You can get yourself in a lot of trouble.  Get a good CPA or EA.  The time and effort it will take you to figure this thing out is not worth it. It IS a destruction of property and it IS a crime. The police could take a report but it would not get prosecuted in 99% of the courts I know, unless there were other extenuating circumstances. The courts are extremely overloaded with criminal cases and the court appreciates it if officers use their discretion to help keep the work load down. This may annoy many people but most have no idea just how petty people become over the smallest of things and it's always followed by a righteous sense of indignity, until we discovered what that person did to contribute to the problem. Not always, but usually. This may sound trite, but imagine you have filed a suit against someone for doing $4000.00 worth of damage (a felony) but can't get it in front of a judge for months to a year because there are hundreds of misdemeanor cases (under $500.00 last I know) ahead of you.  I wouldn't be so eager to have all those cases, with all the witnesses, evidence (real & imagined) and paperwork that waste the court's time in front of a judge hearing my case. I'd also point out that in almost all cases similar to these, where the police are called, the "victim" usually forgets to mention what motivated the perpetrator to commit the crime he or she did to said victim. Nothing could be more frustrating to the officers in these cases.So it often made no sense when standing there listening to someone who claimed that something was damaged or stolen "for no reason at all. I didn't do anything to make him do this.." Almost always not true. Officers will almost always find out the other side of the story, put the two together and find the truth somewhere in the middle. When people start being more honest about all the circumstances that led up to an unhappy situation like this, the easier police work will become. However I am not holding my breath. When I left policing it took me a good 30 to 40 minutes just to fill out all the forced boxes on a UCR (uniform crime report) as well as a short narrative for the simplest of reports. That may not sound like much, but I could have done much more patrolling, responding to calls to of domestic disturbances, robberies, burglaries, etc, instead of taking a report that will only be filed away. If it's at least an "insurance report" (when ins. companies require a police report to reimburse people for some items) that has some value. But a lot of time is wasted on extremely petty (no pun intended) reports on things that can be solved between two people who are upset over something and with which a simple "I'm sorry" on both sides would be the adult thing to do rather than call the police.Additionally, police respond to calls as they are given to them by 911 dispatch. They don't deliberately wait four hours or more to respond. Dispatch prioritizes all 911 calls so that the most urgent are responded to first. A logical system if you ask me but one many people don't seem to get. So if you must wait several hours to report a non-disturbance misdemeanor, that's not uncommon. But officers have no idea what time many calls come into 911 and as far as the police are concerned the call just came in. It was only when I got to a residence and had someone screaming at me that they called 5 hours earlier that I had to go into my dissertation about how 911 emergency calls are broken down into categories and we got there as soon as we received the call.

I am not sure what is going on in particulars but considering the vagueness I recommend that you:1. Ask to consult with your parents first if you are a minor before you do anything you are uncomfortable with, in this case, signing a witness statement.2. Review your school handbook with your parents if you received one (most do at the beginning of a school year which the student and guardian both sign) You or your parents may as for a copy of it from the school if you no longer have it3. If your parents are wary about you signing anything they should consult a legal professional.
