Funny timing. Im actually waiting at the DoL right now to do just that.At least this is how it works in WA. I even called in the verify before i purchased this vehicle. The guy i bought it from has the title from when he bought it. Completely filled out and signed. All i needed to do was print out a Bill of Sale form and complete it with myself and the person i am buying it from. Then present both the title and the BoS to the DoL and everything is fine. They just need to be able to follow a paper trail from the current registered owner to the new person trying to register it.
