This is because, for most map-reduce jobs, while creating map tasks, Hadoop breaks the file in 64 MB splits/chunks (by default) and each split/chunk is executed in parallel. But a split can not span more than one file. So even if the file is very small, it will create a map task for it. So, if you have too many numbers of very small files, you will end up having too many numbers of map tasks and map task execution overhead will exceed the advantage you get from parallelism.
