I have a carry permit for 3 reasons.When I go to the range, something I do fairly regularly, I don’t have to worry about locking the gun in the trunk, with ammunition stored separately. I case my firearm, put it on the floorboard of the back seat next to my range bag that has my ammunition, and go happily on my way. If I am ever stopped, the first thing I would say to the officer is “Good afternoon officer. I have a carry permit and there are X unloaded cased guns in the backseat. How would you like to proceed?”.Second, it is far easier in NC to buy a gun on a whim if you have a CCW permit. Yes, I’ve bought a gun on a whim. Give the licensed FFL holder your permit and drivers license, fill out the form, wait 20 minutes and walk out with your new gun. If I buy something from an individual, all I have to do to make the transaction legal is show them a copy of my permit. If the seller is smart, they will take a picture of the permit on their phone so if someone ever asks if they had the proper documentation, they can say yes. That is not a legal requirement.The third reason is because when I got my permit 10+ years ago, it was easier in my county in NC to get a permit to carry a concealed weapon than it was get a pistol permit. When the CCW law was passed in NC, NC became a “shall issue” state. What this meant to me was that I could go to the sheriff’s office, get my finger prints taken, give the sheriff $90 and a copy of my CCW class graduation certificate and after a max of 90 days, my permit would be issued. The NC CCW law specified that if you had a CCW permit, you didn’t have to get a purchase permit to buy a pistol. None of which had anything to do with or could have prevented Newtown but since facts and logic aren’t the strong suit of gun control and control is the name of the day, they rammed these laws through.One of these laws was a fundamental change in handgun ownership. Due to Baltimore being one of the top 5 cities in the USA for violent crime, they pushed for a “Handgun Qualification License” (HQL) as a means of stopping gun violence in the city. They literally sold this law as a gun violence prevention measure.The HQL is a permit-to-purchase for any new handgun from October 1, 2013 onward. You need to have one to buy a handgun in Maryland. So what does getting an HQL entail? Here’s the list:Taking a mandatory, state approved HQL training course by a state approved instructor at your expense. This course is a minimum of four hours and includes a live fire component which limits its location to places where ranges exist or the course is split over several days. Average cost is around $150 not including your travel time.Getting yourself fingerprinted at your expense by a state-approved fingerprint provider with electronic submission capability. Once taken, you have only a few days to submit your application. The cost of the fingerprinting is $50-$80.Submit an HQL application online only via the Maryland State Police Licensing Division website and pay the application fee via debit card or credit card only. No mail in forms, no in-person application, no cash or checks. If you don’t have Internet access you are out of luck. First time fee is $50.Wait for the Licensing Division to process the application. There is no mandated time limit to process the applications and average time is several weeks to a month or more based on informal surveys of applicants.After processing you will receive an HQL card in the mail. I’m personally unaware of there being two types of concealed weapon licenses. The states where I’ve held a permit issued only one type.One reason that there isn’t nationwide reciprocity is that, until recently, some states didn’t issue permits at all. There are states where permits are still effectively unavailable, as they are so difficult to get that there might as well not be any.Another is that the requirements to obtain the permits vary considerably. I live in Washington state. Here, you fill out a form, have your fingerprints taken at the police station, and pay a fee. If a records check doesn’t bring up any red flags, you get the permit in the mail within a week or two. It’s good for five years. To renew, you fill out another form and send in the money. With one of these, I can carry any firearm that’s lawful to possess. I don’t need to demonstrate that I know how to use a gun, or even that I have ever touched one.In other states, applicants have to take a educational course and then pass a proficiency test. Still other states can put discretionary conditions on the license, e.g. valid only during hours of darkness, valid only when going to and from work, etc. Those would be difficult to regulate out of the permit holder’s home state.Not all state-issued licenses are honored outside of the state of issue. Most professional licenses are valid only in the state where they are issued. I suspect that concealed weapon permits will be treated the same for the foreseeable future.
