs that they continue to monitor to make sure that it works well so those are I yeah we've done over I think we're up to 140 million dollars worth of projects in the last four years and Yemen Rd has the responsibility of reviewing his projects to make sure that the the auditors are qualified and then also that the savings you know are accurate and and reasonable now in terms of if you have a water conservation project because it covers water conservation it also covers fuel efficiency for transportation of such a very broad love the water projects would be actually reviewed by the state engineer's office we have provided additional oversight in the last few years to raise a comfort level for entities we have a third-party reviewer that helps you get through the process and then also like I said earlier we have we probably will have another seven vendor first on the price list we just finished reviewing a new set of vendors so hopefully now Naples will have that new list of vendors but we currently have seven in the current list we also provide technical assistance and training and in the next slide it just gives you a break out of the of the types of funding that that we see being used for these projects you know so it turns out that Power Purchase Agreements - are very popular when you're installing a photovoltaic system and then we've also seen that there there was a program qualified energy conservation buttons but that that's been eliminated and then also the clean energy revenue bond which is twenty million dollars to set aside in a New Mexico Finance Authority so that people can apply use that fund for their projects and then the ESCOs our energy performance contracting you know they they also you know that's another approach where basically you do an RFP dress or party back and and banks are used to dealing with it and so they find that most of the projects ESCO projects usually it's a good idea to work with your in-house bond counsel so she can help you get through that financing process but it is a lease purchase approach and just to give you an idea we have a lot of rural communities that have participated in this Deming Silver City has done a couple of projects made they did they have their whole water treatment facility was done in Silver City with a power purchase agreement where they have a large photovoltaic system that operates a facility also like McKinley County they did a really comprehensive almost every building they did lighting retrofits new heating and cooling equipment Sun on cars they did a small PV system the city of a Farmington they did a pretty comprehensive project that had lighting and HVAC upgrades also we had like city of Lara Loris Berg so we have you know a lot of it has not just been like the big colleges New Mexico speed data a huge project they did a 16 million dollar project but we have seen a lot of this projects done and in the counties and the cities throughout the state so here the last slide is one of my favorite places it's it's Murphy Lake State Park so you ever have a chance to this is that stage park you know this is won't be like that you know in the summer but anyway it's a pretty place to visit thank you all right um thanks Harold this is a Darren village engineer Nanjing minerals Natural Resou ces Department I was just going to briefly touch over some other legislation some other things that we have going on under our New Mexico energy roadmap project New Mexico energy roadmaps project kicked off a couple of years ago and it's really kind of closing down on the on the initial phase but the implementation of the roadmap keeps going for the next decade or longer but it's a living document we there's the website where you can access the energy roadmap and see our friends here at the economic development department were part of that group that put this together along with 50 or more other stakeholders throughout the state we have utilities we had oil and gas we had renewable folks we had advocates for for both we had public and both public and private entities that are in the energy space that that were involved in putting this this document together what what we did when we developed the energy roadmap is we developed 15 goals and over 60 separate strategies to implement each goal and the group's broke into five different subcommittees and the first subcommittee was just called the energy economy and diversification and it really is it its main goal there there's there's four goals under that that group that they came up with but it's really to diversify New Mexico's economy beyond just the fossil fuel sector and in looking at other things you know instead of just burning our fossil fuel resources for fuel is there other value-added products that we can get out of it are there new technologies that we can we can access moving away from just energy dependence and and then diversifying into other energy space and just wanted to touch on a couple of pieces of legislation that came out of this year's legislative session that really helped advance this part of the roadmap the first one is House bill 440 that was actually pushed by one of our fellow Road mappers that became a state legislator out of Albuquerque that he and another legislature passed this property assessed clean energy amendments it's really the old case laws that that provide you know basically in your home or business you can fund theoretically anyways it hasn't really been implemented throughout our counties yet you can fund improvements on your property and then have it funded through your property tax bill there is a couple of issues with the original law mainly between counties and cities and who has jurisdiction over what so some of that was cleaned up and then I think the county has also wanted the ability to offload this or subcontract it with a third party implementer because essentially what you're doing is creating a bank to fund these projects and some of the counties were not comfortable with you know kicking off that process so this allows them to go out for a third party to help do the assessments on so if you put solar on your roof you can basically have pay as a separate fee on your property tax bill to pay off that that investment over time the other big one that Harold already touched on was the energy transition Act that goes to our RPS review that we had a goal on in the roadmap the interesting piece here is in the zero carbon standard there an eleventh-hour modification to the definition and which really opens up some substantial opportunities for methane capture we don't have a lot of details on it yet but it really was to help out the the facilities that currently capture methane and produce power they aren't considered a zero carbon resource under the initial definition but now they are and and so this could open it up for every wastewater treatment plant in the state to capture methane and and produce power and be considered a zero carbon resource and that could be worth quite a bit in the future as we move deeper into the renewable portfolio standard in this zero carbon standard the zero carbon standards written a little different here in New Mexico than other states were it really takes over at the end of the process it doesn't run in parallel with the Renewable standard so it there's definitely some opportunities for municipal solid waste facilities and for really for segregation of solid waste of municipal solid waste and you know dairies feedlots anything else where you have a waste product that you can anaerobically digest and create methane there's a big opportunity there to be called a zero carbon resource and produce power with that the other one was House bill 546 which goes to our wanting to make value-added products out of waste products and in that that goes to it cleared up some language on jurisdictional issues about and regulations on produced water recycling hasn't been an issue so far because mainly it comes out of the ground and they put it back down into the ground as a waste product but as we move along and we want to start looking at at the mineral production Bruce water or just cleaning it up for beneficial use that water this is going to be very necessary that we get the regulatory piece of it clarified so that businesses can take advantage of those opportunities as they come along the second part the second committee in the roadmap was moving energy and although there was really nothing that came out as a legislator nature that really addresses this area of the roadmap we along with our ill conservation division are working closely with our oil and gas industry to you know a promote less waste production you know the flaring get the flared gas vented gas if there's any way that we can capture that and you know in combined heat and power situations that's that's advantageous to everybody involved and so that's that's something that we're working with our oil conservation division on as we move along it's not really just a flare mitigation strategy it's a waste reduction and then and then what what can we do to change that waste into a value-added product transportation there is a lot of action around transportation but not a whole lot made it through the final process at the legislature one bill that did get through is an important one we were kind of behind the the game nationwide on this but the issue is these electric vehicle charging stations if you sold power to charge a vehicle you are considered a utility and you were then regulated by the Public Regulation Commission and you know as a utility this this law removes that piece of the of the law that that regulates any power sales and now allows electric vehicle charging stations to sell by the kilowatt or if they wish and not be regulated as utility so that's that's a big cleanup in the let in the regulations for electric vehicle charging infrastructure in the future our energy efficiency goal this was a big one in in our office and and in the roadmap in general this this one is to improve energy efficiency in both the physical and you know through both physical and behavioral changes throughout the state and a couple of bills I just want to highlight the big one that we had specifically as a strategy was to update the efficient use of Energy Act which was set to sunset in 2020 House bill 291 got through the process and now that up reabsorb for the next ten years it this is just relevant to the the IOUs the the PM's the El Paso's the Excel energies of the state does not apply to the role electric co-ops but it reacts the targets and it's it's really the like the refrigerator buyback programs and and other energy efficiency audits that they'll do for you and your homes and businesses it reauthorizes that that rule and and basically continues those programs for the next decade and beyond Senator memorial 86 and in the executive order that Herald talked about basically doubles down on the call to re to reauthorize or and to move to the next cycle on the Energy Conservation code and an update that code to the current standard or at least the 2015 International Energy Conservation code so we've got both the legislature and the executive branch calling on under those changes to be made and that that's important as we move forward we need more efficient you know energy efficient buildings as we move forward and I'll discuss a little bit of that and show you some graphs on why we need that moving forward project free that's a new do a funded Department of Energy funded project that we just received last year will be beginning that here in July and we hope to work with our partners here at economic development that that I'll talk a little bit more about that later on but that's a new exciting project will be pushing energy efficiency projects out into the rural areas of the state's where they haven't always been economically viable so on workforce and education again there was a lot of memorials that were talking about workforce and education not a lot got passed on the bill side but one that did we weren't initially looking at because we don't deal a lot with oil and gas industry but our oil conservation division certainly does and this one calls on them to promote programs for women in the oil and gas industry and so I'm sure we'll be working with our friends upstairs at the oil conservation division to delve more into this and see how we can assist moving forward and that that endeavor on our goals for energy efficiency in the in the roadmap was basically to rank in the top 20 States on energy efficiency and there are four strategies for that or upgrade building codes which you know thanks to the Memorial and to the the administrative order we we've got some leverage there to move that forward just higher slightly higher energy efficiency requirements for public buildings schools hospitals what-have-you research p3 opportunities for energy efficiency in low-income multi-family housing that's definitely something we encourage throughout the state and then extend the efficient use of energy act which I talked about earlier and that that actually was so we we accomplished that goal or that strategy on goals other goals under the energy efficiency part was measurably increased efficient behaviors by New Mexicans and this really gets into behaviors of people you know you can build a very energy-efficient building but if nobody turns off the light switch there's not much point so it's it's really incumbent on all of us to be more energy efficiency in our daily lives and in our behaviors I just notice there was some press release from the Albuquerque Public Schools talking about a program that they've got in their schools and how the kids are going home and teaching mom and dad how to be more energy efficient and I think it you know it really does start with our young folks and educating them and then hopefully they move that out and become norm with with everybody giving us old folks we're basically I just wanted to show this this is a data from the Energy Information Administration part of the Department of Energy this is 2006 data and it's all per capita but you can see where we use more energies and in other areas and in our national rank yet in this case you're it's better to be 50 in ranking so this is one of those oddball things where we want to be the higher number so at residential we do fairly well you know we have a fairly you know nice climate a lot of swamp coolers still in the state you know and other things that are just a little more efficient a lot of blood people just don't have air-conditioning in their homes in certain communities so you know we still do very well in the residential space but our commercial and industrial could could use some assistance and and certainly in our transportation we're a rural state everybody drives a hundred miles to go anywhere and it's we just aren't doing very well in the transportation but a lot of that it's just because of where we live but there's a lot of opportunities there for for improvement and you know transportation let's let's let's take a chance transportation is one of ours are tough spots just because of our spacing and but there's a lot of things we can do in our transportation space and you know I've got some listed here not that these are all-inclusive but electric vehicles in general are on a roundtrip energy efficiency they are more efficient than an internal combustion engine if you need more range than the current TVs have and there are the hybrid hybrid electric vehicles still as you higher energy efficiency you know higher gas mileage so we're you know that that's one thing that we want to really emphasize is transportation is a big energy hog in this state and we basically spend three times more on fuel in this state than we do on electricity so always remember that when you're talking energy efficiency that transportation is is a big area for where you can gain cost reduction is in the transportation fleet as far as buildings you know you got the building envelope the insulation the roofing the windows doors that kind of stuff easy to do improvements there when are easy to make got very tight and energy efficiency when an injury efficient when you're building a new building not as easy to do when you're retrofitting a building on the other hand lighting is very easy to retrofit or just put in good lighting in the first place and in a new building but it's also easier to retrofit so we see that a lot with our energy servicing performance contract is lighting upgrades because they're they have a quick turnaround and payback and everything else HVAC systems again Harold mention that plug-in process loads we leave a lot of things plugged in that you know leach energy from us all the time and then there's distributed generation like on-site solar and energy storage for fighting the the demand charges that come with it so why is energy efficiency important well this is the latest graph from again the US Energy Information Administration EIA you can see our energy usage in the state of New Mexico was essentially flatlined from about 2012 on so for the last six to seven years we have not used much more energy than we did six years ago it's been essentially flat for some reason last year we used in the state five percent more energy than we did in 2017 and in the residential sector it was seven percent higher so overall five percent increase that's one terawatt hour of additional electricity use it's like adding two weeks to the year so to put that in perspective for you you know with all the RPS goals renewable standard goals we would have to build a 500 megawatt solar farm covering about four square miles of land surface just to meet the increase and that's not even getting to our goals on the renewable portfolio standard so that's why energy efficiency is critical as we transition our energy sector we need to keep that line flat as possible now some of that is going to go up on the electricity side as we change to electrified vehicles but that's even more reason that our buildings and every inner than our behaviors have to be as efficient as possible moving forward here's another reason I've got a couple of animal slides here this one is the duct curve that we hear about so much out of California where they've put in substantial amount of solar on people's residences and businesses out there that they get into this problem during the day where they you know the solar energy is producing a lot during the day so the demand on the career that's very low but then as the Sun sets and everybody comes home from work and turns on their TV their stoves their lights you get this huge ramp up of demand and so utilities in California have to ramp up their their normal you know their dispatchable generation sources very quickly to meet that demand energy efficiency essentially flattens out that curve over the head of the duct essentially and and helps utilities out so energy efficiency and and flexibility on when your demand is is it's going to be more and more important as we move into more and more variable generation and I would suspect there will be some benefits given by the utilities for anybody that can adjust with that on that so here's my other animal the alligator they have the duck in California because they rely a lot on solar in the Midwest the opposite they are not the opposite it's yeah we don't know what it is they rely a lot on wind in the Midwest and this is from them from my so the the mid mid region or Midwest I dependent System Operator in during the windy months in the fall and in the spring they can have some very erratic wind patterns and a lot of times wind blow is at night when you don't need the energy and so you can almost get into a negative situation where you've got too much generation for your load and and then it doesn't blow during the day sometimes when you need it the most so again you're you're running into situations where where your lower your generation doesn't meet your demand and this this pipe shows it a little better there again in the Midwest the wind generation is in the yellow electricity use is in the blue and the net load between those is all over the place and the more you can make your building efficient and actually the ability to load follow or you know match your demand to what the utility has available especially in rural areas where they may not have a whole lot of other options for for generating that that capacity that I think that's going to be very much worthwhile for any commercial or industrial user any large user that can adapt with that I think the utilities will we'll have to give you some something for that that ability moving forward on energy efficiency you know upgrades to existing buildings like Harold's was saying you know payback with the with the savings so the the energy efficiency part should should pay back for itself over time with just the savings and energy just give it a generation you know the the Lord follower or or shedload at any time you know with with storage energy storage that may be a resiliency measure for now but tomorrow you know moving down the road when you see those types of curves like the elliegator and the duck if you can follow that mold pattern that that may be beneficial as far as demand charges and other things go in the future and could be very cost effective on energy efficiency upgrades again lighting heating ventilation the building envelope I just wanted to put in again the new the new bill for 89 the energy transition act seems to give a big nod for wastewater treatment plants that can capture methane so anaerobic digestion at even smaller wastewater treatment plants may be a very beneficial piece of hardware to have on site because you can then generate power as a zero carbon resource and sell it off to the grid for whatever that commodity will be worth in the future as far as energy efficiency you know there's a lot of opportunities with compressors pumps and other things and I just wanted to put in a plug for the New Mexico energy arm by Mexico Environment Department sorry my old department enemy D has 85 million dollars of funds of federal loan funds that can be put to your wastewater treatment plant to basically do a lot of these things application is open yeah it's currently open right now so I strongly you know especially if you can become an energy producer or other thing I mean there's a lot of flexibility under that that's I mean people there people are just aren't taking full advantage of that and then of course there's the energy service and performance contracting the ESCOs that Harold talked about that can also help all with like Power Purchase Agreement distributed generation you know again it can be conceived as a resiliency measure if you've got shelters former emergency shelters that you need resiliency you can put it in put these things in for that but also in the future for just you know demand-side management you know managing your load for to match the variable production on the grid could be very lucrative moving forward and we can do that with energy storage systems you'd be charging stations you know when when you can charge when you you know you when you shut it off to manage load and then electrical and thermal storage [Music] then I just wanted to put in a quick plug for our free project and again we'll be working with economic developments are all of our Regional Council of Governments signed on as partners on this and we'll be going out to local communities to really look at financing mechanisms and wait ways to really get energy efficiency programs out to rural communities and basically throughout the state but look at a modeling stream you know how can that basically how we can get more energy efficiency contractors out to rural areas - you know maybe consolidate projects you know so that's a more cost effective and so that we're not doing one project here and there and you know and the just the overhead alone is too much to make it cost effective but if we can combine those things if we have other incentive programs you know how do we get these things out or the rural communities and in farms and ranches and other businesses out in the rural sector that can benefit from those and then really it's just that the free project advances a few of the goals in in the roadmap mainly around energy efficiency and and strengthening the overall energy economy by you know there's there's a lot of jobs that can be created through just energy efficiency programs and try to leverage that as much as we can so a lot of I think with that were open for questions okay all right great thank you so much Darryl I mean Aaron thank you Carol - voice the Juniper is blooming up here in Santa Fe and I've got some altitude so apologies our first question was about that Mexico role efficient business program that we're working on within there and if the question is will it include assistance with the purchase of residential and/or commercial solar energy systems so I can answer that and that answer is because we're the economic development department were mainly focused on commercial activity commercial businesses job creation so we're not getting into the residential purchases of renewable energy systems although we have connections with some partners in the state we can connect you to those we are mainly focused with that commercial solar energy systems and the answer to yes we will help you find financing for the system in nerd you all are they all are connected with with those partners to help with that and they're aware of the financing that's available and they can help with that as well the second question is this is more of a comment from the State Land Office thing that we appreciate the coordination with the state land state land office and the SLO is willing to participate in the task force as well so just throwing that out there god they're really good partners and good I you know one thing that I liked from the state land office in the way previous administration is they were doing a report on the renewable energy that was being installed state land and that report there wasn't updated in the last administration so it would be a good report for them to update because it shows you you know all the revenues and are being received by the State Land Office from all the way in the projects and solar projects of the state so I hope they will help with that update that report great thing the third question we had was who can a business owner speak with about a PPA for the purchase of a solar energy array okay so I was in Vegas who can a business owner speak with about a PPA for the purchase of a solar energy array we have several on the price agreement they could take and look at the website on the state purchasing website I think there's like three or four solar vendors in there and and they can do those for sure can do Power Purchase Agreements it's usually the larger solar companies that can do that okay so each other there or the road I'm making right yeah okay also energy performance contract is available to the private sector to is not just to state agency so any commercial business could enter into one of those agreements with a company that does energy service contracts in that that's really what we would recommend is I look at your energy efficiency you know you know look at your energy usage first before you go on and put solar in just to cover it you know you button up things first and then and then put the generation in that brings up a really good question our point that we we have come across with the rural efficient business program is we're not advocating exactly what you said to just jump into solar or wind system but to get one of those energy assessments first to look at where you're using your energy where it is going in so just want to remind people that that service is free for businesses but you want you might want to remind communities out there as well but web services are available for an energy assessment or an audit you want to speak a little bit about what's available in that regard what well basically if you work with an ESCO company the audit is free because it seemed better than to the cost of the project if they choose not to go with the project thing they won't have to pay for the audit so they're really expensive about it maybe is 150 thousand you know a smaller art that would be maybe fifty thousand or enjoyed may be found at twenty five thousand if any other sites or living room okay but the way the ESCOs work is they embed that in the cost of the project okay and then I I want to point out to you that when entities are interested in the USDA products if they were interested in the solar solar system and there were looking for financing that reap product which is part loan and part grant I'll pay for the system they do require in an energy assessment and our program that we partner with you all and NMSU that can do those energy assistance for free for businesses is available and and I know that we can look into that more for communities to see what other services are available yeah in the past we have health exam review projects USD anger you know so you know we maybe look at it on a case-by-case basis okay and it's also good to point out to the services and the programs that amici had as well as NM SBA I think they do some energy efficiency programs as well so if you're interested in that feel free to reach out to us and we'll connect you to the right partners so let's see we have another question what is the state purchasing website the seven winders I guess here go to the general I think you would just just get your just Google's think purchasing website okay New Mexico State purchasing department okay and I think that should get you if you just google that it should get you there okay and you know what we'll do we'll send out that link right at your presentation and it's under energy performance contracting and the other ones under solar okay it's over price agreement all right the next question is in terms of value added energy are there any legislative and regulatory updates regarding produced water and what opportunities exist for communities near mining and extraction operations that produce suppliers no recycling well we we talked I don't have that slide yes what we didn't mention it in the slide there there's a lot going on in terms of trying to clean up that water so that it can be reused and so there's there's a lot of paper basically how skilled 5:46 have some basically some clarifying language on who who owns what you know one of the fundamental questions on produce water is if I in and when I say produce water I'm meaning from the oil and gas sector you know the same could be from the mining sector too I mean it's it's kind of the same jurisdiction but it from the oil and gas sector the first question was well if you clean up produced water and don't just reject it into the reservoir who owns that water and I think they've basically not clarified that at least the State Engineer does not own it and you do not need a water right to you know it doesn't create a water right to take produced water clean it up for agricultural use or whatever you want to use it for it is whoever cleans it up it's there water to dis dispatches as they see fit so that that's kind of a nice benefit there you know and I in a place where we discussed water discuss water rights so much it's nice to know that there is a potential source of water that doesn't have a water right attached to it there's a lot of cleanup and other things to do with it but that's certainly something there there have been some mineral extraction folks that have been looking into that in the Permian Basin especially because of the mineral rich produced water in that area there's some areas where they've got 50 parts per million of lithium and lithium batteries lithium ion batteries are going to be the future of electric transportation that's that maybe something that has some some merit moving down the road here but you know there's that that's kind of where worse things stand right now the the Environmental Protection Agency and our department oil and oil conservation of vision was working on a EPA a white paper on produced water in it basically the draft which is on the EPA website and we can pulse that to basically lays out you know if I take produced water and I want to use it for this purpose or this purpose or this proved you know it has all these different scenarios it basically outlines what regulations you have to go through and what you know who you have to contact in order to do X with with the water and I don't know what the status is on the finalization of that the head yet person at EPA is now our Environment Department secretary so I'm not sure what the what the status is for finalizing that white paper but it's it's fairly well complete and this house bill for 546 clarifies some other remaining issues out there on that so it's it's really there there's no regulatory issues I don't believe any more holding back recycling produced water it's more can you do but economically and that that's really the main question anymore you got a question about looks like a requirement from the Energy Office 20 1903 that is in regard to all state agencies shall evaluate the impacts of climate change on their programs and integrate climate change mitigation do you all have any idea when this evaluation should be complete and will there be guidance on how to do that well we know it has to be completed way before September okay and one of the things itself we do have have some some past efforts we don't have to reinvent the wheel that we can look at and provide some guidance to to the state agencies that's something that we're going to be getting together very soon the universities for example have a really interesting procedure that's been developed for them you know basically becoming meds zero so we're looking at that and sure there's other templates out there but you know concentrating on what you know can they become more efficient so that their carbon footprint is smaller you know that would be probably a fundamental thing to look at finger agency in it we got it a number of questions about different projects commercial projects and how good these projects go about receiving funding to fund solar arrays or to even do solar panel manufacturing so I would suggest that you get a hold of us the Economic Development Department and the finance team and we would be thrilled to work with you and help you on on financing options whether it's you know izing state plans or some federal funding that's available to we can walk you through those opportunities and we did have one question and in regard to a wastewater treatment plant and it's how would a wastewater treatment plant fell it's capturing methane are used if they have an anaerobic digester well the the city well the larger cities are already doing that you know they they digest the waste for other reasons you know Bernalillo County's wastewater treatment plant Santa Fe Las Cruces the larger communities there's over 1200 wastewater treatment facilities in the in the US that currently digest their their sludge you know the state flood saver for stabilization and in most of those facilities throughout the country you capture the metha e and use it for heating the process or for you know if they have excess they they can generate electricity with it to match their load I believe that that's generally the case like in Santa Fe and Las Cruces they just generate enough to match their load Bernalillo County actually Co fires that methane with natural gas and that's where they generate sometimes excess power and sell it back to the grid that is part that is considered a zero carbon resource under the definition now in the ETA even if you burn up to 70% pipeline gas if you're capturing methane roughly a 70 to 30% ratio you're you're consider zero carbon resource in that and that zero carbon resource is is not renewable it's dispatchable so it is going to be a premium product moving forward as we as we get deeper into the renewable standard to add to that or explain a little bit as the methane is that used to power usually a large engine then the engine is the one that actually that generates electricity for the plant we also have other systems like the landfill in Albuquerque they were actually providing heat with that methane to the detention center there in the city so it's actually piped from the landfill all the way to that building and then there they use it in their boiler so that helps heat the detention center yeah yeah and that's what's you know there are facilities that capture methane and use it for heating now it's considered potentially you know if you meet the requirements a zero carbon energy electric generating system and that puts it in a different class and and as as we move to other devices you know if you're if you're talking wind and solar but you need some zero carbon generation right now those may be premium products if you have that capability in the future so I I strongly suggest that people look into it at least there's another very good reason methane damage to the ozone is very very significant it's about 80 times higher than the damage from carbon dioxide so it's important to capture all the methane and and that's why they might I believe that's why they put it in there this is a law here alright well we're
