This is distinct from scholarships that are awarded by the school or by the NIH. Part of the reason why this can be important is that the NSF GRFP and the NDSEG provide mobility to the student. That is, the student is free to leave their lab, department, or university and take their fellowship with them. How these agencies adjust to the new system will be a lengthy discussion.What can be done? Probably the only way to is no longer classify this tuition payment as a benefit.
