Deleting Cook County from Illinois would definitely tip the state more to the “conservative” side of the ledger, but the move would not be as extreme as you might expect.2012 Presidential election map: blue for Obama, red for Romney. Obama’s support is obviously strongest in Cook County. The blue rectangle in center east of the state is Champaign County, home of the University of Illinois. The blue counties in the south are Alexander (across the river from the Missouri city of Cape Girardeau) Jackson (largest city Carbondale, home of Southern Illinois University) and St. Clair (across the river from St. Louis). U.S. Senate Minority Whip Dick Durbin hails from St. Clair County. The bluish region in the northwest is the Empty Quarter of Illinois, the counties to the northwest of the Illinois River. These counties are culturally distinct within Illinois because of their historic isolation from the rest of Illinois by the Illinois River, which historically was difficult to either ford or build bridges over. While this area is mostly rural and therefore fairly socially conservative, there are a number of small colleges and universities in this area, and many of these represent small bastions of liberals in the broader sea of rural conservatives. (And not all the farmers are conservatives: on a recent trip through this area, I noted that a farmer in the area who normally displays political propaganda in favor of unrestricted gun ownership had put up signage in support of Bernie Sanders for President.) The deeper blue county right up against the river is Rock Island County, home of the Quad Cities. Galena, in the far northwest corner, is today an artist’s colony (while historically it was a mining town, the days of lead mining in Galena are long past us) and thus has a liberal frisson to it as well.Furthermore, there are quite a lot of conservatives in Cook County. Indeed, one of the most ardent social conservatives in Congress of the 20th Century, Henry Hyde (author of the Hyde Amendment, which prohibited federal funds to be used for abortion services under any circumstances) was a resident of Cook County (indeed, of Chicago). The City of Chicago is only two-thirds of Cook County, and many of the suburbs are at least somewhat conservative socially. I live in unincorporated Leyden Township, in Cook County to the west of Chicago, and our township administration has been consistently Republican for as long as I’ve lived here, dominated by the Stephens family that runs Rosemont. This area is overwhelmingly Roman Catholic (my neighbors to the west and south are Polish and Latino, to the north Irish and Italian, and virtually every last one of them is a Catholic) and as such tends to be socially fairly conservative. The County, as a whole, is far less unbalanced in this regard than one might expect.So while the subtraction of Cook County would make Illinois more conservative, it’s not nearly as extreme as you might think.Of course, the 2014 gubernatorial election map tells a slightly different story:But this isn’t an indication of support for social conservatism. Bruce Rauner isn’t a social conservative. He’s a fiscal conservative, and the 2014 gubernatorial election was really over three interrelated issues: public-sector unions, the Illinois pension fund, and Illinois income taxes. Mr. Rauner did not materially campaign on social issues; he ran on an low-tax platform and was elected on that platform. While he’s undeniably more socially conservative than his predecessor, Pat Quinn, he has made little effort as Governor to advance social conservative issues. But this may be as much because the Illinois legislature remains in Democratic control, as well as most of the other elected statewide offices, and thus Mr. Rauner’s authority to actually make change is fairly limited.
