What the Business Case&Point Report Is and When It’s Used

The Business Case&Point Report is a structured proposal used to present an investment, project, or operational change to decision-makers. It brings together objectives, background, options analysis, cost estimates, quantified benefits, risk assessment, implementation timeline, and a recommended course of action. The report typically includes financial calculations (costs, ROI, payback period), qualitative justification (strategic fit, stakeholder impact), and appendices such as schedules, budgets, and technical assessments. Organizations use the report for internal funding requests, governance review, procurement approvals, and prioritizing competing initiatives.

Why a Clear Business Case&Point Report Matters

A clear report standardizes decision criteria, reduces ambiguity about scope and cost, and concentrates evidence for approval committees. It helps align stakeholders and documents assumptions that drive funding decisions.

Why a Clear Business Case&Point Report Matters

Primary Roles That Prepare or Review This Report

Typical authors and reviewers include cross-functional stakeholders from finance, program management, and executive leadership who must validate cost, risk, and expected outcomes.

  • Project Managers and Business Analysts who draft scope, timeline, and resource estimates for decision packages.
  • Finance and Budget Owners who validate cost models, forecast savings, and calculate ROI and payback periods.
  • Executive Sponsors and Governance Committees who review strategic fit, risk tolerances, and final approval recommendations.

Different reviewers focus on distinct sections: finance on numbers, operations on feasibility, legal on contract terms, and sponsors on strategic alignment.

Core Components to Include in a Professional Report

A complete Business Case&Point Report organizes content so reviewers can rapidly assess viability and make funding decisions. Include the following essential sections and supporting schedules.

Executive Summary

Concise recommendation with key metrics, anticipated benefits, total cost, and a one-line ask for decision-makers who will not read the entire report.

Background

Context on drivers, current-state problems, and stakeholder impact with evidence and prior approvals or constraints that shaped the request.

Options Analysis

Comparison of alternatives with quantified costs and benefits, including do-nothing option and sensitivity analysis for major assumptions.

Financials

Detailed cost breakdown, funding sources, projected savings, ROI calculation, payback period, and assumptions behind financial estimates.

Risk Assessment

Identification of key risks, mitigation actions, probability/impact ratings, and contingency reserves tied to cost and schedule estimates.

Implementation Plan

High-level timeline, milestones, governance model, resource requirements, and acceptance criteria for measuring success post-implementation.

Step-by-Step: Completing the Business Case&Point Report

Follow a logical sequence to prepare a defensible submission and reduce review cycles.

  • 01
Draft core content: Populate executive summary, background, and options.
  • 02
Build financials: Complete cost schedule and ROI calculations.
  • 03
Assess risks: Identify mitigations and contingency amounts.
  • 04
Collect approvals: Obtain signatures and finalize attachments.

How to Configure an Online Review and Approval Workflow

Map document routing to roles and configure notifications for a repeatable, auditable approval flow.

Field Configuration
Approval Sequence Define ordered approvers and parallel reviewers as needed
Notifications Set email reminders and escalation rules
Attachments Require supporting files before final approval
Audit Trail Enable full event logging and timestamp capture

Where to Send or File the Finalized Report

Decide destination based on governance: finance repository, project portfolio tool, or procurement intake system.

  • Finance Repository: Store approved budgets and cost schedules for audit.
  • Project Portfolio: Upload to the PPM tool for prioritization and tracking.
  • Procurement Intake: Attach report when requesting vendor selection or purchase orders.
  • Executive Archive: Save approved executive summaries for governance minutes.

Digital Signing, Formats, and Integration Requirements

For e-submission, choose platforms that retain audit trails and support common formats such as PDF and DOCX.

  • File Types: PDF, DOCX, XLSX
  • Integrations: Salesforce, NetSuite, Microsoft 365
  • Authentication: Email/SMS codes or stronger methods

Ensure the chosen platform can export a tamper-evident signed PDF and record signer attribution and timestamps for compliance.

Typical Timelines and Review Deadlines to Expect

Define deadlines to align with budget cycles, procurement windows, and governance meetings to avoid missed funding opportunities.

Initial Draft Due:

At least 3 weeks before the next governance meeting

Financial Review Window:

Allow 5–10 business days for finance validation

Procurement Lead Time:

Factor procurement 30–60 days for sourcing

Executive Decision:

Align with quarter-end board or steering committee schedules

Record Retention Start:

Effective date of approved project governs retention

Key Milestones from Submission to Implementation

Track milestones in a single timeline to ensure dependencies and approvals occur in sequence.

01

Submission

Request submitted to the intake team for triage.

02

Financial Review

Finance verifies cost estimates and funding availability.

03

Governance Approval

Decision-makers accept, reject, or request revisions.

04

Implementation Start

Project initiates after funding and resources are allocated.

Common Preparation Mistakes to Avoid

  • Unclear benefit assumptions that lack measurable KPIs, causing reviewers to challenge projected savings and delay approvals.
  • Incomplete cost schedules or missing recurring cost lines, which create scope changes after approval and upset budgets.
  • Absent approval hierarchy or unsigned sign-off blocks, resulting in governance rejection or re-routing for missing signatures.
  • Poorly defined success criteria, leaving stakeholders without a clear basis for post-implementation validation and benefits tracking.

Risks and Consequences of an Incorrect or Incomplete Report

Funding Delay: Approval postponed
Budget Overrun: Unexpected costs emerge
Procurement Noncompliance: Sourcing blocked or audit findings
Contractual Exposure: Ambiguous terms create disputes
Operational Disruption: Implementation setbacks occur
Recordkeeping Gaps: Audit risk increases
