No, it is not legal. Even as a licensed cosmetologist it is still illegal in many states to operate a salon out of a home without jumping through a bunch of hoops. Of course its illegal, that's why Cosmetologists go to school and pay to hold licenses. Even licensed cosmetologists aren't supposed to do hair at home.
