How do I plan a trip to Somnath Temple from Ahmedabad by public transport?
You can take a train to the stations of either Veraval (VRL) or Somnath (SMNH) from Ahmedabad Central (ADI).The Ahmedabad Somnath Intercity Express (19119) is an unreserved train which can also be boarded from Sabarmati Junction (SBT) in Ranip near Sabarmati Torrent Powerhouse. It stops at both stations, Veraval (VRL) and Somnath (SMNH).The Jabalpur Somnath Express (11464, 11466) can also be boarded from Maninagar (MAN). It stops only at Somnath (SMNH).Other trains which can be boarded ONLY from Ahmedabad Central (ADI) are:Thiruvananthapuram Veraval Express (16334, only VRL)Pune Veraval Ahimsa Express (11088, only VRL)Somnath Express (19221, only VRL)ORYou can book a GSRTC bus (E-ticketing link) or a private bus on redBus online.Jeeps and buses are available plenty for travelling between Veraval and Somnath which are hardly 5 km apart.Places that may interest you:Somnath Mahadev TempleParshuram TempleGita TempleTriveni Sangam Snan GhatVeneshwar Mahadev TempleArchaeological MuseumSomnath beach or Veraval beachBhalka TirthOne can easily cover Veraval-Somnath in 2 days, should not be a problem (provided you are able to book the train ticket successfully, otherwise buses can be tiring and take more time not to mention the chances of a tyre-burst).UPDATE:Since you've added Dwarka too in your wishlist after I added my answer, I must tell you that it is almost impossible to include Dwarka given your time constraint. My relatives covered both Veraval-Somnath and Dwarka in 4 days with a tight schedule, although they had to use a private bus for Somnath to Dwarka and a GSRTC bus for Dwarka to Ahmedabad.I think if you are able to get a ticket for Somnath Okha Express (19251) to Dwarka (DWK) which can be boarded from both Somnath (SMNH) and Veraval (VRL) you can have a quick visit to Dwarka (the Darshan is in the evening I think, so you can leave only by evening of Sunday for Ahmedabad) and then with some luck if you board Okha Gorakhpur Express (59548) which leaves Dwarka (DWK) at 7:50 PM and signNowes Ahmedabad Central (ADI) at 4:35 AM on Monday. Another option is to board the last GSRTC bus which leaves Dwarka bus station at 7 PM and signNowes Ahmedabad Central bus terminus (Gita Mandir) at 5 AM approximately but I doubt if you will be able to leave before 7 PM.

I plan to sit a Washington State bar. May I ask how to take the public transportation such as buses, link or taxi?
I take it you are coming form somewhere else? The answer to your questions depends a lot on how and where you are coming from and where you are staying for the two days. It is given in Tacoma in February and July. The Seattle Airport (Seattle Tacoma International Airport -SeaTac is about 30 minute drive south to Tacoma. The best way is to take a cab or a limo (I have a guy, Ahmed, that I use). There are also suttle services and some hotels have shuttles. The Light rail goes directly north into Seattle for $2.50 but it ends at the airport. You can't take it to Tacoma from the airport. There is a commuter rail (Sounder) from Tacoma to Seattle and back but it takes an hour and only leaves the Seattle to Tacoma way at 615am and 630 am. There are also bus option but there are not really worth the time and discomfort. I would think you would be most comfortable just taking a cab or limo and staying in Tacoma for the test.

How much planning and development lead time is needed for a city to implement its own public transport system?
A lot of work goes into implementation of a public transportation system. It usually takes at least 10 years from preliminary planning to breaking ground. In the State of Texas, first the electorate has to approve the plan, then feasibility studies have to be conducted, funding has to be secured, the right-of-way has to be cobbled together for the lines, if the lines are running through historical areas, archaeological work has to be done to save artifacts, and several contracting bids have to be submitted and judged to pick a contractor (bids for work like this are very complicated and take awhile to develop). There is a planned rail line that will run from north Austin to southern San Antonio, it has been over ten years since the line was approved by the voters. http://www.lonestarrail.com/
