Let’s break this down some.For purposes of discussion, we can say a senior officer is a brigade commander or above. I would not quibble if you opted to only say General Officers (GO), but since you specifically chose not to use that phrase, I think brigade commander (BC) can be called senior. Lower than that is probably not a senior officer.How would a BC or GO know a junior officer to request them? Because the junior officer was in their unit and had impressed them? Ok, then it is relatively easy to reassign someone in their own unit as long as there is no need to move them to a different station.Because someone they trusted recommended them? At the BC level it would be difficult. Every branch handles it a little bit differently, but in general BC does not get to choose someone for their staff. They can indicate they would like them, but that is no assurance they will get them. At the GO level, it would not be difficult. The GO would simply ask HRC (Human Resources Command) to assign that officer to their staff. HRC is generally inclined to support GO requests. There would have to be a good reason not to. (And there are good reasons. Just some reasons might be - exceptional family member and no medical support at the location to care for them; officer scheduled to attend a required school; officer was board selected for a critical position; or my favorite, a more senior GO or civilian leader has already selected the officer!)Most personal staff positions for GO are considered nominative positions. This means that HRC does not just send an officer. They send the officer’s record brief (kind of like the military resume) to the GO. The GO often conducts interviews. Then the GO picks his/her staff. Sort of like a civilian hiring process, but really the officer does not get to vote. Every job I held as a field grade officer was either a board select position or a nominative position. (Sometimes I could not figure out why I was nominated at the time. But later I would find out that they were friends with one of my previous bosses. So it was not that I was great, but they had heard I was not a risk to have on their staff. Safe is often a good thing.) In a couple of my interviews I told my interviewer that I did not want the job; I got orders to report there soon after! Just FYI, there are jobs that are even more select at the very senior levels. For those jobs HRC does an extensive search for the officers with just the right experience and then sends them to interview. I only had one of those interviews and thankfully I was not selected.So in the Army, it is a common practice.
