Kansas City, KS and Kansas City, MO both cover wide geographic areas.The distance from the far western edge of KCK, near Tonganoxie, KS to the far eastern edge of KCMO near Independence, MO is nearly 40 minutes of driving.Otherwise, the the two cities share an immediate border along State Line road.

It is quite safe in Kansas City, both on the KS and MO side. Now obviously there are neighborhoods within the metro one could say are less safe than others. However, that will be found anywhere in world one goes. But I would not say these neighborhoods are not safe. They may be less maintained, but that isn’t a reflection of the character of people who live there. Not to mention with the layout of Kansas City, MO the neighborhood changes from one block to the next. Fro example, the Plaza is considered a well off area, but you could go a couple of blocks away and be in a lower income area. If you are concerned with the types of neighbors you have I recommend living in the suburbs in the outer parts of Kansas City. The downtown and midtown parts of KC you have variety and lots of great establishments surrounding you. Outer limits or right outside KC, like Liberty or Lee Summit, are suburban and family oriented. There will not be much to go do unless you drive to the downtown/midtown areas. Which practically everyone does because the city is huge!

Actually, if you visit Shanghai, you gonna be quite impressed. If you first visit China, Shanghai definitely would make you feel like “Is this China?” In many ways, it’s not China.. it’s so westernized, and you don’t find such traits in many other Chinese cities. High tech products, cool buildings, new experiments… it’s a place to show off China’s economic development.In Shanghai, you gonna feel that buzz, that boom. your life can be very busy and interesting. But it comes with the high price. The property is quite expensive there, even the rent. You gonna need to get used to crowded subways, traffic jams and small apartments.I generally find American cities are slower paced, unless you are in New York, Washington and other megacities. So I don’t know why you compare these two cities… Shanghai and Kansas city. I would say Shanghai is somehow in the middle of Kansas City and New York. It’s busier than Kansas City, dirtier than it and bigger.

For example, UMSL offers in-state tuition two students from 22 Illinois counties; I know this because there's a giant billboard on I-64 just across the Mississippi River stating this fact. I don't know this for a fact, but I suspect that the arrangement is reciprocal with SIUE.In addition, some states offer for reciprocity; if you are a resident of Minnesota or Wisconsin, you can go to the other state’s schools and pay the tuition for one of your state’s equivalent; for example, Minnesota students can attend the university of Wisconsin – Madison and pay University of Minnesota Twin Cities tuition rates.Based upon the question, I suspect you want to attend UMKC. All you need to do is contact them, or the other appropriate school.
