How do I fill out the FAFSA for my son if his stepfather doesn't want to pay for his college?
Filling out the FAFSA does not obligate anyone to pay for anything. It is just determining how much aid the student can qualify for.All students who file a FAFSA can take a student loan in their own name, starting at $5,500 freshman year, If the family income is low enough, the student can get a Pell Grant, which doesn’t have to be repaid, for up to $6,095 per year. In addition the student may qualify for state aid or aid from the college. If you don’t file the FAFSA the student can’t get this aid (loans may be an exception), he can’t even get work/study and he certainly can’t get any free money he is eligible for.

Do you find it strange that my father has forced my sister and me to fill out forms and cheques since we were in at least elementary school?
To me, no, I don't find it strange. Maybe his level of urgency and persistence about it is strange but the actual skill seems normal to me. I was 15, when I was taken to the bank to open my first checking/savings acct. My mom and grandparents showed how to write checks, how to read a check, sign a check, fill out deposit forms etc. It IS an integral and impt life skill and I see your Father's reasoning for it. Elementary age seems young bc a kid that young isnt going to have a real reason to personally use checks, BUT getting a head start on learning those basics is invaluable.I never considered doing that with kids and I find it to be a great idea. But HE should be teaching it to your sibling like he taught it to you - that is only fair. Sure most of your classmates won't have a clue about banking, but you will be ahead of them. It's a very impt thing to know how to do, so the younger the better I say - kids are sponges!

How does one get invited to the Quora Partner Program? What criteria do they use, or is it completely random?
I live in Germany. I got an invite to the Quora partner program the day I landed in USA for a business trip. So from what I understand, irrespective of the number of views on your answers, there is some additional eligibility criteria for you to even get an email invite. If you read the terms of service, point 1 states:Eligibility. You must be located in the United States to participate in this Program. If you are a Quora employee, you are eligible to participate and earn up to a maximum of $200 USD a month. You also agree to be bound by the Platform Terms (https://www.quora.com/about/tos) as a condition of participation.Again, if you check the FAQ section:How can other people I know .participate? The program is invite-only at this time, but we intend to open it up to more people as time goes on.So my guess is that Quora is currently targeting people based out of USA, who are active on Quora, may or may not be answering questions frequently ( I have not answered questions frequently in the past year or so) and have a certain number of consistent answer views.Edit 1: Thanks to @Anita Scotch, I got to know that the Quora partner program is now available for other countries too. Copying Anuta’s comment here:If you reside in one of the Countries, The Quora Partner Program is active in, you are eligible to participate in the program.” ( I read more will be added, at some point, but here are the countries, currently eligible at this writing,) U.S., Japan, Germany, Spain, France, United Kingdom, Italy and Australia.11/14/2018Edit 2 : Here is the latest list of countries with 3 new additions eligible for the Quora Partner program:U.S., Japan, Germany, Spain, France, United Kingdom, Italy, Canada, Australia, Indonesia, India and Brazil. Thanks to Monoswita Rez for informing me about this update.
