This means it is a university in another country, such as Oxford or Cambridge in England. If it’s a US-based university, it issued a 1098-T IF it was relevant. It’s not relevant if the classes you took did not meet the 1098-T standards which co-incidentally follow the same rules that you have to follow to qualify for claiming the tuition on your return. Therefore, if they didn’t issue it, you didn’t qualify. It could have been lost in the post, so if you didn’t receive it, it still could have been issued. You will need to go back to the university to get it.If indeed the query I received today was about an event that occurred more than three years ago, it is too late to get your refund.If instead it is a query about paying your tuition in year X when the classes were in year Y, yes, you get to claim those costs. There can only be one year’s difference in the time frame. You can’t pay in year X for classes in year Z. They do issue 1098-T’s in such an event so go back to your university to get it. Again, three year rule applies.What is the three year rule to which I am referring? In calendar year 2018, the due date for 2017 tax returns is April 15th 2018.
