V Heller case which has changed things a bit for DC residents, but from what I hear, it is still very hard to have a gun there and there are tons of regulations on it, just like in Maryland. Tons of people get busted every week for unregistered firearms. But overall it's relatively easy and if you're a responsible adult, there is no reason why you shouldn't be able to have a gun. Personally, keep mine locked in my room, with the ammo far away. There aren't any children in the home so that makes it simpler. But other than that for a shot gun or rifle you don't need any kind of special qualifications, even for a handgun all you need is to be 21 and unless you want to conceal carry, there isn't any red tape for you to get through.

In 2017, the push was for a “Universal Background Check”. The idea was to be sure that people buying guns were not criminals. Believe it or not, the NRA wholly supports this and in fact was involved with creating the current NICS (National Instant Check System) that is used.But the bill that was proposed was not what you heard in the media. First, it would not plug any “Gunshow Loophole” because there is no such thing. The only sales at a gun show that the bill covered was private sales. Of course, private sales can occur anywhere, not just gun shows.But the bill didn’t make the NICS easier for private sales. They just required all private sales to be conducted through a licensed dealer. Had this actually passed, a gun show would be an ideal location for such sales as there would be access to many dealer. In effect, you would greatly increase the number of private sales at a gun show by this law.So, what is involved with a sale through a dealer? Well, the dealer would have to do the following:1) Record the transfer in their bound book. This is a book where all the transactions of a firearm is recorded via that dealer. The book is auditable by the BATF and many dealers have faced fines for poorly kept records, so many dealers go to great pains to keep their book neat and accurate.2) Fill out the federal form 4473. This is required by all dealer sales of both new and used guns. It asks for the buyer’s name, address, the make and model of the gun, serial number, and then asks a bunch of questions. The dealer can get fined if the person fills out the form wrong. For example, answering a question with “Y” or “N” instead of “Yes” or “No” is a BATF violation. So the dealer has to carefully examine the form for errors and have the person fill out another if errors are found.3) The dealer then calls into the NICS. NICS can come back with a “Proceed”, “Denied” or “Delay”. A delay can take up to 3 days. Typically this is a name that appears similar to a Prohibited Person and requires some research. If this happens, the transfer is on hold. The dealer has no idea when the result of the research is likely to finish. If you are at a gun show, the show could be over before the approval is made.4) All this paperwork, verification, etc takes time. Time is money. So dealers charge for this service. It is typical for a dealer to charge $25-$40 per gun, but sometimes multiple guns get a discount because the dealer can process up to 4 on a single form, but when more than one gun is transferred, the dealer has to fill out Form 3310 which is supposed to help with gun trafficking.All of this is well and good if you are buying a gun from someone you don’t know and many people will require sales be conducted at a dealer for the piece of mind such protections provide. But friends and family typically do not bother with the hassle and expense.One thing you need to realize is that to get a gun dealer license is not an easy process. Since the federal government cracked down on so called “kitchen table” dealers back in the 1980’s, you now must show a commercially zoned storefront with posted business hours to qualify. Many communities don’t want gun shops, and use zoning laws to make them difficult or unattractive. For example the city of Boston does not have any dealers. In fact, the nearest dealer is 3 towns away. Many rural areas don’t have the traffic to keep a dealer in business and you’ll find they are typically only open in the evening or on a Saturday as they work another full time job. Keep this in mind as we get into the next issue.But the bill didn’t stop at sales. It stated that ALL transfers had to be done in this manner. No exceptions. So, two friends out on a hunt would need to go through the whole process listed above just to swap guns for the afternoon. Oh, and they would have to do it all again to give the gun back. It is very common on a range to try out other people’s guns - such a thing would also require the full transfer and back process. Demo guns at a national event by manufacturers? Same thing.Basically any time a gun were to swap hands, the law would apply. There are private shooting clubs where guns are treated like library books and members take whatever they want. Families regularly swap guns. Heck, some shooting courses provide guns for students to use. All of these events would have been impacted by these new transfer requirements.The NRA balked at this. Essentially the rule would curtail many of the traditions and practices that are very common and virtually never result in any kind of criminal activity. In essence it would criminalize things that simply are not crimes.Not only would it create criminals where no criminal intent existed, but the cost to manage the volume of temporary transfers, the staffing needed to take the calls and do the checks would have cost millions each year. All money that would not go toward actually dealing with criminals.When the issue was brought up, many members of Congress agreed the requirements were too restrictive and the whole bill failed to pass. The supporters of the bill did not even attempt to listen to the complaints and work out a manageable fix.Did you hear any of that in the media?But what about catching criminals?Well, the bill didn’t change anything in regards to enforcing the rules to make sure the people who should not own guns were properly entered into NICS. In fact, other than maybe getting fired, there is NO PENALTY for failing to report a person. We have laws that will jail a teacher or coach that fail to report bullies. We have laws that put priests in prison who fail to report potential inappropriate behaviors in other clergy. But we do not have any laws that punish law enforcement agents that fail to do their job and make sure that dangerous people are reported to the background system. And this bill made no effort to change that.NICS is not open to anyone but federally licensed gun dealers. The left are so worried that the system might be used to check people for things other than guns that they refuse to create a means to allow people to verify someone they are selling a gun to. It would be easy to create an app that takes a photo of the buyer and seller’s ID (or just their faces and type in some data) and then return a simple “Proceed” or “Deny” with no other details. You’d have plenty of information to audit for illegal use. And if someone didn’t have an ID, they could then use a dealer. Heck, you can’t file taxes on-line without submitting some kind of ID, so this isn’t anything unique.And yet, the bill did nothing to address the issue of accessing the NICS for easier private sales.Here is the thing. We have 20,000 gun laws in this country. On the federal side, a prohibited person touching a gun could see them in prison for a minimum of 5 years. And yet, we still see cities with high violent crime rates that have virtually no federal cases. Why isn’t law enforcement using those stiff federal laws to get the violent people off the streets? Such a program called “Project Exile” worked wonders in Richmond, VA to reduce violent crime dramatically.OK, back to the “Universal Background Check” bill.I spent a lot of words above explaining what the bill would have required of people and why the situation would have been a nightmare. You never saw any of this in the news and the media pretty much ignored the issue.When the bill was defeated, it was never reported that a “terrible bill that would have cost millions and made criminals out of the innocent was defeated”, instead, all you ever heard was“The NRA used its influence to defeat the Universal Background Check bill that would have closed the gunshow loophole”Almost everything about that statement is false.So, be careful what you want to “Fight Against”. I suspect that most of what you think about the NRA is highly biased due to the way the organization is treated in the media. When you look at the actual facts, many times their concerns are quite valid. And, they have a lot of rank and file law enforcement on their side which helps them represent real world situations. I’ve found their positions in many cases very well presented. I live in Arizona and have seen a lot of this go down over the last couple decades. It boils down to numerous businesses, both small and large who are willing to capitalize on a cheap, extremely hard working labor force (legal status be damned). There are very few white people in this state who work as laborers in landscaping, roofing, concrete, tree trimming, house painting, dish washing, car washing, house cleaning, and crop harvesting. The white people run the companies. Or are the foremen or managers. But almost every person busting thier ass at the physical work is from Mexico and many speak little if any English.They are getting paid under the table, or they are using stolen identites for tax purposes (a decade ago a friend of mine's brother was sent a letter from the IRS claiming he was several years and thousands of dollars behind on taxes, his brother was 13 at the time). These immigrant workers are also doing the job for less than a legal citizen would take, sometimes less than minimum wage. This saves the companies money, and law enforcement did little to crack down on the employers. And since the businesses were making money on the cheap labor, they didn't want the cops to end the gravy train either.A cottage industry of slum lords were more than willing to take rent money from these immigrants for houses and apartments, and if you sell a car in a private transaction there is no legal requirement to verify the legal status of the buyer. Sure they are supposed to register and insure it, but that only matters if they get pulled over, and the smart ones register it under a family memeber who is a citizen or has a green card.Now that you have an immigrant population with money to spend, entrepreneurial people who speak the same language will start local businesses to cater to the needs of these folks who might be shy to spend their money in a store where they have trouble communicating. And all this feeds back into and perpetuates the cycle.So the short answer is: money!

What does it take to make an anti-gun person a pro-gun person?Exposure. Safe exposure to guns and their handling. Both my mom and my wife were completely anti-gun. They hated guns. They hated the idea of guns. They loathed that guns actually exist because those guns are so “dangerous!”My mom accidentally found out about my guns when she saw a piece of mail on my table with a salutation, “Dear Gun Owner.”To say she was shocked and horrified that I owned guns (plural) is a massive understatement. We didn't talk about it for months. One day, long after I figured she had “forgotten” about it, she brought up the topic of guns and asked if she could see one. I went and fetched a handgun out of a safe, checked it, rechecked it again, and after I was satisfied that it was truly empty (loaded guns don't go in the safe in the first place), then handed it to her and gave her a very basic safety talk.After a few minutes of looking it over, she asked if she'd be able to shoot it sometime. I made arrangements to take her to the range with a friend of mine who was an NRA-certified instructor.After the first shot, she was hooked.My wife knew from the time we first met that I was a gun guy. She thought me crazy in that regard, but after we became closer and approached marriage, she had enough trust and curiosity to ask me to teach her. I made arrangements with the same instructor friend and she was hooked.As an aside, I suppose that I could have taught then myself, but since I had a more-than-willing-to-help professional instructor available for free, no less… why not?My wife wants a gun to call her very own (a pink one, of course! Yes, they do make such things) and then she wants to practice with it and eventually get a CCW permit. This from the woman that didn't want to be under the same roof as a gun.Once upon a time, I participated in a course put on by my then-local police department. One of the classes was on guns and included range time. Being in a liberal Chicago suburb at the time, half the class (15/30) was anti-gun. The police made it clear that that class was optional as was the actual hands-on shooting.Interestingly, all but one person showed up to the class and everyone in attendance, including the anti-gun folks, participated in the hands on shooting. And every last person was happy to have done it. Several of the previously anti-gunners even expressed interest in getting more range time.Based these experiences, I'm convinced that all it really takes is safe, hands-on, real-world exposure.People are afraid of what they don't understand. And portrayals of guns on TV and in the movies don't do any favors, either (think: the gun that fires because you looked at it the wrong way. Or the machine-gun in True Lies that falls down some stairs and fires a shot every time it hits the next step). But some real-world exposure and instruction goes a long way.And, just so we're clear for the record, guns don't automatically fire a shot if they're dropped!

I am certain any liberal will agree with that statement.Oh wait, it depends on the issue!For one day, one day, I would love to apply my local gun laws to an issue like voting. Just to demonstrate the hypocrisy and falsity of statements like “conversatives want to make it easier to own a gun than vote”.To purchase a firearm such as a rifle or shotgun, I am required to produce ID showing my current address, prove residency in my state, pay a transfer fee and fill out a two page form with over a dozen questions attesting to my ability to own a firearm legally. And they don’t even believe my attestations because they then call the FBI to make sure I was telling the truth!Then anywhere from 2 minutes to 3 days later, I can take my gun home. But if I lie on that form, even unintentionally, I’ve just signed a confession to a felony for which I can be prosecuted.And that is the bare minimum required to own a gun anywhere in the United States!You seriously want to discuss gun ownership against voting in terms of requirements?!? Not a place I recommend you go to where to many people, the bare civic responsibility of taking a few hours out of a day once every 5 or 10 years to get a free state ID to show who you are is an unconscionable burden in order to vote!Somehow the scale isn’t tipping in the “easy” direction you think it is. You have a long, long, long way to go get gun ownership anywhere near the so-called burdens we impose on citizens to exercise their right to vote.How about we try my scheme for a day? How about we have a V-4473 “Application to Vote” form that you need to fill out at the polling place for local and State elections and we verify your voter eligibility with the FBI before you cast your ballot? And if you’re casting more than 5 ballots for various races, we need even more paperwork to report a “Multiple Voting Submission” to the Board of Elections just to make sure these multiple votes are known and tracked.And if you want to vote in Federal elections, you need to take a voter responsibility course, get fingerprinted and get a voter license that takes a month to issue and at your expense before you can vote. And you must fill out your ballot, submit it and then wait seven days before you can actually have it counted by returning to the polling place and signing it.Outrageous for Federal elections, isn’t it? Guess what? I just described to you the restrictions I live under to purchase a handgun in my state (Maryland HQL process).It may “seem easier” to you that people want to change gun laws but don’t think for a moment that voting rights and gun rights are operating anywhere near each other in terms of equality of application. I’ll never see gun rights back at their pre-1934 levels where it was mail order, cash-and-carry and unfettered right to own and carry any firearm. That is what we would have to get back to to even get close to voting and gun rights being treated equally.

People should have this choice available to them already.Prosecute those who lie on background screenings. “In almost every case, these people can be prosecuted” (Politifact), but only 0.055% prosecution rate for those who fail. What’s the purpose of screening for prohibited persons such as convicted felons, if those prohibited persons are not prosecuted for breaking federal or state law by lying on forms? In my state, applicants must pay for their own federal background check and fingerprint check and registry. They shouldn’t.Uphold the thousands of existing gun laws against criminals, instead of penalizing law abiding citizens with new ones. If a violent felon is convicted to 15 years for illegal possession of a firearm, why are they now out to commit more crimes? So how does making more gun laws to break and creating millions more criminals with the stroke of a pen help? If you are willing to release a non-violent felon who illegally possessed a firearm because we should care about the impact on their families (FAMM), why do you want to jail a non-violent gun owner simply because he has a magazine that holds over 10 rounds?Increase penalties for use of a firearm in crimes. Sorry FAMM, and I do care about impacted family members of convicted criminals (FAMM - Why Should I Care?). As a liberal, I would increase social supports for underprivileged families so women and children do not need to be dependent on or stay with criminals, have convicts imprisoned within more reasonable distance of their homes, and allow/encourage family visits. With accommodations and family friendly events, even.
