What the Business CBA and PO Template Is

The Business CBA and PO Template combines a concise cost-benefit analysis (CBA) with a standard purchase order (PO) form so organizations can evaluate, authorize, and document procurement decisions in a single workflow. It captures project-level assumptions, cost estimates, expected benefits, approval metadata, supplier details, line-item descriptions, pricing, delivery terms, and signature blocks. The combined template streamlines internal approvals by linking financial justification to an actionable purchase obligation, reducing handoffs between finance, procurement, and operations while producing a single signed record suitable for retention and audit.

Why this Template Helps Procurement and Finance

A unified CBA + PO reduces duplicate paperwork, centralizes decision rationale, and makes approvals easier to track. Using a single template improves traceability between authorization and spend, supports audit readiness, and clarifies vendor commitments without requiring separate justification and ordering documents.

Why this Template Helps Procurement and Finance

Primary Users and Stakeholders

The template aligns multiple signatories and creates a single record for compliance, vendor delivery, and post-contract tracking.

  • Procurement teams and buyers who issue purchase orders and handle supplier onboarding.
  • Finance managers and controllers who review budget impacts and approve expenditures.
  • Project managers who supply the scope, deliverables, and benefit estimates.

Representative Signer Profiles

Alicia Gomez, Procurement Manager

Alicia reviews vendor qualifications, completes the PO description and quantities, and initiates the approval workflow. Her role ensures supplier terms match contract standards and that procurement follows internal thresholds for competitive sourcing.

Marcus Lee, Finance Controller

Marcus verifies cost estimates in the CBA, confirms budget availability, and approves encumbrances. He documents accounting codes and payment terms to ensure the spend is classified correctly and auditable.

Essential Sections to Include

A professional CBA + PO template groups financial and procurement information into clear sections so reviewers can find justification, pricing, and approval data quickly.

How to Complete and Approve the Template

Follow these steps in order to prepare, route, and finalize a combined CBA and PO with minimal rework.

  • 01
Prepare Details: Populate CBA assumptions, line items, and vendor contact information.
  • 02
Assign PO Number: Use your procurement system or numbering convention to create a unique PO.
  • 03
Route for Approval: Send to finance, procurement, and project owner in required order.
  • 04
Execute Signatures: Collect signatures and retain the completed record with the audit trail.

Typical Digital Workflow Settings

Configure your electronic workflow to reflect required routing, authentication, and retention preferences.

Field Configuration
Routing Order Sequential or parallel reviewer order with conditional skips.
Authentication Email link, SMS code, or stronger verification for large-value POs.
Conditional Fields Show or hide sections based on approval thresholds or vendor type.
Retention Tag Assign document class and retention policy for records management.

From Draft to Signed Record: Process Flow

A typical e-signature-enabled workflow reduces manual handoffs and ensures a complete audit trail for both the CBA and PO.

  • Draft: Author fills template and attaches quotes.
  • Route: System sends to approvers in configured order.
  • Sign: Approvers authenticate and sign electronically.
  • Archive: Signed PDF and audit trail are stored for retention.

Digital Signing and Integration Considerations

Ensure the platform can enforce conditional fields, preserve signed PDFs, and integrate with procurement or accounting systems for PO matching.

  • Authentication Options: Email, SMS, and optional KBA available.
  • Integrations: Connectors for ERP, CRM, and cloud storage.
  • File Formats: PDF, DOCX, and Excel supported.

I-9 Violations: $281–$2,789 per violation
Contract Ambiguity: Payment disputes and delivery delays risk
Retention Failures: Regulatory fines and audit deficiencies

Common Preparation Pitfalls to Avoid

  • Incomplete vendor identification or mismatched legal names causes payment holds and tax reporting issues.
  • Missing approval sequencing leads to unauthorized spend and internal control exceptions.
  • Vague line-item descriptions hinder invoice matching and cause three-way match failures.
  • Failure to attach supporting quotes or SOWs increases dispute risk and delays supplier fulfillment.

Practical Tips for Fast, Accurate Completion

Use consistent numbering, attach supporting documents, and configure automated checks to reduce manual review time.

Standardize Numbering
Enforce a PO numbering scheme to avoid duplicates and support automated reconciliation.
Require Attachments
Make quotes, SOWs, and tax forms required before routing to approvers.
Use Conditional Fields
Show approval fields only when thresholds are exceeded to streamline low-value purchases.
Preserve Audit Trail
Keep signature metadata, IP, and timestamps with the signed PDF for future audits.

Real-World Examples of the Template in Use

Two illustrative examples show how organizations combine justification and ordering to speed approvals and maintain compliance.

Martin Properties

The team used an online CBA + PO to replace paper approvals and expedite vendor onboarding.

  • They processed leases and maintenance POs faster.
  • "I can process and execute all of these documents online with 100% compliance and built-in security," said Tim Martin, Founder; the consolidated workflow reduced turnaround and preserved signed records.

Xerox Operations

NetSuite-integrated templates tied CBA metrics to PO spend for IT projects.

  • Integration automated GL coding.
  • "Provides the flexibility needed to get the right signatures on the right documents," said Kodi-Marie Evans, Director of NetSuite Operations; the result improved accuracy and shortened procurement cycles.

Timing, Deadlines, and Processing Expectations

Set clear internal deadlines for each stage of review and external expectations for supplier acceptance and delivery.

Internal Review Target:

Allow 3–5 business days for procurement and finance review.

Approver SLA:

Require approvals within 5 business days to avoid order delays.

Supplier Acknowledgement:

Request vendor acceptance within 7 calendar days of PO issuance.

Delivery Window:

Specify expected delivery dates or lead times per line item.

Invoice Submission:

Require invoices within 30 days of delivery for timely payment.

Key Milestones from Request to Payment

Track these sequential milestones so stakeholders know when their action is required and how long each stage typically takes.

01

Request Submission

Originator completes CBA and draft PO for procurement intake.

02

Procurement Review

Procurement validates vendor and pricing, then assigns PO number.

03

Finance Approval

Controller confirms budget and approves encumbrance.

04

Supplier Acceptance

Vendor acknowledges PO and accepts terms.
