What the Business Document PA440 is and when it applies

Business Document PA440 is a standardized internal business form used to document and authorize commercial actions such as vendor onboarding, purchase approvals, or contract initiation. It consolidates identification, transaction details, approvals, and compliance attestations into a single record to support auditability and operational consistency. Organizations adapt the PA440 layout for procurement, finance, legal review, and onboarding workflows. Completing PA440 accurately creates a durable administrative record that supports downstream accounting, contract management, and regulatory review when applicable.

Why accurate PA440 completion matters for control and compliance

[INTRO] The PA440 provides a consistent, auditable record for approvals, financial control, and vendor or contract authorizations; it helps reduce processing errors and supports internal controls.

Why accurate PA440 completion matters for control and compliance

Who typically completes and signs a PA440

Multiple roles are commonly involved in completing and approving a PA440; each role focuses on different sections and checks to preserve accuracy and authority.

  • Requestor — prepares the initial form with transaction details, vendor information, and budget codes before routing for review.
  • Approver — a manager or finance approver who verifies budget availability, policy compliance, and signs to authorize spend or contracting.
  • Records/Procurement — final reviewer who confirms vendor onboarding completeness, attachments, and retention instructions prior to filing.

Route the completed PA440 to finance or records for retention according to your organization’s document retention policy.
