I was in this EXACT situation in Moscow, Russia in 2001. I lost my passport while on holiday there during New Years. I had to go to the US embassy to get it replaced and I didn’t have a copy of it. I had an interview and needed to convince the consular affairs officer that I was born in the US. I was asked detailed questions not just about where I grew up but all the schools I attended for grade school & college. I was also asked detailed questions about my parents, grandparents and great-grandparents. We were there for awhile. I think a part of the questioning process was to give them info on whether I appeared and sounded like someone that would match the answers I gave. This was pre-Google era. He was sensitive to my situation but I can’t imagine what I would have done if it didn’t believe me enough to give me the passport. I was born and raised in California and had a perfect west coast accent but when we started talking about grandparents and great-grandparents it was clear that as an African American with roots in the deep South a lot of family history is “blurred” beyond one of my great- grandparents. I could tell by the questioning that the officer was quite astute and part detective. I’m sure he was aware that I could have been born in another country and happen to attend an expensive international English speaking school and sound the same. After at least an hour of questioning he had the confidence in my responses to give me a “temporary” passport good for 1 year. He said that once I was back in the US I would be able to send in my birth certificate and they would extend it the full 10 years at no additional charge. When I eventually did that they just stapled a typed note to the passport extending it (I could have done that). While my passport looked suspicious, I used it until it expired traveling internationally every year… having to explain why I had a US passport issued by the US Embassy in Russia was something I had to get familiar doing. Anyway the story really didn’t end with getting the passport. I was “stuck” still in Russia needing a visa to get out of the country. That story is surely the answer to another question….
