What Business Controls Modernization Means

Business Controls Modernization is a structured program to update an organization's internal control framework, policies, and supporting systems to reflect current operational, regulatory, and technology environments. It aligns risk assessment, control design, monitoring, and reporting with enterprise objectives and applicable U.S. standards, including SOX, HIPAA, and federal tax compliance where relevant. The process typically involves inventorying current controls, identifying gaps, designing remediation plans, implementing automated controls and workflows, and establishing metrics for ongoing oversight and periodic reassessment. It can include eSignature and RON capabilities.

Why Modernize Controls Now

Modernizing business controls reduces compliance risk, clarifies responsibilities, and improves auditability. Organizations gain faster detection of control failures, more consistent policy enforcement, and better data for decision-making while aligning processes with ESIGN/UETA requirements when documents and approvals move to digital channels.

Why Modernize Controls Now

Teams and Stakeholders Typically Involved

Internal audit, finance, compliance, IT, and operational managers commonly lead modernization efforts, with legal and HR collaborating as needed.

  • Audit and compliance teams: oversee risk assessment, control testing, and remediation plans across business units.
  • Finance and accounting: integrate financial controls, reporting changes, and ensure tax compliance mapping.
  • IT and security: implement automation, access controls, encryption, and record retention systems.

External parties such as auditors, vendors, and clients may also be impacted and should be informed of procedural changes.

Stepwise Process to Prepare and Execute the Plan

Follow these sequential steps to complete and validate a Business Controls Modernization document before distribution and execution.

  • 01
Gather Records: Inventory policies, procedures, and control evidence.
  • 02
Assess Gaps: Perform risk assessment and map control deficiencies.
  • 03
Design Controls: Specify control activities, owners, and monitoring frequency.
  • 04
Implement & Test: Deploy controls, automate where possible, and execute testing.
