What the Business AFE Document Is and when it’s used

A Business AFE Document (Authorization for Expenditure) documents approval for planned capital or operating expenditures, describing scope, estimated costs, funding sources, schedule, and required approvals. It creates an auditable record for internal governance, budget control, and project tracking. AFEs are commonly used in capital planning, procurement approvals, and vendor contracting to ensure expenditures align with corporate policy and approval limits, and to provide a single source of truth for finance, project management, and audit teams.

Why a clear AFE matters for governance and auditability

A complete Business AFE Document formalizes approval authority, reduces cost overruns, and provides an audit-ready trail of decisions and budget commitments. Clear AFEs improve financial forecasting, accelerate procurement, and help demonstrate internal control compliance during audits.

Why a clear AFE matters for governance and auditability

Who typically prepares and approves a Business AFE

Different roles create, review, and sign AFEs depending on company size and governance structure.

  • Project managers and project accountants who prepare scope and cost estimates for approval.
  • Finance, controllers, or budget owners who verify funding and financial compliance.
  • Senior executives or delegated approvers who authorize spending above preset thresholds.

Assign clear signer roles and approval limits up front to avoid routing delays and ambiguity.

Core elements a professional Business AFE Document should include

A well-structured AFE groups information so reviewers can confirm need, budget, schedule, and authorization in a single view.

Document ID

Unique identifier and revision number to track versions and link to project accounting systems for reconciliation and reporting.

Project Summary

Concise description of scope, objectives, and business rationale so reviewers understand benefits and dependencies without separate materials.

Cost Breakdown

Line-item estimates for labor, equipment, materials, contingency, and fees with currency and rounding conventions documented for auditability.

Funding Source

Specify budget code, cost center, grant or capital account and any cross-charging rules to ensure proper ledger posting.

Schedule & Milestones

High-level timeline with key dates for procurement, delivery, and capital activation that tie to finance and project milestones.

Approvals & Signatures

Named approvers, delegated authority thresholds, and signature blocks (electronic or notarized when required) to validate commitment.

Step-by-step: completing a Business AFE Document

Follow a consistent sequence to prepare, review, approve, and archive the AFE to reduce rework and speed processing.

  • 01
Prepare the draft: Collect scope, vendor estimates, and budget codes before populating the AFE fields.
  • 02
Internal review: Finance and procurement validate cost lines and funding availability.
  • 03
Approval routing: Route to named approvers in order of delegated authority with required backup attachments.
  • 04
Archive and post: Record approved AFE in document repository and initiate ledger postings or purchase orders.

Configuring an online AFE workflow

Set up template fields, conditional routing, and retention rules so recurring AFEs auto-populate and route correctly.

Field Configuration
Template Name Standardize one template per project type for consistency
Signer Roles Define project manager, finance approver, and executive signer
Notifications Enable email and in-app reminders for pending approvals
Conditional Fields Show contingency fields when cost exceeds threshold

Where the completed AFE goes and how it’s processed

A typical AFE workflow routes the document through review and approval and then stores it with related records.

  • Submit: Originator uploads AFE and attachments to the system
  • Review: Finance and procurement verify codes and estimates
  • Approve: Authorized signers affix electronic or handwritten signatures
  • Archive: Store final AFE with audit trail and link to ledger entries

Technical considerations for digital AFEs and eSubmission

Confirm the platform supports required file formats, signer authentication levels, and integrations with accounting systems.

  • Formats: PDF, DOCX, and Excel templates for cost tables
  • Integrations: Connectors to ERP/GL and project systems (NetSuite, Oracle)
  • Auth Methods: Email, SMS, SSO, or stronger authentication as policy requires

Ensure audit trails, role-based access, and retention settings are enforced by the platform and aligned with corporate policy and compliance obligations.

Typical timing and internal deadlines for AFEs

Set timelines that match budget cycles, procurement lead times, and accounting close schedules to prevent processing delays.

Budget cycle alignment:

Submit AFEs before budget close or reforecast window to secure funding

Procurement lead time:

Allow vendor lead time when planning delivery dates

Quarterly review:

Reconcile active AFEs during quarterly project reviews

Accounting posting:

Post approved commitments before month-end close

Audit window:

Keep approvals and backup for the full retention period required

Common preparation mistakes to avoid

  • Missing or inconsistent funding codes that cause mis-posting and require adjusting journal entries.
  • Incomplete cost breakdowns that obscure contingency vs baseline budget and delay approval.
  • Routing to incorrect approvers when delegation limits are not updated or documented.
  • Uploading outdated vendor quotes that invalidate the cost estimate under procurement rules.

Consequences and risks from incorrect or unauthorized AFEs

Cost Overrun: Unexpectedly exceeds approved budget and triggers remediation
Unauthorized Spend: Purchases without valid approval risk internal discipline
Audit Findings: Control exceptions identified in internal or external audits
Accounting Errors: Mis-postings requiring corrective accounting entries
Contract Delays: Procurement holds while approvals are clarified
Legal Exposure: Potential disputes if authorizations are unclear

Real-world examples of AFEs and signature workflows in practice

Practical implementations show how AFEs reduce cycle time and centralize approvals across teams.

Optica Ventures (COO)

Their team standardized AFEs into a single template for repeat deals to reduce confusion and approvals.

  • The interface was easy for internal teams.
  • Brian Fitzgibbons noted the interface is simple and easy-to-use for the team, and customers found the process straightforward, reducing follow-up and approval time.

Martin Properties (Founder)

Moved AFEs and related leasing approvals online to close deals without in-person signatures.

  • Mobile signing enabled field approvals.
  • Tim Martin reported he could process and execute documents online with compliance and security, enabling faster turnaround and fewer delays in project starts.
