The federal government is, perhaps, the CEO, and the states are the [mostly] trusted managers. The federal government does not necessarily micromanage in this department. It allocates funds to states with the expectation that states will use those funds appropriately. States typically view it poorly when they get "gifts" that completely ignore the will and needs of the specific state. Considering that the United States is full of numerous divergent cultures, languages, and is about the size of all of Europe, that makes sense.For most purposes, the federal government is beholden to states, but the states are beholden to specific individuals. If I need help with some sort of locally applicable issue that can be viewed as even slightly political ("How do I register to vote? Who might help me protect abused bunnies? I don't like it when there are dogs off their leashes in that park five minutes from me!") then I can call my local officials and they might be extremely helpful. The federal government, however, isn't going to give a shit if there are off-leash dogs in the local park (or, conversely, if fascists want to force others to keep dogs on-leash -- I won't admit which side I'm on here. :)  Back on topic: the fed doesn't always micromanage. And it shouldn't. As indescribably repulsive as I find the idea that people using SNAP should be unable to buy seafood or steak, I am also glad when individual states can make context-dependent decisions about such things. In fact, having a consistent federal standard is kind of shitty in some ways. Food stamp eligibility is based on the federal poverty level -- while ignoring that someone can buy a spectacular mansion for 200,000 in rural Ohio, but might struggle to buy a parking space for that price in parts of Boston.  When a state behaves like a rights-trampling psycho-manager of the common man, the federal government may step in. But usually this isn't even relevant. And the federal government would be overly burdened if it had to care whether or not, and how, Susie in Blandford, MA receives and uses food stamps. (Yup. They also showed concern for your health and love for your family.Promises marriage as soon as he/she gets to state for leave that they asked you to pay for.They Requests money (wire transfers) and Amazon, iTune ,Verizon, etc gift cards, for medicine, religious practices, and leaves to come home, internet access, complete job assignments, help sick friend, get him out of trouble, or anything that sounds fishy.The military does provide all the soldier needs including food medical Care and transportation for leave. Trust me, I lived it, you are probably being scammed. You could ask your recruiter to review your form (there are very cool and could help you a lot since they have a bigger experience).Do a search on the potential team.Before the interviews,  try to find smart question that you are going to ask for the potential host (do a search on the team  to find nice and deep questions to impress your host). Prepare well your resume.You are very likely not going to get algorithm/data structure questions like in the first round. It's going to be just some friendly chat if you are lucky. If your potential team is working on something like machine learning, expect that  they are going to ask you questions about machine learning, courses related to machine learning you have and relevant experience (projects, internship). Of course you have to study that before the interview. Take as long time as you need if you feel rusty. It takes some time to get ready for the host matching (it's less than the technical interview)  but it's worth it of course.
