with a variety of different programs and resources to include various types of skills assessments labor exchange services telling you all about the hot jobs in your local area we can do some career exploration with you provide resume assistance we have a variety of workshops to help you with your career goals and we have access to job search and placement assistance oftentimes we have employers that do hiring sessions in our local centers we can also provide you with the opportunity to do mock interviews to really help you prepare for that next job interview we also do unemployment unemployment with you hello I'm Allison I'm a workforce advisor with our workforce development I'm here today to talk about unemployment insurance benefits so the number one answer I can always get during any sort of presentation is always it depends unemployment insurance benefits are set up and designed by employers paying and unemployment insurance benefit tax every quarter based on employees earnings so because everybody earns a different amount of money each quarter everybody receives a different amount of unemployment insurance benefits so the number one question we would get asked is how much do I qualify for well it depends it depends how much you worked in earn there is a handbook directly on our website online Iowa Workforce Development gov and then that handbook describes all of this information in more detail that I will go over here but also in here gives each year's benefit amount update there are maximums and there are minimums but all of that is spelled out in the handbook as well so just as paychecks are not the same amount for everybody across the board unemployment insurance benefit amount are different as well the application process itself is online an individual would apply for unemployment insurance benefits directly I don't know site again ww2 Iowa workforce development gov click on the link that says apply for unemployment you will create an account a username and a password that account will then allow you to fill in the application the application itself is relatively simple you're going to fill in the blanks where it's your personal information your social security number your date of birth your mailing address information and then we'll ask you for your most recent employers address and telephone number and then your dates of employment with that employer other information included in the application will be what sort of work did you perform will there be a vacation or severance pay out if so we need to determine is that part of your claim or not there'll be a question about do you use resumes or online applications you would say yes and we can certainly help you with that and I'll get into that moment separately for unemployment insurance benefits individuals who are permanently separated from their most recent employer are required to register with the state's exchange system this is our system that houses all of the job openings in the state across the state that we work with in partnership with employers to promote their job openings so this is also where the individuals who are applying for unemployment will also go to to register as a job seeker you can either upload your own resume to that system or it will help you build one within that system and then we'll begin alerting you to job opportunities that you may be qualified for based on that information point into that system so completing a separate registration within the iowa work system is is a requirement for unemployment as well the next step would be one to get your application submitted you get your job registration complete then you're gonna report to the state every week what you've done so did you return to work did you earn any money did you receive any pay and how many jobs did you apply for that week the weekly reporting requirements is a step that you have to complete each week answering those questions is what prompts our system to actually make the payment if you do not report the weekly reporting information you will not get paid that information is available on our website also it's a separate link it is separate from the application it's a series of five or six questions and it's under the link for filing weekly claims also for unemployment insurance benefits you do need to be able and available to return to work or able and available for employment if anything comes up that would render you not able or not available to report to a job that would also disqualify you for receiving unemployment insurance benefits job searching is a requirement while you are collecting unemployment insurance benefits it's a minimum of two job applications each week with suitable employers and suitable employment you will keep a written record of your work searches each week and then you will provide that information within the weekly reporting system as well a lot of individuals are not aware that you can also work part-time while you're still looking for full-time work and receive a partial unemployment payment depending how much you're earning from that part-time employer there is a formula that's applied the amounts are different for everybody just like the benefit amounts are but the formula is applied the same and again that formula is available in the handbook self-employment is also an option for individuals who are receiving unemployment insurance benefits you can work for yourself if you decide to go into business for yourself that's perfectly fine as long as you are still able and available to report for work for somebody else and that you were still making your work search contacts each week as well self-employment income is not deductible from state unemployment insurance benefits so the earnings do not need to be reported but you do need to report that you are working in a self-employment capacity at that point we'll contact you to verify this information as well as confirm how many hours a week are you working for yourself once you exceed 32 hours a week or more you're no longer part of the labor pool able and available to go work for somebody else so that self-employment threshold is not by income but it is by hours how many hours are you working for yourself so you do need to be able and available to report for work with an employer once the claim gets established it takes about 10 days or so to get everything set up and working properly and we're clearing any information or any questions that we may have once the payments get established and get set up and going the first payment received is a lump sum payment typically for the first two weeks that you have reported and then after that the benefit payments are every week as long as you file the weekly reports every week again if you don't file the weekly reports you do not get paid also individuals who are permanently unemployed or permanently separated from their most recent employer will receive a notice in the mail for a reemployment and eligibility assessment appointment this will be a one-on-one appointment on one of our local Iowa work centers across the state it is proven that there is more of an opportunity for individuals to learn about our services our partner services all of the educational opportunities sooner return to the workforce if we have one-on-one individual work with individuals who are receiving unemployment insurance benefits so we have these assessment appointments to review all of that information we'll also review your Iowa Works registration job registration and records to make sure that everything within that system as far as it's being utilized is all completed as well the next thing you will receive is a notice for an appointment for essential tools for job seekers or an AJC American Job Center orientation those classes are an orientation about all of the services that we provide that is a required attended appointment for those who are permanently separated from their most recent employer again those notices come to you in the mail anything about your unemployment claim will come to you directly at your mailing address so it's very very important to let us know when and if you move or relocate or get a peel box or something like that so that we can stay in touch with you as well also for unemployment insurance benefits there is available Department approved training and what that would allow is if somebody is in an approved training program we can waive the job search requirements during the scheduled class times so there's a separate application and you would submit your class schedule with that as well along with that is training extension benefits in Iowa we have a set-aside pot of money that would allow you to continue to receive your weekly benefits if you're in a training program but that program has not yet ended but your benefits did so we can sometimes approve the training extension benefits based on your schedule again and then there's an online application that you can obtain from our website and again a lot of this information or all of it and then more is in the unemployment handbook that is available directly on our website WWF workforce development dot-gov if ever you have any questions any concerns just need some general information or even specific information about your claim we'll double check your identity but you can call us with those questions and we do have a customer service center available to take those calls Monday through Friday 8:00 to 4:30 daily that telephone number is one eight six six two three nine zero eight four three thank you thank you for that valuable information Alison please remember that there are career planners available to assist you by calling our 866 number sending an email to our UI claims inbox or calling a local Iowa Works Center next up elizabeth is going to share information regarding the Rosia program hi I'm Elizabeth and I want to talk to you about the reemployment services an eligibility assessment program we often call this program Rosia for short the Rosia program is designed to assist individuals that are receiving unemployment to return to work so it is likely that you will get invited to participate in the raziel program if you can invite it that you will know because you will receive a letter in the mail that letter in the mail is gonna have the date and the time of your rysiek career planning session so I just want to take a couple of minutes and go over what you can expect once you get invited into the program so you will arrive at an American Job Center and you're gonna be welcome the first thing that we're gonna do is gather some information from you about your work experience and your skills and we're going to get that information into the computer and the reason for that is so we can give you better job referrals and we can also give you access to online services the next thing that we're gonna do is review your resume we want to give you all the tips and tricks that we learn from our local businesses and apply that to your resume so your resume stands out oink's the crowd we go over labor market information and we will go over labor market information for your specific career so we can look at maybe the career that you re entering or maybe your next career that you might want to research and get some training in so we're gonna look at that career look at the number of job openings that are available we're gonna look at the outlook we're gonna look at the wages of that and provide that information to you and not just provide it to you but we're also going to show you where you can find that same information yourself we're gonna give you referrals to any programs or resources that were aware about and then we will connect you to those services to make sure that it assists you and your your job search or anything that's preventing you from your job search then we're really gonna dive in and look at all of the different services that are available at the American Job Center so there's a variety of services and some of those that you're learning about today so we're really going to look at that and narrow it down and help you select some of the services that meet your individual needs so you will have a one-on-one conversation with a Razzie eclair planner and they can help you narrow down that selection so you know what's right for you you also be able to ask questions and get advice from our Rosia career planners we'll also go over here on employment claim in any of the eligibility requirements just so if you have any questions you can ask us and then we can also make sure that you're on target with making sure that any documentation that you have that you're providing that properly but once again the main thing is we want you to learn about all of the different services that are available in our American job provide an overview of creating an account on Iowa work stack of setting up a virtual recruiter and completing the eligibility Explorer the first step to use in many other features included on Iowa work stakhanov is to create a user account to register an account on idea will work stack of click on the not registered yet link near the top of the page next scroll down the page skipping options 1 into 2 option 3 create a user account you will click on the individual link next we'll come to a screen the equal opportunity and non-discrimination notice you can scroll down and click I agree this will then take you to the privacy statement and policy information page you can read that information scroll down and click I agree complete the account registration form by answering all of the questions click on the comprehensive registration link and make sure to answer all the questions once you complete registration the system will display an account registration confirmation page to set up virtual recruiter click on resume builder which is located in the quick menu section of the left flyout menu once we click on resume builder five tabs will appear move cursor over the links click on the tab that says virtual recruiter next click on the green button that says create new job alerts once you come to this screen you're going to be under the Quick tab type in your job title that you would like to do a search on such as production next you will see all the job titles that have production in the ti
le or in the job description scroll to the bottom of the page where you're going to click Save Search next you're going to give a title to your recruiter alert you are then going to decide how often you would like it to run you're going to receive the notifications and your message center and you can also decide when you would like this alert to expire once you're done click Save Iowa works as a partnership between multiple agencies focused on assisting individuals and becoming employed or receiving training the eligibility Explorer is a questionnaire which helps determine potential program eligibility completion of eligibility Explorer does not guarantee program enrollment but it will help facilitate referrals to programs intended to help individuals meet their future employment goals to start the eligibility Explorer click on the green button that says next as you can see from the top these are other tabs that you will work your way through answering questions a lot of the information required and this questionnaire would have been filled out when completing registration when creating an account navigate through each of these tabs to ensure the information is accurate and add any information that would be required it is best practice to answer every question whether or not it is required this is the last screen of the eligibility Explorer this list right here will show you the potential other services that you could qualify for if you should have any questions with any of these services please let a workforce advisor know and we would be happy to help you Thank available such as online assessments workshops and job opportunities that are available to you in your local area as you consider your next career we also have programs available that can help you with your educational goals Jen will share those opportunities with you next hi my name is Jennifer Edmond I'm the title one operations manager and I will work and I'm here to talk to you about title one services that are available in all of the Iowa works one-stop centers throughout the state what title one does is trying to get you to a point where you're you're in a career that's it's not just a job you know we want you in a career that you're going to love and so our services are designed to try and get you to that point maybe you want to go back to college we can assist with the tuition fees books to be able to go back to college the only caveat to that is that the program that you choose would need to be on the eligible training provider list which is available at I will works gov so you can view that or another service that we provide is doing on-the-job training and what that is is maybe you have this employer that you've wanted to work for for a very long time but aren't sure how to get in the door okay and we can assist with that we can talk to the employer see if they would be willing to hire you and then we would reimburse the the wages during the training period which is up to six months at 50% to 75% of the wages and it's an enticement for employers to to hire you maybe you're just needing a little bit of continuing education units something that will provide you increased skills in the the workforce but it doesn't quite lead to a credential and we can pay for those classes we do a lot of job search and placement you know maybe you you're at the point where I don't know what I want to do we can help you determine what we're would be best suited for you and whether see whether it involves training or any as additional to get you back into the workforce based on the skills that you currently have and then you know we do a lot of career counseling with you it's all one-on-one services and then right to you the labor market information to see is this career going to you know be there for a while we also provide support services so if you're not sure whether Oh am I going to be able to get to class every day with Drive okay Ford the gas that is some of the things that we can assist with with transportation assistance child care reimbursement we can assist with car repairs if you're not sure that the the vehicle you have is going to to last you to get back and forth to of the service that you're in so if you have any questions regarding title one services please please reach out to your I will work Center and ask about speaking with someone regarding title and services we can assist you in getting through the enrollment process and be able to help you you know get back on your feet and getting into the career that you're going to love forever thank you for that ever be again these training options are available to help you achieve your career goals and to contribute to your overall success as you work with a career planner to develop a plan for your next adventure next bill will discuss additional services if your employment is being impacted by your employer relocating to another country the Trade Adjustment Assistance Program is a federal grant program designed to help you in situation of experiencing layoffs due to foreign trade issues the program helps gain reemployment skills through two separate approaches the first is training there are three kinds of training the first is school based training this is one hundred percent to wishing books and he's paid for up to two and a half years while in full-time school training there is also a weekly income support benefit that you can use to help focus on school and not have to worry as much about income while in training we also have on-the-job training this is work based employer led training and is incentivized by providing a we teach reimbursement to the employer to bring you on and train you for your new career we can also offer support services along with that to help benefit you by helping you get tools supplies that you may need transportation reimbursement the third kind of training we offer is customized training this is group based training and occurs when an employer hires several individuals who qualify under a trade petition in that instance we can help split the cost fifty-fifty for training those individuals between us and the employer for those who just wish to seek immediate reemployment we can assist as well we can help alleviate some of the expense associated with interviewing outside of your commuting area which for trade is 25 miles or more in one way if you do end up getting a job outside your commuting area we can also assist with relocating you and your family to that area so that you can accept that new suitable employment lastly our benefit for older workers specifically 50 or older is reemployment Trade Adjustment Assistance our taa or better known as the 50 50 50 benefit this benefit is a wage subsidy and is essentially whatever your old wage was at the Trade Certified employer and your new wage upon reemployment we are going to pay back to you half of that difference for up to two years or $10,000 whichever you hit first putting all of these benefits together the Trade Act is there to help you transition into a new career pathway and help support you and your family during that time for more information on the trade act please talk to somebody at your local Iowa work center thank you for that insightful information bill as a reminder in order to qualify for taa benefits you must have been or will be laid off due to a lack of work from a Trade Certified employer employers become certified through a petition process designed to prove that the layoff as a result of foreign trade issues such as foreign competition causing decreased sales importing or exporting of goods or global outsourcing of positions when an employer becomes certified any worker identified in the petition are eligible to access trade benefits this could be done at any local Iowa Works office by meeting with a career planner if you served in our armed forces you may be eligible for additional services from our veteran career planners rich is going to share some additional information regarding those services hello my name is rich and I am a veteran career planner here at i/o works and if you are a veteran this message is for you we offer services and we actually offer priority of service to all veterans in the area we can help you with your resume and get it popping so it can be exactly what the employer you want to go to is looking for and we can help with mock interviews before that big interview happens and if you're a veteran that meets certain eligibility requirements we can even go further with our assistance with you we can do guidance and counseling ok we can also do a standard job development and that is helping you get into that job that you want to do and I can be your advocate for you we can also have a huge referral process and we can hook you up into that stream to help connect those dots that are kind of tough to connect also reach out to your County veteran's service officer they have a plethora of money's in various pots to help the veteran communities within their communities again this could be the bus passes a Reyn assessment many more general assistance utility systems each individual county veteran's service officer does their individual stuff again home base Iowa gov crazy good resource to use just upload the resume you have onto home base Iowa gov if you're able to do that every community that's a home base Iowa community within the state has access to your resume then they can pull your stuff up and if it's what you're asking for they have programs they have resources to connect you to those communities and try to see if that's something that you want to pursue and actually live and set roots in so again if you have discuss the senior community services Employment Program that program is called csepp for short and the cset program partners with American job centers throughout Iowa and the Iowa Works office the singing community services Employment Program is a program designed to help displace workers the age of 55 and over re-enter their workforce so we do all types of training and job opportunities we work with local not-for-profit agencies to provide those opportunities for those 55 and over and displace workers same Community Services Employment Program is based out of Chicago Illinois through national network we operate this program in five different states we operated in Nebraska Indiana Iowa Illinois and way out east in Delaware we provide those opportunities for 55 and overs the program is a four year duration but we hope that a lot of those folks get hired again I may reenter the workforce and get out of the program the program is an entry point for them to gain work experience we SBA is a federal agency that helps entrepreneurs to start build and grow their small businesses small business is a backbone of the American economy and we're very proud at the SBA to have small business in our name companies like Apple Intel Federal Express Nike Ben & Jerry's Under Armour so many more got their start just like you round a kitchen table or in a garage and with SBA programs and services so we are very proud to work for Iowa and American small businesses right now we're on the frontlines of the cove in nineteen and emic helping small businesses and nonprofits to keep the lights on and to continue to provide their products and services to to the the citizens of Iowa and all across the country we are our paycheck protection program is offered through the the banks and credit unions where we are covering the payroll and utilities and rent fences during the shutdown as they can as they start to reopen the businesses and also through our economic injury disaster loan program we are providing critical working capital and meeting other needs of small businesses during this critical time the SBA also is helping small businesses with their cash flow if you have existing SBA loans the SBA is making six months of payments on those loans to help you during this time we also are deferring all existing disaster loans through the end of 2020 and because we're also operating as usual at the SBA beyond the pandemic programs we have our normal SBA lending programs and if anybody gets a new SBA loan during this time period SBA is also covering the first six months of payments to help the businesses get off on the right foot with cash flow so the SBA we really offer a wide variety of programs of services we're known most for our capital counseling and contracting but pretty much every small business program and service we either fund or oversee in some
