What a Business Change Request Is and When to Use It

A Business Change Request is a formal document used to propose, approve, and record changes to company processes, systems, projects, contracts, or organizational assignments. It captures the requested change, rationale, scope, impacted stakeholders, required resources, timeline, and approval chain so decisionmakers can assess risk, cost, and operational impact prior to implementation. The form creates an auditable record of the request, decisions, and conditions for execution and is commonly used in project management, IT change control, procurement updates, and operational governance.

Why a Clear Change Request Matters

A well-prepared Business Change Request improves decision quality, clarifies responsibilities, and reduces rework by documenting scope, cost, and approvals before changes are implemented.

Why a Clear Change Request Matters

Who Prepares and Reviews These Requests

Typical authors, reviewers, and approvers vary by organization but follow consistent roles and responsibilities.

  • Project managers and business analysts who define scope, estimate impact, and propose implementation steps.
  • Department heads and functional managers who evaluate operational impact and approve resources and funding.
  • Change control boards, IT managers, or procurement teams that review risk, compliance, and scheduling constraints.

Formal sign-off from authorized approvers is essential to ensure changes are tracked, budgeted, and auditable.

Core Elements to Include in a Professional Request

Include structured sections so reviewers can evaluate the request quickly and consistently.

Request Summary

Concise description of the proposed change, purpose, and expected outcome to give reviewers immediate context and decision criteria.

Scope

Define what is in scope and out of scope, affected systems or processes, and measurable acceptance criteria for successful implementation.

Impact Assessment

Describe operational, financial, legal, security, and customer impacts including rollback considerations and required testing.

Costs & Resources

Estimate implementation cost, required headcount or vendor support, licensing changes, and any ongoing maintenance expense.

Schedule

Provide target start and completion dates, critical milestones, and any blackout periods or dependencies that affect timing.

Approvals

List required approvers and signature lines, escalation path, and post-implementation verification steps to close the change request.

Step-by-Step: Submitting a Change Request

Follow these sequential steps to prepare, route, and close a Business Change Request consistently across the organization.

  • 01
Draft Request: Complete all required fields and attach supporting documents.
  • 02
Initial Review: Manager or process owner checks scope and impact.
  • 03
Approval Routing: Send to listed approvers in defined order.
  • 04
Close and Verify: Confirm implementation and log completion notes.

Configuring an Online Workflow for Change Requests

Set automation and routing rules to reduce manual handoffs and speed approvals.

Field Configuration
Routing Order Sequential approver list with conditional branches
Notifications Email and optional SMS reminders for pending approvals
Conditional Fields Show finance fields only when estimated cost exceeds threshold
Audit Trail Enable automated logging of actions, timestamps, and signer identity

Where to Send or File a Completed Request

Identify the correct destination to ensure timely review and consistent recordkeeping.

  • Project Repository: Store finalized requests in the project document library for traceability.
  • Change Log: Record summary entry in the master change register.
  • Approver Archives: Save signed approvals with department records for audit purposes.
  • Configuration Management: Send technical changes to CMDB or version control as applicable.

Digital Delivery and Integration Considerations

Choose a platform that supports secure signing, automated routing, and integrations used by your organization.

  • Authentication: Email, SMS code, or stronger multi-factor options
  • Integrations: Salesforce, Microsoft 365, NetSuite, Google Workspace
  • File Formats: PDF, DOCX, and form-export to Excel

Verify the chosen solution meets security and compliance requirements for your industry and supports audit trail retention.

Typical Timelines and Processing Expectations

Set clear internal deadlines so requestors and approvers know expected response windows and escalation points.

Request Submission Deadline:

Provide requests at least 10 business days before desired start for noncritical changes.

Initial Review Window:

Manager response within 3 business days to accept or request clarification.

Approvals Complete:

Majority of approvals expected within 7–14 business days depending on scope.

Implementation Lead Time:

Schedule depends on resource availability; estimate provided in the request.

Post-Implementation Review:

Verification completed within 5 business days of deployment.

Common Mistakes to Avoid

  • Incomplete scope descriptions that force reviewers to request clarifications and delay approval.
  • Missing approvals or incorrect approver order that cause routing failures or noncompliance.
  • Underestimated costs or dependencies that produce scope creep and budget overruns.
  • Failing to attach required supporting documents such as risk assessments or vendor quotes.

Risks and Consequences of Poorly Prepared Requests

Implementation Delay: Delays and rework
Budget Overrun: Unapproved costs
Compliance Exposure: Regulatory violation risk
Operational Disruption: Service outages or degraded performance
Contract Issues: Breach or vendor disputes
Audit Findings: Negative audit results
