Universities ask employees to fill in a job application for several reasons:1) it weeds out those who would cheat by having someone else fill out the information for them. You can pay someone else to write a CV but it is harder to find someone else willing to fill out a ten page application for someone.2) the application is easier to control - the answers are all in the same order, making it easier on the HR people to read them, the same questions are answered by the application where a CV might not mention some of the questions that are included on the application, and they are submitted in the HR system so it is easier to sort the applications (weed out those without college degrees, those who do not mention experience in accounting, etc).3) accreditation often requires all employees be hired using the same application process.4) auditors find it easier to check the applications to make sure there is no favoritism. If all applications are the same, it is easier to rule out favoritism.I was once in charge of hiring employees in my department and one applicant simply put her name and phone number on the application, expecting we would just hire her because she knew someone in the department.She called him (Professor X) and said she applied, and he tried to pressure me into calling her for the interview. When I said no (she had done nothing to demonstrate to us that she was qualified - she left everything blank), he went to HR and told them I was being unfair to ‘his applicant.’ He assured them he knew this person for twenty years and she was his former assistant when he worked for the federal government.They called me and told me I should interview her - she sounded right for the job. I asked them to review her application and tell me if they would interview her based on the application alone. They reviewed her application and told me that no, they would not interview her, either, based on just her name and phone number.She contacted me to ask me why she had not been interviewed for the position of Professor X’s assistant. She hadn’t even read the job announcement - she just presumed she could walk in and become Professor X’s assistant rather than doing the job we were hiring for. When she didn’t get the job, she wrote me a rude email saying “All you have to do is bother to ask Professor X how well I do my job and how quickly I can learn.” I wrote back, “I am the supervisor of all the staff and frankly, I don’t hire people who can’t be bothered to even fill out a simple form. I don’t want people working for me who don’t follow directions. And I need someone with actual experience they can prove rather than someone who wants me to interview someone else to have THEM tell me about their qualifications. Don’t waste my time with your application in the future if it is not complete.” She did waste my time twice more - she applied for other jobs in my department and never completed the application. She would have Professor X come in and demand I interview her and I would show him the incomplete application and say, “If you didn’t know her, would you hire her? She can’t even fill out the application - either she is not very smart or she is very lazy. Either way, I don’t need her on my staff.”So the application weeded her out immediately. If she had just submitted a CV someone else wrote for her, I would never have known she was too lazy to do work that would be required of her and she might have been interviewed and hired.

How do entrepreneurs build a team?Here is my two cents on the matter:I’ve created a three-fold process for hiring initial teams for my startups:Acceptance of CVsSelf-eliminationLie detection—Acceptance of CVsFirst of all, let me clarify this beforehand:I mostly hire people who can help me create the culture that’ll be suitable for the startup and who can lead people who will be hired in the future.Not necessarily the leader types, but the ones who will go beyond the conventional looking for the answers and who will leave others in awe doing so.With all that being said, I can also easily claim that CV is not the best way to evaluate a person. Not at all.So I post a job ad to collect CVs from prospects, preferably from top universities. They apply for internship, part-time or full-time positions.Each person who sends a CV, without even looking at the CV, I send a “Pre-interview Evaluation Form”, consisting of 27 questions; 2 demographic, 24 technical, 1 self-evaluation.—Self-EliminationI love this round. Why? Because most people who apply, a.k.a send their CVs, don’t even look at the company profile, the job, or any info for that matter.Thus, when you call them to the interview directly, chances are it’ll be a waste of time. So you need some way to eliminate them. But as I said before, looking at CVs and eliminate people just because of that will not do you good.Anyway; after sending the form to all of them, I also write down a simple sentence, basically claiming that “after 2–4 days after completion of this form you’ll be contacted about the interview date and place”.Now, statistically speaking, ~50% who applies in the beginning, doesn’t even fill out the form. There are plenty of reasons for this and even just one of those reasons is enough to not hire that person, not even as an intern, at least not at that time. Possible reasons maybe:“Uuh, who will fill out that form, it is long” - Lazy, not willing to go far, not researching“Who are these guys? Why would I put so much effort into this?” - Arrogance, bragging on false premises(you don’t know us/me).“it is just an internship man, not worth it, I can find some other place” - not researched, don’t want to be the best, just wants to get on with what is on his/her plate.Many more that I cannot think of.The ones who do fill out the form though, I immediately send out a google calendar dates for them to choose a date and time from. All of them.—Lie detection - a.k.a the interviewsIn the beginning of the form there is a simple instruction in CAPITAL LETTERS which goes like: “DO NOT USE INTERNET OR ANY OTHER LITERATURE THROUGHOUT THIS FORM. USE YOUR IMAGINATION.”Now, I mentioned that the form has 24 technical questions, but I didn’t mention how technical and about what?So 6 of these questions are about programming. Simple questions. “Write down a function which does this”, “What is the output of the function below” - consisting of threads, recursion, loops, A question about sorting and etc.The other 18 are the real fun bits. They don’t have legitimate answers and all of them require some kind of imagination and combination of modular thinking skills with experience.For example: “You have a website which has 100K user per month. Your marketing team does a campaign and now you’re expecting 1000K users per month starting next month. What will you do?”This question has a lot of missing details but the text box below has a lot of space left too.Why it is a lie detection? Because the minute we start the interview, having read all of their answers beforehand, and talking to them now, I immediately understand:whether they filled out the form using the internet or their own imaginationwhether anything is wrong with their CV, in other words, any lies in therewhether they have a faintest notion of the company and what is expected of themwhether they know themselves(using that 27th question about self).based on their filling: whether they are willing to think harder or not.So after the interview either I send them home or we talk about compensation and other fun stuff.Some statistics:I had 73 applicants once, I sent the form to all of them, 39 filled the form, 23 came to the interview, 4 of them got the job. the process took less than ~3.5 weeks. 4 core team members, who created the company culture, was going to hire their own interns to nurture, but unfortunately we failed.I had 56 applicants, I sent the form to all of them, 27 filled the form, 17 came to the interview, 2 of them got in. Later I got 2 more from those 17, but they had to go through all that process once again, with different questions, of course. They also showed concern for your health and love for your family.Promises marriage as soon as he/she gets to state for leave that they asked you to pay for.They Requests money (wire transfers) and Amazon, iTune ,Verizon, etc gift cards, for medicine, religious practices, and leaves to come home, internet access, complete job assignments, help sick friend, get him out of trouble, or anything that sounds fishy.The military does provide all the soldier needs including food medical Care and transportation for leave. Trust me, I lived it, you are probably being scammed. I am just trying to show you examples that you are most likely being connned.Below is an email response I received after I sent an inquiry to the US government when I discovered I was scammed. I was selected for a summer internship 2016.I tried to be very open while filling the preference form: I choose many products as my favorite products and I said I'm open about the team I want to join.I even was very open in the  location and start date to get host matching interviews (I negotiated the start date in the interview until both me and my host were happy.) You could ask your recruiter to review your form (there are very cool and could help you a lot since they have a bigger experience).Do a search on the potential team.Before the interviews,  try to find smart question that you are going to ask for the potential host (do a search on the team  to find nice and deep questions to impress your host). Prepare well your resume.You are very likely not going to get algorithm/data structure questions like in the first round. It's going to be just some friendly chat if you are lucky. If your potential team is working on something like machine learning, expect that  they are going to ask you questions about machine learning, courses related to machine learning you have and relevant experience (projects, internship). Of course you have to study that before the interview. Take as long time as you need if you feel rusty. It takes some time to get ready for the host matching (it's less than the technical interview)  but it's worth it of course.
