Are health clubs, gyms and other public businesses that require customers and clients to fill out health and/or medical forms or releases required to protect that information under HIPAA?
This does not fall under HIPAA. Under the HIPAA regulations, the entities that must comply with the rules are defined as "covered entities" which are: health care plans, health care providers, and health care clearinghouses. So health clubs or gyms do not meet this definition and are therefore not subject to HIPAA. However, depending on your state, there may be laws which protect the sharing of this type of information.

What would have been the best way for Walter White to keep the 100 Million?
There’s a reason drug dealers store cash in storage units and paint buckets, because it’s not easy laundering money. What could Walter have done? Let’s go through his options one by one:Option 1: Although the The Bank Secrecy Act (1970) requires banks to report transactions above $10,000, Walter could have employed Smurfs (drug mules, but for cash) to make thousands of tiny deposits, which would draw less attention from authorities.Problem: Walter did not have a criminal organization to carry this out. What’s he going to do if a smurf runs off with his money, send Jesse after him with a bong?Option 2: Buy high-ticket items such as vintage comic books or supercars and sell them later.Problem: Similar to the Bank Secrecy Act, businesses have to file a Form 8300, “Report of Cash Payments Over $10,000 Received in a Trade or Business”. Even if those reports don’t alarm the IRS, the large transfers from other people who he would sell the goods would raise red flags, and he’s back to square one.Option 3: Get the money out of the country through casinos or smuggling diamonds.Problem: Even if Walter succeeds in laundering the money while overseas (gamble at a casino and cash out the chips in Macau, for example), he still needs to deposit the clean money at a foreign bank. Unfortunately for Walt, the Foreign Account Tax Compliance Act (2010) requires Americans living outside the U.S. to file yearly reports on their non-U.S. financial accounts to the Financial Crimes Enforcement Network (FINCEN). Banks outside the U.S. are required to fill out a “Know Your Customer” form when you open an account – someone like Walter would immediately raise concerns. This is why many banks in Europe won’t even let Americans open a bank account.Option 4: Invest in the stock market as the OP suggests.Problem: Same thing, any brokerage firm would be obligated to file a Suspicious activity report (SAR) if Walter were to make large deposits that is not commensurate with his income as a high school chemistry teacher.Option 5: Hire a “professional” to do the money laundering, there must be a smart guy who knows how to set up “offshore” bank accounts and stuff.Problem: Money Laundering Control Act (1986) makes money laundering a crime in itself instead of just an element of another crime, so even Saul Goodman would think twice about getting involved with money laundering. And as for finding an export, in 1996, Harvard-educated economist Franklin Jurado was sentenced to 7 1/2 years in prison for laundering $36m for a Colombian cartel. Conclusion: Money laundering was always an afterthought for Walter – he was too busy dealing with the day-to-day stuff of manufacturing and distributing drugs. Walter might have been able to launder that $100m if he had devoted more time and resources into the project, but ultimately, the results might not necessarily be better than burying the money in the desert. His goal was to provide for his family, and barrels of money in the desert does exactly that.—————Edit 1: A few comments have mentioned smuggling the cash (or converted to gold) out to to other countries. I think somehow the idea of the “open sea” implies lawlessness, but it doesn’t. The U.S. Custom and Border Protection has strict Reporting Requirements for pleasure boats, not to mention inspections. If that weren’t the case, people would be smuggling drugs willy-nilly across U.S. borders. However, I’m reminded of the 2001 Movie Heist, starring Gene Hackman as a con-artist. At the very end of the movie, spoiler alert, he took the elicit gold bars, melt them into yacht rails and painted over them, thus avoiding detection.Edit 2: Remi Alaiti pointed out that Saul Goodman did offer to help them launder the money through nail salons (as we know now he got the idea from his Jimmy McGill days), so I stand corrected. However, like the car wash, the nail salon would be too small potatoes to make a signNow dent laundering the $80m.Edit 3: As for Bitcoins, it’s less secure than burying money in the desert. See Jonathan Chen's answer to Should I invest in Bitcoin? for details.*I maintain that Walter original purpose for manufacturing was to provide for his family, thus the money would’ve had to stay in the country. In time, if his wife and son were on board, they could’ve opened more car washes, nail salons, and other cash-heavy businesses, say, Los Pollos Hermanos franchises, to slowly launder the money.

What happens to all of the paper forms you fill out for immigration and customs?
Years ago I worked at document management company. There is cool software that can automate aspects of hand-written forms. We had an airport as a customer - they scanned plenty and (as I said before) this was several years ago...On your airport customs forms, the "boxes" that you 'need' to write on - are basically invisible to the scanner - but are used because then us humans will tend to write neater and clearer which make sit easier to recognize with a computer. Any characters with less than X% accuracy based on a recognition engine are flagged and shown as an image zoomed into the particular character so a human operator can then say "that is an "A". This way, you can rapidly go through most forms and output it to say - an SQL database, complete with link to original image of the form you filled in.If you see "black boxes" at three corners of the document - it is likely set up for scanning (they help to identify and orient the page digitally). If there is a unique barcode on the document somewhere I would theorize there is an even higher likelihood of it being scanned - the document is of enough value to be printed individually which costs more, which means it is likely going to be used on the capture side. (I've noticed in the past in Bahamas and some other Caribbean islands they use these sorts of capture mechanisms, but they have far fewer people entering than the US does everyday)The real answer is: it depends. Depending on each country and its policies and procedures. Generally I would be surprised if they scanned and held onto the paper. In the US, they proably file those for a set period of time then destroy them, perhaps mining them for some data about travellers. In the end, I suspect the "paper-to-data capture" likelihood of customs forms ranges somewhere on a spectrum like this:Third world Customs Guy has paper to show he did his job, paper gets thrown out at end of shift. ------> We keep all the papers! everything is scanned as you pass by customs and unique barcodes identify which flight/gate/area the form was handed out at, so we co-ordinate with cameras in the airport and have captured your image. We also know exactly how much vodka you brought into the country. :)

Do military members have to pay any fee for leave or fiancee forms?
NOOOOOOO. You are talking to a military romance scammer. I received an email from the US Army that directly answers your question that is pasted below please keep reading.I believe you are the victim of a military Romance Scam whereas the person you are talking to is a foreign national posing as an American Soldier claiming to be stationed overseas on a peacekeeping mission. That's the key to the scam they always claim to be on a peacekeeping mission.Part of their scam is saying that they have no access to their money that their mission is highly dangerous. If your boyfriend girlfriend/future husband/wife is asking you to do the following or has exhibited this behavior, it is a most likely a scam:Moves to private messaging site immediately after meeting you on Facebook or SnapChat or Instagram or some dating or social media site. Often times they delete the site you met them on right after they asked you to move to a more private messaging siteProfesses love to you very quickly & seems to quote poems and song lyrics along with using their own sort of broken language, as they profess their love and devotion quickly. They also showed concern for your health and love for your family.Promises marriage as soon as he/she gets to state for leave that they asked you to pay for. They Requests money (wire transfers) and Amazon, iTune ,Verizon, etc gift cards, for medicine, religious practices, and leaves to come home, internet access, complete job assignments, help sick friend, get him out of trouble, or anything that sounds fishy. The military does provide all the soldier needs including food medical Care and transportation for leave. Trust me, I lived it, you are probably being scammed. I am just trying to show you examples that you are most likely being connned.Below is an email response I received after I sent an inquiry to the US government when I discovered I was scammed. I received this wonderful response back with lots of useful links on how to find and report your scammer. And how to learn more about Romance Scams.Right now you can also copy the picture he gave you and do a google image search and you will hopefully see the pictures of the real person he is impersonating. this doesn't always work and take some digging. if you find the real person you can direct message them and alert them that their image is being used for scamming.Good Luck to you and I'm sorry this may be happening to you. please continue reading the government response I received below it's very informative. You have contacted an email that is monitored by the U.S. Army Criminal Investigation Command. Unfortunately, this is a common concern. We assure you there is never any reason to send money to anyone claiming to be a Soldier online. If you have only spoken with this person online, it is likely they are not a U.S. Soldier at all. If this is a suspected imposter social media profile, we urge you to report it to that platform as soon as possible. What are the good ways to fill out 1120 form if my business is inactive?
While you might not have been “active” throughout the year, by filing a “no activity” return you may be throwing away potential deductions! Most businesses (even unprofitable ones) will have some form of expenses – think tax prep fees, taxes, filing fees, home office, phone, etc. Don’t miss out on your chance to preserve these valuable deductions. You can carry these forward to more profitable years by using the Net Operating Loss Carry-forward rules. But you must report them to take advantage of this break. If you honestly did not have any expenses or income during the tax year, simply file form 1120 by the due date (no later than 2 and one half months after the close of the business tax year – March 15 for calendar year businesses). Complete sections A-E on the front page of the return and make sure you sign the bottom – that’s it!

Why do some in the UK want a No Deal Brexit?
I guess I would be classed as one of the people in the UK that wants a no-deal Brexit. Not strictly true as I’d prefer a Free Trade Agreement. But no deal is a good second best. Why? Positives and non-negatives.Let’s start with the non-negatives.No deal is not much worse vis-a-vis the EU than what we already have. People who talk about it as if it’s some kind of disaster don’t know how the international trading system works.A properly functioning customs border would add an average of 39 seconds to border crossings. That’s 2% of crossings checked for 1200 seconds = 24 seconds, plus 15 seconds to fill out a customs declaration form. You often hear there’s something very different and special about the EU. But there is no evidence for that at all. People often talk about it as if it’s self-evident. That’s why “Remain” often comes across as a faith-based position, while the logic, reason and factual analysis tends to lead one to favour Leave. The UK would lose the EU’s trade agreements but a) these trade agreements aren’t very good; b) they cover only 12% of our trade, which is 1.44% of our GDP. And it’s reasonable to believe some of them could be grandfathered or re-established relatively quickly. Now the positives. A no-deal Brexit would allow all the below to be achieved. The economic benefits of Brexit are the ability to reform regulation and develop an independent trade policy.Reforming regulation to a system compatible with common-law principles would result in a substantial lessening of business burdens, greater incentives to invest and greater market competition. It would be able to achieve this without reducing standards. Sounds like magic? No. It’s just getting rid of the EU way of regulating markets, which doesn’t work even in the EU, but is worse still in the UK.Rich multinationals like EU regulation because it keeps the little guy out. That helps their bottom line but makes you and me poorer. Only 5% of the UK’s companies trade with the EU. Why should the 95% that don’t be bound down by its silly rules? An independent trade policy allows the UK to cut tariffs on imported food, clothes and shoes, which are kept high to protect EU producers at the expense of British consumers. Reforming tariffs in the UK’s interests would cut the price of imported necessities, resulting in higher disposable incomes, particularly for the poor.An independent trade policy also allows the UK to negotiate trade deals based on its own strengths, particularly services. The UK is the world’s second largest service exporter. But the EU has done virtually nothing for services. The UK trades more with the non-EU world than the EU, so why tie ourselves to the EU? It’s the world’s worst-performing economic bloc. We will do better by concentrating on the bigger and faster growing part of the pie, which is non-EU trade.Oh and we earn a surplus on non-EU trade. That’s partly because the EU’s customs rules (particularly tariffs) are rigged in favour of its founder members. But it’s also partly because we’re just plain better at trading outside the EU than with it.For further reading, you can take a look at this piece, which argues that with the right policies, a no-deal Brexit could lead to an £80 billion per year boost to the economy: A WTO-based Brexit could yield the UK £80 billion per year

What forms should I fill out to start a business?
From a legal business entity standpoint, one does not normally have to file any forms with the state the business is located in to be considered a sole proprietor (SP). However, this highly unadvisable since a SP provides no liability protection. The most popular, and most advisable business entities are a Limited Liability Company (LLC) and a Corporation. These entities are state created entities meaning that you must file the necessary paperwork in the state where you will have the business headquarters. The state’s secretary of state’s office will have all the necessary documents, forms, and rules needed to create the entity of your choice. You will also have to pay a filing fee.It is important that you further discuss the issue with experienced counsel as they will be able to help you decide which entity is best for you, and help you with the filing.
