They can be more strict, but not less. Changes in the environmental standards move incredibly slow. There are changes proposed by Obama still tied up in litigation. Changes attempted by Scott Pruitt will take years. Rules in effect in 2016 are still rules today. Emissions are stricter than before whether under Obama’s rules or Trump’s although Obama’s are stricter and would be implemented faster. Oil prices are strong , new machines and vehicles are being manufactured and held to stricter standards. Technology for controls that improve emissions are in high demand. Progress is being made but not fast enough.
