What a Bid Review Document Is and when it’s used

The Bid Review Document is a standardized procurement record used to evaluate, compare, and document offers received from suppliers or contractors during a competitive bidding process. It summarizes each bid’s pricing, scope, compliance with specifications, exceptions, and supporting documentation, and records evaluator scores and recommendation rationale. Organizations use it to create an audit trail that supports award decisions, demonstrates fairness, and preserves procurement integrity. The form typically accompanies contract award files and procurement board minutes and can be used as evidence in internal reviews, protests, or government audits.

Why a structured Bid Review Document matters

A Bid Review Document provides consistent evaluation criteria, preserves decision rationale, and reduces procurement risk by documenting compliance, scoring, and exceptions. It supports transparency for stakeholders, helps defend awards in bid protests, and improves traceability during audits and post-award reviews.

Why a structured Bid Review Document matters

Who prepares and relies on the Bid Review Document

Procurement officers, contract managers, project leads, and evaluation panel members commonly prepare or complete the Bid Review Document during solicitation evaluation.

  • Procurement officers who manage solicitations, verify compliance, and compile evaluator scores for award decisions.
  • Project managers who compare technical proposals, assess scheduling impacts, and advise on value and deliverability.
  • Evaluation panel members who score bids using established criteria and document justification for ratings.

Smaller organizations may have combined roles; ensure responsibilities and signatory authority are recorded in procurement files.

Core sections to include in every Bid Review Document

A professional Bid Review Document organizes evaluation criteria, scoring, compliance checks, pricing analysis, exceptions, and award recommendation to streamline decision-making and audit readiness.

Bid Summary

Concise bidder identity, contact details, submitted price, proposed timeline, and key deliverables. Serves as the cover page for each evaluated proposal and quick reference for reviewers.

Scoring Matrix

Customizable weightings and numeric scoring fields for technical, cost, schedule, and past performance. Should include formula fields and clear scoring rubrics to ensure consistent evaluator input.

Compliance Checklist

Line-by-line verification of mandatory contract terms, licensing, insurance limits, and regulatory requirements. Record missing items and whether bidder remedies are acceptable or disqualifying.

Price Comparison

Tabular comparison of base bid, alternates, unit prices, and allowances. Include tax, delivery, contingency, and lifecycle cost notes to compare total cost of ownership.

Exceptions Log

Document bidder exceptions to specifications, proposed substitutions, and liability or warranty deviations; include bidder rationale and procurement team acceptance status.

Recommendation

Summarize evaluation results, rank bidders, state recommended award with justification, list conditions, and note required approvals and next steps for contract award.

Essential fields the Bid Review Document must capture

Bidder Name: Full legal entity name as registered.
Contact Information: Street address, phone, and email.
Submitted Price: Total price including alternates and allowances.
Delivery Schedule: Proposed start and completion dates.
Licenses & Insurance: Active licenses and policy limits listed.
Attachments: Drawings, certifications, and price breakdown.

Step-by-step: completing a Bid Review Document

Use this sequence to complete and validate a Bid Review Document for fair, auditable procurement outcomes.

  • 01
Gather Bids: Collect all proposals and attachments before evaluation begins.
  • 02
Populate Summary: Enter bidder details, prices, and key compliance notes.
  • 03
Score Bids: Apply the scoring matrix consistently and record rationale.
  • 04

Where to file and who to send the completed review

Routing the completed Bid Review Document ensures records are filed with procurement, legal, and contract administration teams for award and archive.

  • Procurement File: Store signed copy in solicitation procurement file repository.
  • Contract Admin: Send recommendation and attachments to contract administration for drafting.
  • Legal Review: Provide file for legal review when exceptions or high-risk items noted.

  • File Formats: Accept PDF and DOCX for compatibility.
  • Integrations: Salesforce, NetSuite, Microsoft 365 supported.
  • Authentication: Email, SMS OTP, RON where required.

Typical timelines and processing expectations

Key dates govern bid submission, evaluation, award recommendation, and protest windows; adhering to them preserves procurement integrity and reduces dispute risk.

Bid Submission Deadline:

As stated in solicitation; late bids typically rejected.

Evaluation Period:

Allow time for scoring, clarifications, and consensus meetings.

Award Recommendation Date:

Target date for procurement officer to present recommended award.

Protest Window:

Vendors typically have a set period to protest awards.

Contract Execution:

Allow time for contract drafting, approvals, and signatures.

Common mistakes to avoid when preparing the review

  • Incomplete comparisons caused by missing unit prices or unclear alternates lead to inconsistent scoring and stakeholder disputes during award justification.
  • Using inconsistent evaluation criteria across panels results in unequal treatment of bidders and weakens the defensibility of the procurement decision in protests.
  • Recording narrative rationales after decisions rather than contemporaneously invites credibility challenges; always capture score justification at time of scoring.
  • Failing to verify bidder licenses or insurance before recommendation can create post-award compliance failures and potential contract termination.

Consequences of an incorrect or incomplete Bid Review Document

Award Protest: Bidder may file a protest causing delays.
Contract Cancellation: Contracts voided for material noncompliance.
Financial Penalties: Cost increases from rebids or legal fees.
Regulatory Sanctions: Violations subject to agency fines.
Reputational Harm: Procurement credibility erosion with stakeholders.
Audit Findings: Disallowed costs or corrective actions required.
