With that, here is the -- we'll start the presentation. So again, today we're going to be looking at the FERS overview and go over the FERS retirement system. So we'll do, we'll start with the background, which the FERS system was the Civil Service Retirement System, CSRS. That started in 1920 , and it was through 12/31/83. So this was all employees that were covered in a -- in a covered position were under CSRS unless it was specifically excluded by law or regulation. And then, on January 1, 1984, that is when Social Security Amendment Act of '83 went into effect. And so, basically what had to happen now were all -- potentially all new employees had to be covered by Social Security. So through this 2-year period, which we see here at CSRS interim, that was from January 1, '84 to 12/31/86, was kind of the period where they had to create FERS because they knew as of the Social Security Act that federal employees were going to start being covered by Social Security.
