Tucker co-sponsors of the bill also in attendance today are Senator Richard Cody Assemblywoman Ileana Pinto marine Assemblywoman Shanique Speight Assemblywoman Britney Timberlake and Assemblyman Giblin I didn't see you something Giblin but I presume he was on his way we also would like to an assemblyman computer was also a co-sponsor but please allow me to welcome also councilman John McCallum whose word we're in right now and he is with us here as well welcome to freeholder President Brendan Gill Mayor Duane Warren was scheduled to be here I haven't seen him and Mayor Tony Voss I saw a moment ago please allow me now to introduce and have you welcome governor Phil Murphy first of all I apologize for being a few minutes late and given the heat I will not take long I'm incredibly honored to be here to sign this bill today this has been a real passion for Mayor Baraka and his team on the one hand and the legislators who led this effort on the other hand and the notion of a land bank and the flexibility that gives not just to Newark but certainly to Newark but some of our biggest communities patterson camden trenton elizabeth others the notion that the flexibility that that allows you to be able to aggressively deal with a particular property or a particular neighborhood and much more quickly transform it and get it get that property and get that neighborhood into the hands that it rightfully deserves to be in I'm incredibly honored to put my signature this to this today as always I am incredibly honored to be in Newark where I've spent my entire day and this isn't even my last stop in Newark today so thank you so much to each of the legislators and leaders up here and who are not here who had something to do with this I take my hat off to each and every one of you with that it is my great honor to introduce the mayor of this great city a guy who every day not just transforms Newark but sets the bar for the rest of us in the state please help me welcome mayor Roz J Baraka it's a great day for us in the city of Newark and around the state of New Jersey cities that look like Newark and even cities that don't look like the City of Newark we want to first obviously thank the governor for signing this into law today we appreciate that and we appreciate him thinking it not robbery to be here on South Orange Avenue with us in the West Ward isn't that right councilman McCallum to be here with us in the West Ward to get this thing signed where a lot of the land bank activity will take place in what we call the number blocks or the West Ward and Unity's where there has been consistent decades of blight I also want to thank the sponsors of this legislation without that we would not be here today the consistency and a commitment the perseverance of Assemblywoman mileage AC cannot be overstated she stayed on this continuously and with the help of Senator Ruiz and in our state Senate who made sure he just got over the line we appreciate her efforts as well Assemblywoman Cleopatra Tucker was a part of that team to help made this possible for us and then all of the co-sponsors that are here today the delegation and other folks who you know pulled up the rear and made sure that we had to saw tight and that we had the votes that we needed in order to get here today this is not the first time that this has been tried I mean there have been groups Stacy burger and the Housing and Community Development Network of New Jersey have been fighting for this for the last decade they even got it over the hump one time and it was vito today it's not going to be Vito I also want to thank the other mayors the urban mayor's Association especially around the state of New Jersey who have been watching this and calling their legislators and hanging in there to make sure that this is passed my colleague mayor Foster's here from Irvington this affects Irvington as much as it affects Newark affects East Orange and affects Orange affects us all we're partners in this progress in this process and I'm glad that he showed up here with us as well if you don't know the land bank helps us as the governor said deal with properties that have been stubbornly vacant abandoned in our community for decades some 20-30 years abandoned homes vacant lots buildings that have been burnt out next to people's homes devaluing the property havens for squatters and drug activity drug addiction and drug selling garbage and illegal dumping even victims of crime and Hamas in these buildings found this gives us an opportunity to be very creative and imaginative and very expeditious about how we deal with these properties that have been this way for decades and not just spend millions of dollars of City money trying to keep property up trying to board it up trying to cut down unsightly weeds trying to deal with rat infestation in communities and neighborhoods this gives us a chance to fight back to put these properties back on the tax roll to get money back in our tax rolls to raise the quality of life of residents in our community to raise the property values of homes and homeowners who live next to abandoned property this is an incredible tool for us it's a wonder why people would be against it but this is something that we need and we're excited about having it here in the City of Newark god bless the governor god bless our legislators god bless the community activists who stood and fought for us and fought with us for years before I even got a chance to do this so with that being said I think we are bringing on Assemblywoman milage AC to begin talking about our efforts as well thank you thank you I like the the mayor's phrase stubbornly resistant because it was stubbornness stubbornly persistent legislators that got this through just a few things I want to touch on today because I think the mayor explained pretty well why this is such a valuable bill in January 2012 it had seven sponsors between our two houses Senator release and I are the only members still in office after two passed vetoes this is now the third time in the charm and it fills me with gratitude to Mayor Baraka for championing this bill and to governor Murphy for recognizing the strides this law will allow for revitalization of our cities and towns cities and towns will now finally have the tools to pursue systemic improvements rather than piecemeal fixes through gift purchase and acquisition at lien acquisition of liens at tax sales there are a number of people that I just want to mention very quickly because I know it's hot out here in addition to the governor and Mayor Baraka I must extend my appreciation to Speaker Coughlin for making it a priority to get this bill on the board list to
