Base on your parents or your financial state. Pretty much the more income the less chance of obtaining a fee waiver. But pretty much almost everyone is granted one. Does not hurt to apply. Never get told otherwise.

If you are getting a MS with a Thesis.Then research universities in all STEM fields, Except Computer Science, may offer a TA/RA position to you for your Masters work.   Typically that is spelled-out in the acceptance package that they send to you.    There is an expectation of time spent per week on the TA or RA in  order to get both free tuition and a reasonable stipend towards living expenses.    Make certain you have several Thousand dollars with you to "prime the pump".  Some programs will tell you up-front that you have to Prove yourself in the first term or first year before getting a RA/TA.  Very few Computer Science programs will give a RA/TA to Masters students.   Since the field is horribly over-subscribed the RA/TAs are reserved first for all of the PhD students.   The Masters students in CS are considered cash cows......Remember a Masters position with a Thesis is a Job.   Expect to get paid with free tuition.

I was a graduate student who had to switch back and forth between funding sources multiple times during my graduate career. My PhD was paid for by a combination of coverage by the my first year coverage, teaching assistantships, direct payments from my advisor’s startup package, a NIH training program, a NSF research grant, a DOD research grant, a DOE research grant, and ultimately my own savings. Over 7 years, I never had an April where I paid taxes in the same manner.Because of the complexity of my funding situation, I have a deep appreciation for the importance of the graduate tuition fee waiver since every year my 1098-T form and the form in which my scholarships came changed each year. I have definitely been hurt by accounting errors based on how my scholarship was paid out and there were certain years I would owe more tax due to how my “income” was described. I wouldn’t know what I would have done without this exemption. Keep in mind that I was in a much better financial state than most graduate students and I had sufficient savings going into graduate school.The way how graduate students are paid is extremely complicated. It’s not simply enough to write these off as non-tuition based costs and because of the dynamics of individual departments, I don’t think there are straightforward solutions to fixing this issue. But by dissecting the payment schemes, you can probably figure something out.I think a core part of this problem is that from a tuition standpoint, students on scholarship and students not on scholarship are treated the same. From a book keeping standpoint, a fully paying international masters student pays the same amount for a year of education as a Ph.D. student doing research that entire time. While one could come up with a system where you can come up with a 2-tier system where the fully paying student pays one amount and the scholarship student pays another, what happens if a student gets a 50% scholarship thanks to a teaching assistantship?Another complication about the scholarships is that individual scholarships like the NSF and the NDSEG go to the individual and not the school. This is distinct from scholarships that are awarded by the school or by the NIH. Part of the reason why this can be important is that the NSF GRFP and the NDSEG provide mobility to the student. That is, the student is free to leave their lab, department, or university and take their fellowship with them. How these agencies adjust to the new system will be a lengthy discussion.What can be done? Probably the only way to is no longer classify this tuition payment as a benefit. Instead, the scholarships will likely need to be broken up into the stipend portion and a direct payment to the University described as the cost of doing business. If the University or a company is funding this payment, this should be relatively simple. One situation where this will become complicated would be in scenarios where the department pays the tuition. In that case, the department will have to look at ways how to define this as the cost of doing business.For grants and scholarships that come from the government, this will be much more complicated. The NIH will probably have to redefine the costs towards administrative when they do their grant allocations. The NSF and DOD will probably need to set this up as a commitment to work with the University to make the payment.Why graduate scholarships are treated differently from other scholarships is a mystery to me. Financial aid and Pell Grants aren’t generally taxable but for whatever reason 26 U.S. Code § 117 - Qualified scholarships doesn’t apply to graduate education.I hope that Universities figure out a fix to this immediately.
