What the Business Attraction Document Is and When It’s Used

A Business Attraction Document is a structured packet used by economic development offices, municipalities, site selectors, or corporate real estate teams to present location, incentives, regulatory, and workforce information to a prospective employer or investor. It typically combines a project summary, available sites or buildings, local tax and incentive summaries, permitting timelines, workforce and utility data, and a checklist of documentation the prospect must provide to apply for incentives or complete due diligence. The document is often shared early in site selection and may be updated during negotiations to reflect finalized terms or supporting attachments.

Why a Clear, Complete Business Attraction Document Matters

A well-prepared Business Attraction Document reduces confusion, speeds evaluation, and preserves compliance by consolidating site facts, incentive rules, and required attachments. It helps both public and private parties compare offers objectively and track outstanding items during negotiations.

Why a Clear, Complete Business Attraction Document Matters

Typical users and recipients of this document

Who prepares and reviews these packets varies — public economic development staff, corporate real estate, and external advisors commonly collaborate.

  • Economic development agencies and local government officials who assemble site data and incentive summaries for prospects.
  • Corporate real estate or site selection teams evaluating multiple jurisdictions and comparing incentives and timelines.
  • External advisors (legal, tax, engineering, brokerage) who review requirements and advise on compliance and economic impact.

The document is also shared with legal, tax, permitting, and community stakeholders for clearance before final commitments.

Roles that complete or sign this document

Economic Development Director

A public official or staff member compiles local data, drafts incentive descriptions, and certifies the accuracy of municipal inputs. They coordinate internal approvals and provide the document to prospective businesses and their advisors for review and negotiation.

Corporate Site Lead

A company representative completes the prospect-side sections, supplies required attachments (financials, project summary, timeline), and submits signed acknowledgements authorizing incentives review or confidentiality provisions.

Essential sections to include in a professional packet

Include data and narrative elements that decision-makers expect. Organize the packet so reviewers can find site facts, incentive rules, timelines, and legal constraints quickly.

Executive Summary

One-page project overview stating purpose, expected jobs/investment, proposed timeline, and high-level economic benefits for quick evaluation by leadership.

Site Inventory

Clear site or building descriptions with acreage, zoning, utilities, environmental status, and any known constraints to support technical feasibility checks.

Incentive Summary

Concise listing of local, state, and federal incentives available, eligibility criteria, required approvals, and typical timelines for award and disbursement.

Permitting & Approvals

Permitting steps, agency contact points, expected review periods, and any environmental or community review milestones relevant to project timing.

Documentation Checklist

Exact list of attachments required from the prospect (W-9, financial statements, site control documentation, project budget) and submission formats expected.

Legal & Tax Notes

Standard clauses on confidentiality, governing law, and disclaimers about incentive availability; note any tax reporting obligations or certifications required.

Follow this sequence to prepare, approve, and distribute the Business Attraction Document to prospects and internal stakeholders.

  • 01
Gather data: Collect site facts, incentives, and legal templates.

  • 03
Internal review: Obtain legal and finance sign-off before release.
  • 04

Typical routing and approval flow

A predictable routing pattern reduces bottlenecks when multiple approvals are required for incentives or permits.

  • Legal review: Counsel checks governing clauses and disclosure language.
  • Finance & incentives: Finance confirms budget impacts and incentive eligibility.
  • Final sign-off: Authorized official certifies the packet for distribution.

Intentional Disregard: $660+ per form
I-9 Violations: $281–$2,789 per violation
Backup Withholding: 24% withholding rate

Common preparation errors that delay review

  • Mismatched legal names between the packet and government IDs cause verification delays and may trigger requests for corrected documents.
  • Missing taxpayer identification (W-9) or incorrect TINs risk backup withholding and must be resolved before incentive payments.
  • Vague effective dates or undefined milestone triggers lead to disputes over timing and eligibility for performance-based incentives.
  • Failure to attach proof of site control, environmental reports, or required permits often pauses incentive review until documentation is complete.

Track internal and external deadlines tied to submission, incentive approval, and tax or reporting obligations to avoid missed opportunities.
