What an Audit Proposal Solicitation Is

An Audit Proposal Solicitation is a formal procurement document used to request proposals from qualified audit firms for a defined engagement. It specifies scope, deliverables, evaluation criteria, schedule, submission format, required credentials, insurance and indemnity terms, and any regulatory or confidentiality obligations. The solicitation creates a standardized basis for bidders to prepare comparable proposals, enables objective scoring, documents procurement decisions for audit or oversight, and typically lists authorized signatories, attachments, and instructions for digital or physical submission.

Why a Clear Solicitation Matters

Use an Audit Proposal Solicitation to standardize audit requests, compare competing proposals objectively, and document procurement decisions. It reduces procurement risk, clarifies expectations for bidders, and creates an auditable record demonstrating fair selection and compliance with applicable procurement rules.

Why a Clear Solicitation Matters

Who Typically Prepares and Responds

Typical participants involved in preparing, issuing, and responding to an Audit Proposal Solicitation, including procurement staff, legal counsel, finance, and audit committee members.

  • Procurement officers and contracting specialists who draft and manage the solicitation process and evaluation.
  • Internal audit or finance teams defining scope, technical requirements, and performance metrics for the engagement.
  • External audit firms preparing proposals, demonstrating qualifications, and providing pricing and timelines.

Recipients and reviewers should confirm authority, required attachments, and any state-specific procurement rules before finalizing submissions.

Core Elements to Include in the Solicitation

A professional Audit Proposal Solicitation should combine a clear technical scope, evaluation methodology, contractual terms, pricing instructions, mandatory credentials, and precise submission logistics to support fair evaluation and legal defensibility.

Scope of Work

Describe audit objectives, boundaries, period under review, sample sizes, deliverables, reporting format, and any specialized audit techniques or compliance frameworks required by the procuring entity.

Evaluation Criteria

Specify scoring rubrics, weightings for technical approach, experience, price, and minority or small-business participation; include thresholds and tie-breaker rules and scoring forms.

Submission Instructions

Provide exact submission address, portal link instructions, file-naming conventions, required signed certifications, number of copies, and contact information for procedural questions and late submission policy.

Pricing Schedule

State pricing format (fixed fee, hourly, or not-to-exceed), expense reimbursement rules, currency, invoicing milestones, and any requirements for cost detail and subcontractor pricing disclosures.

Contract Terms

Include indemnification, insurance minimums, confidentiality provisions, intellectual property ownership of work product, termination rights, dispute resolution, applicable law, and liquidated damages if applicable.

Compliance Requirements

Require proof of licenses, bonded status, background checks, HIPAA or FERPA adherence if applicable, BAA for protected health information, and any security or data handling standards.
