I can't necessarily speak for Democratic party leaders, but many Democrats view voter ID laws pushed by Republicans as done in bad faith. If Republicans were in good faith about wanting to ensure that all voters are properly identified, they wouldn't be doing things like (1) shutting down DMVs in areas where people are most likely to need IDs, (2) associating voter ID with hot button cultural issues (e.g., how Texas allows concealed carry ID as a voter ID but not a college student ID), (3) opposing "motor voter" initiatives that allow people to get automatically registered to vote when they get their driver's license, (4) failing to subsidize or reduce fees for people making a good faith effort to get their own IDs, or (5) completely ignoring other more likely sources of voter fraud that favor Republicans (e.g., absentee ballots). For this reason, I can understand why some Democrats would advocacy of voter ID drives as lending legitimacy to Republicans acting in bad faith with ulterior undemocratic motives. On the other hand, efforts to impose voter ID requirements in time for the 2012 election may have actually backfired for the GOP, because black turnout for the Democrats increased when black voters felt that even their right to vote was at risk. Not all voter ID laws are of that kind which is why some have fallen foul of constitutional objections.The USA has had a long sad history of attempting to place obstacles in the way of people voting.
