If I see someone parking in a space without a permit, I have asked if they have forgotten to put their placard up … sometimes, they have forgotten and it gets put up. The thing is - if there is a car without a placard or other sign that they have a HC permit, it doesn't matter if the person using the car is handicapped - I tell the manager or call the non-emergency police number and let them handle it. At a previous job, one of my co-workers thought it was clever to use the placard that had been issued to his mother - I am not the one who turned him in, but eventually he was ticketed and his mother had her HC permit revoked. That was not a good outcome, because she truly needed it. Unfortunately many people have the attitude that "it doesn't affect me, so I don't care." Well - it DOES affect me. I try to not confront people or give people a cause to create a scene, but I do report them. I would gladly trade my wheelchair and other disabilities for that placard. I don't consider it a "privilege" to be qualified for that permit. Honestly, I did not get my feet amputated because I wanted to have better parking!
