Back in the old days [Vietnam], the primary responsibility for preventing a friendly fire, blue-on-blue incident rested with the airborne Forward Air Controller (FAC), flying his light observation aircraft above the battle. He would be intimately familiar with the target area; He would know where the enemy and the friendlies were. This FAC would be in direct contact with both the friendly troops on the ground, and the air strike assets waiting above to attack. The commander on the ground would request to the FAC where he wanted the strike. Once he and the FAC were on the same page and agreed, the FAC would launch a white phosphorous rocket to designate the intended point of attack. If his “Willy Pete” rocket was off target, he would give the strike aircraft where to drop by giving direction and distance from where his WP smoke was. Although “smart bombs” did not come into use until late in the Vietnam War, this earlier close air support provided was still surprisingly, very accurate. The ground-FAC-strike team did a lot of work together, and they did it very well. They all had a lot of practice. Anecdote: I had lunch with an old friend recently. He told me about a close air support mission he did during the battle of An Loc. The South Vietnamese officer on the ground was about to be overrun by North Vietnamese troops. The officer calls the FAC above, who in turn called my friend in an F-4 to strike very close the friendly troops, and my friend did.
