Bureaucracy, like a gun, can be a wonderful thing when it is controlled and used properly, or it can be terrible if used wrongly or for evil. What Does It Do? Bureaucracy is a tool that allows people to wield great power to help and assist the business to move forward. For example, a CEO or business owner providing an override approval for an extremely profitable and urgent project to get skills and equipment - bureaucracy can work for good. But like most good tools, they can be misused. And the best tools, when misused, can have horribly I detrimental results. For example, I have worked in places where the bureaucracy has resulted in people being let go less than one work week before their skill was needed. Now we have to rehire and retrain a brand new individual - which will take 3-5 months. Not very smart. So what happens? Okay, so we're talking about bureaucracy in the sense when it has overgrown it's purpose and become top heavy to the system supporting it.This usually happens when smart people have been put in a place and have done good work, but then someone wants to enshrined what they've done. Documentation, efficiency, all of that. Great intentions, and it tends to yield good results for a while, especially when maintained. The person who invented the system moves on, dies, or is otherwise not there anymore and the work continues in the system they designed, at least mostly. Usually those creators have great ideas for the current environment and era. But another thing we forget is the constant of change. Eventually those systems will become outdated, like the abacus, the buggy whip, and the suitcase phone. They need to be replaced so that people can continue to advance and grow and build efficiencies in the new environment.At this point the problems come in three places, as I see it:1) The environment changes, but the bureaucracy is too enshrined so much so that it has become "sacred" to the organisation, 2) Someone in power has a personal interest in keeping the system as it is, or3) The company collectively remembers why the system was made, but they no longer understand it. Add to these items the lack of ability for single individuals who are at the coal-face - doing the paid work with customers - to affect the organizational inertia as a company grows in size and process, and you have recipes for disaster. (This is also known as disempowering the individual.) I personally believe this usually occurs because the hierarchical distance between the doers and the decision-makers is so large that the people doing the work aren't heard above a certain level or the executives no longer understand the work being done and why. The little people then become "resources" in the number games that happen in the atmosphere of management and executives and unreasonable things begin to occur. Exceptions Do ExistThere are some who transcend this - in my MBA, I recall studying Southwestern Airlines CEO who went and visited all of his operations bases over the course of a year and got know what his employees did and managed to save many of their jobs by listening to them and fixing what they told him to fix. Most, however seem to fall victim to it, if the popularity of Dilbert is any indicator)Examples:1) "The environment changes, but the bureaucracy is too enshrined"A) Look up what happened to the buggy whip industry with the advent of the automobile. In my MBA accounting class, my professor held IBM's accounting system as the worst he had ever seen. He went so far to say that it was so bad, no other company could survive it - but fortunately, other factors made up for it. However, the amount of internal drag created by it has caused a lot of problems and created a lot of waste and busy work.C) Take a look at the US code for technology law. It hasn't adapted well to modern tech. The DMCA, the Patriot Act, privacy legislation... All of these have come very late to the party. 2) "Someone in power has a personal interest" A) This is a function of poor leadership, but I have experienced this where certain leaders who control an area of technology refuse to change their processes with the rest of the business. It has created so much frag that backlogs of over 2 years of cleanup work (which I participated in) have been created in a span of 2-3 months by one or two individuals with an interest in the way things are. B) The banking industry failures of Enron and WorldCom had this as part of their failures - not saying it's the only reason, but it was a part and helped to push it deeper as gains needed to be made in newer ways to keep it going. 3) "The company collectively remembers why the system was made, but they no longer understand it."A) I'm dealing with this one right now - I support a technology with processes that not many people are left here who designed it. When you ask why things are done a certain way, no one knows, it just is. Just make sure you keep doing it that way and we'll be alright. B) A lot of approvals processes, especially in government tend to go this way. Instead of understanding why things were setup the way they were and the rearchitecting them for today, we add a new step to the process.
