There are e-forms (i.e. online forms) to apply for passports (called e-passport system) but no soft copy. Believe me you wouldn’t want that either. Just scan the first two pages (which will be a single image because of the small size of the pages) and the last two pages (again a single image) of your passport. Arrange these two images one atop the other in powerpoint. Select both pics. ‘Group’ them and ‘save as picture’. Voila! You have your soft copy for quick prints and submissions anywhere. Good luck!
