No military member has any reason to solicit money from a civilian.You are being scammed. The ‘leave’ scam is a common trick used by scammers to get a victim to send them money. Once there he can apply to take leave. Once on leave he can go anywhere he wants as long as he is back when the leave expires. In the US Army, leave is requested on a DA-31 form, often called a leave request. This is routed through the chain of command for approval. The level of approval required depends on the position or seniority of the specific member.If a military member is requiring payment from another member in order to process paperwork of any kind, you should find out their name and report them to their service's Inspector General for bribery. When taking leave at home station, it shouldn't take more than a week for a DA 31 to be processed under normal circumstances.When deployed, members rarely get leave. For example, when my battalion was stationed in Afghanistan and Africa, we did not allow members to take leave or fly back to America unless they were separating from the military or a parent, spouse, child, or siblings died. We're trained per Federal Regulations that Govern Gifts to Service Members, “DoD personnel may not solicit gifts, even for others, unless the solicitation is part of an official fundraising program, such as the Combined Federal Campaign.”Here's how you know that someone posing as a servicemember is scamming you:You've never physically met him or her, and,They ask for money or gift cardsHere are my tips regarding anyone you've never physically met:If you're speaking to someone in another country or other place far away by email or phone and have never physically met them, I recommend you don't even refer to them as someone you truly know, and you definitely shouldn't call them your love interest/girlfriend/boyfriend/fiancé.Remember that anyone with access to email and who needs money can use that same email to contact real family and friends they actually know and have met in person.Regarding servicemembers:Unless you're personally traveling to meet a servicemember, you won't need to pay for anything the servicemember needs or does. And I do mean anything. They can be thrown in jail by the military and you still won't need to pay anything.The military branches have relief funds to help young, poor military members who need baby supplies, travel for emergencies, provide phone cards, fix their cars, etc. If they have a close family member die when on deployment, even malingerers get personal help from the command to take care of what they need.Given the prevalence of military email scams, it's a 99.99% chance that anyone emailing you claiming to be a servicemember and asking for money isn't in the military at all.

Think of the W-9 as a vehicle between a pay provider or a vendor and an independent contractor. When a W-9 is involved, we typically do not use the terms "employer" or "employee". Rather we use the terms vendor and independent contractor. If you have filled out a W-9, then the person paying for labor sees the worker as an independent contractor, not an employee. In this case you get a 1099-MISC and not a Form W-2 at the end of the year. (People and companies that pay for labor often prefer to pay workers as independent contractors, instead of as employees, because the payor does not have to pay employment taxes or provide other benefits.) If you fail to fill out and provide a completed W-9 when one is requested of you, then the person paying for labor is required to hold back part of the pay to the independent contractor (mandatory back up withholding). However, if you have provided a signed W-9 back to the person paying you, then you are correct, the payor should not be withholding anything (unless you have more than one single status as a worker for this company?) If you have filled out and returned only a W-9 to the person who pays you, and know for sure you have not also filled out a W-4 (to be treated as an employee and later receive a W-2), and you can also produce paycheck stubs that show withholding for Social Security and Medicare, state taxes (FICA, MED, etc.), then you should raise this issue with your tax preparer and ask if you should consider filing a Form SS-8 when you complete your tax return. Better yet, print out and bring a Form SS-8 into work now, and ask to speak with someone in human resources, personnel, or the accounting office at the company about that Form SS-8. An SS-8 form should sufficiently scare the bejesus out of the company. If some foul play is at work here, the concern over a Form SS-8 will make people sit up and pay attention. If it is something else (like some of your work is as an employee and other more independent projects are paid out to contractors instead of employees,) then an SS-8 will still be effective... the person paying for labor will go out of their way to then be as clear as possible in explaining their actions. Two final thoughts: 1) Remember, it does not matter what they are doing or not doing, or whether it is legal or questionable. It only matters what you can demonstrate or prove. If you don't get real, live paychecks or at least a stub or advice of deposit that shows withholding, then it will be difficult for you to demonstrate what has or is happening. 2) Sit with a professional tax preparer this coming tax season - and just pay for the service. If you've never seen or filled out a Form SS-8 before, now is not the time to venture it on your own. I can probably figure out how to change the oil in my car by myself. I go to a mechanic for an oil change for a reason.

It’s probably that or someone totally misunderstood something.All military paperwork is free! However, whether their commander or other sort of boss will let them return or not depends on the nature of duty, deployment terms, and other conditions. They can’t just leave on a whim, that would be desertion and it’s (sorry I don’t know how it works in America) probably punishable by firing (as in termination of job) or FIRING (as in execution)!!!Soldiers are generally paid enough to fly commercial back to home country.Do not give these people any money or any contact information! If you pay him, you’ll probably get a receipt from Nigeria and nothing else.

If your potential team is working on something like machine learning, expect that  they are going to ask you questions about machine learning, courses related to machine learning you have and relevant experience (projects, internship). Of course you have to study that before the interview. Take as long time as you need if you feel rusty. It takes some time to get ready for the host matching (it's less than the technical interview)  but it's worth it of course.
