You probably won't get a straight answer because the immigration authorities have decided that not giving answers is the best way not to be blamed for giving the wrong answers.  And you may have the purest intentions in the world (sightseeing is in everyone's best interests, right?), but you're butting heads with a system that is unable to close every loophole it makes, no matter how carefully planned.Here's the problem: there are hundreds, perhaps thousands of people like you who want to come to work in Japan but can't get a work visa sponsored.  (They can't find anyone to hire them for various reasons.)  They've found that if they can get here on a tourist visa, stay 90 days, take an overnight flight or ship to Korea, re-enter Japan on a new tourist visa the next day, rinse and repeat, they have no need to obey the spirit of any other law.  They can effectively write themselves a ticket to work freelance, as long as they take at least 4 vacations every year.  What's not to like about that set up?Well, the J immigration offices don't like the idea that someone (especially a foreigner) can make a fool of them.  These "visa-dodgers" don't pay taxes, they don't contribute to the national health insurance plan, they basically get the milk without buying the cow.  I've known dozens of people who, in the past, were using this loophole to make decent money in Sapporo, and competing to find the cheapest boats to Korea.This was in the past.  The J immigration authorities now look over your passport and visa, and if it seems to them that you're abusing the system, they *might* refuse to provide you with the tourist visa when you enter Japan.  I've never heard of this actually happening, but no one wants to call them on their bluff.How would they know that you're abusing the system?   If you have stayed in Japan more than 2 or 3 years out of the last 3 or 4 years without a work visa, you've overstayed your welcome here.  How, specifically, do they decide that?  No answer is available.  Please don't feel too bad- I'd been married to a Japanese for 9 years, we'd had a daughter in Japan, and I asked if I were eligible to apply for a permanent resident visa.  They told me anyone could apply, so I asked if there were a good chance it would be approved or not.  No answer available.But rather than paint too bleak a picture, you should know that the tourist visa system here is set up to make tourism a lead pipe cinch.  On your first visit here, if you can show them your ticket out of the country, they would have to have really desperate reasons to refuse you entry- if you've been arrested for carrying illegal items to other countries, if you've visited Guinea, Liberia or Sierra Leone in the recent past, if your passport has ever been revoked by your home country, if you've ever been deported from any other country, etc., you're going to have trouble entering Japan.  If not, you will be welcomed as a tourist here, full stop.  Leaving Japan for a week or more (and the longer, the better) and then entering on another tourist visa should be no problem, but please do not take this as legal advice.  Again, your ticket out of Japan for your second visit is the best evidence you can provide that you're just a serious tourist, not someone the immigration authorities would want to exclude from Japan.
