I don't understand this question.  Your car has a fuel gage.  Why are you not sure of how much fuel is poured into the tank?  I guess I should ask, what kind of accuracy do you expect?I'm a former electrical systems engineer for General Motors.  I understand the gage is not linear or numbered, but you could figure out what the scale is if you were really interested.  You could also save some time by using a serial data diagnostic tool to retrieve the fuel level in actual liters directly from the Engine Control Module (ECM).  Bluetooth OBD II tools are less than $20 these days.  That's a pretty accurate number.The fuel gage in most cars is driven by a "float" which is about what you'd expect.  Theres a plastic ball on an arm that floats up and down with the fuel level.  Your car reads the position of the arm.  The shape of the fuel tank is a major factor, but the engineers account for that.  The tilt of the car cannot be factored so make sure your car is level when taking a reading.Another alternative is an ultrasonic fuel gage that measure the volume of air in the tank.  That's pretty advanced but it has the benefit of higher reliability (no moving parts) and the tilt of the car isn't a factor.  As far as I know, most mass-market cars still use a float.You can also look at the amount of fuel that your car consumes.  The engine control module (ECM) measures the fuel that passes through the fuel injectors (based on time open and pressure).  That data is very accurate.  So, top off your tank, drive around, then look at the fuel consumed by the ECM, and top it off again and make sure it agrees with the pump.

If someone decided to lodge a report of a stolen vehicle as revenge or for any reason that was not legitimate, it could place someone in serious danger. If any law enforcement saw a vehicle entered into NCIC as stolen they must take precautions as if a dangerous person is in possession of it.
