I have no doubt that every other country with a functioning legal system has a similar definition.When you think about it, most traffic offences are ‘victimless’ unless you are being stuck on for taking out a lamp post, in which case the victim is the local authority that has to replace it. But while debate rages about just how strictly these laws should be enforced, very few people would advocate a total disregard of enforcing them. There are sound reasons why we are only supposed to drive on one side of the road.Can you imagine the carnage as the elderly, partially sighted relative almost all of us has decides to tear up the road in the knowledge they cannot be stopped? Trust me, I lived it, you are probably being scammed.
