It depends, and also jail and prison can be quite different.Typically in jail there’s an outside company they use for the phones such as GTL or Paytel. Often in these situations your family, friends and loved ones will have to get accounts with the company and put their own money in to be able to accept calls from you. In other words, prisoners can call anyone without adding them to any kind of list, but that person has to have an account set up with the phone service provider for the call to go through. Typically, these phone companies are a huge disgraceful scam as they charge ridiculously high prices for calls.In prison, typically a prisoner provides a list of names and turns them in, usually to their Counselor (at least that’s how it works in the feds). The names are added tot he prisoner’s “phone list” which is a list of people that the prisoner is approved to call. They can then use the phone whenever allowed and whenever is free (and so long as they have the money) to place calls to those people. They enter what’s known as a PAC number and then dial the number of the person they want to call.The calls can be 15 minutes at the time and in the feds there is a limit of the total number of minutes each prisoner has per month. They increase this limit around the holidays.When I first started my doing my time, we used these phone sheets which were these green forms that you had to bubble in like a school test answer key in order to add phone numbers. But once they got the TRULINCs system (the e-mail service and later MP3 music service) you could just enter them in on there for approval. Made it a lot easier and quicker.

They convert faxes to PDF's in many of these apps IIRC so anywhere you could view a PDF you could get a fax.
