What a Business GL Proposal Is and When It’s Used

A Business GL Proposal is a document used to request or outline proposed General Liability (GL) insurance terms, coverage limits, exclusions, premiums, and underwriting information for a business. It typically collects the insured party’s legal name, business activities, locations, payroll or revenue metrics, loss history, desired policy period and limits, and any special endorsements or risk controls. Brokers, underwriters, and risk managers use the proposal to evaluate exposure and prepare formal insurance quotes or binders.

Why a Clear Proposal Matters for Coverage and Pricing

A complete, accurate Business GL Proposal speeds underwriting, reduces follow-up questions, and helps produce more precise premium estimates while documenting the exposures under consideration.

Why a Clear Proposal Matters for Coverage and Pricing

Who Typically Prepares and Reviews a GL Proposal

The proposal is prepared by the business or its broker and reviewed by underwriters and risk managers before a quote is issued.

  • Small-business owners and operators completing underwriting worksheets for a broker
  • Insurance brokers and agents assembling client submissions for carriers
  • Risk managers and in-house legal teams evaluating policy terms and exclusions

Accurate submissions reduce delays and help underwriters match appropriate coverages and endorsements to the insured’s exposures.

Core Sections to Include in a Professional GL Proposal

A well-structured proposal groups information so underwriters can quickly assess risk. Organize the document with clear sections, concise answers, and supporting schedules or exhibits when needed.

Insured Details

Legal entity name, DBAs, contact person, mailing and physical locations, and Employer Identification Number (EIN) or tax ID.

Operations Summary

Description of business activities, services performed, client types, and any high-risk operations or subcontracting arrangements.

Exposure Metrics

Payroll by classification, annual gross receipts by business line, number of locations, and property values where relevant.

Loss History

Claims experience for the past five years with dates, amounts paid, reserves, and corrective actions taken.

Coverage Requested

Desired limits, deductibles, occurrence vs. claims-made preference, and requested endorsements or limitations.

Supporting Documents

Contracts, indemnity agreements, safety programs, employee training records, and certificates for subcontractors as applicable.

Step-by-Step: How to Complete and Submit a Business GL Proposal

Follow these steps to assemble a complete submission that underwriters can evaluate without delay.

  • 01
Collect Documents: Gather articles of organization, prior policies, loss runs, contracts, and safety program summaries.
  • 02
Fill Proposal Fields: Complete every required field using the formats in the Fillable Fields Guide.
  • 03
Attach Exhibits: Upload loss runs, training records, and relevant contracts as labeled exhibits.
  • 04
Sign and Send: Have an authorized signer sign electronically or on paper, then submit to the broker or carrier per their instructions.

Typical Submission and Underwriting Workflow

A clear submission follows a predictable path from proposal to quote to binder; understanding the flow helps set expectations.

  • Prepare Submission: Broker compiles proposal and supporting documents for carrier review.
  • Underwriting Review: Underwriter evaluates exposures, class codes, and loss history to determine eligibility.
  • Quote Issued: Carrier returns prospective premium, conditions, and required endorsements.
  • Binding: Authorized signer accepts terms; binder or policy issued upon receipt of premium and required documents.

Configuring an Electronic Submission Workflow

Set up your digital workflow to collect fields, attachments, and signatures in a single secure package.

Field Configuration
Required Fields Mark legal name, EIN, effective date, and signature as required
Attachments Allow PDF, DOCX, and image uploads; require labeled loss runs
Signer Authentication Use email verification or SMS code for signer attribution
Audit Trail Capture timestamp, IP, and completion certificate with every signed submission

Digital Signing and Delivery Requirements

Ensure eSubmission platforms support the security and compliance your carrier requires.

  • File Formats: PDF and DOCX accepted; signed PDF should include an audit trail
  • Authentication: Email link or SMS code suffices for most commercial policies; stronger methods required for high-risk accounts
  • Integrations: Integrate with CRM or broker management systems for centralized tracking

Verify that your chosen platform supports ESIGN/UETA compliance, retains tamper-evident records, and can export complete submission bundles for carriers.

Timelines and Typical Turnaround for a GL Proposal

Expect variable processing times depending on complexity, carrier workload, and whether the submission requires special underwriting.

Acknowledgement:

Broker or carrier typically acknowledges receipt within 1–3 business days

Underwriting Assessment:

Standard review often takes 3–10 business days; complex risks may take longer

Quote Delivery:

Quotes are often returned within 5–15 business days after complete submission

Binding Time:

Binding can occur same day for standard risks; allow up to 30 days for complex accounts

Policy Issuance:

Policy documents typically issued within 7–30 days after binding

Consequences of Incomplete or Inaccurate Proposals

Premium Adjustment: Carrier may increase premium if material exposures were understated
Claim Denial: Misrepresentation can result in denial of related claims
Policy Rescission: Intentional omission may trigger rescission or voiding of the policy
Binding Delay: Incomplete info causes underwriting follow-ups and delays in coverage
Regulatory Action: Failure to comply with state filing or disclosure rules can prompt regulator inquiries
Contract Risk: Unclear indemnity or additional insured requests can create coverage gaps

Common Pitfalls to Avoid When Preparing the Proposal

  • Skipping full loss-run history or providing incomplete dates increases underwriting questions
  • Using vague descriptions of operations rather than specific activities creates misclassification risk
  • Failing to include subcontractor insurance details can expose gaps in coverage
  • Omitting physical location details or occupancy use can change applicable class codes

Security and Compliance Considerations for Electronic Submission

Encryption: TLS 1.2/1.3 and AES-256 at rest
Certifications: SOC 2 Type II and ISO 27001 available
HIPAA: HIPAA-compliant workflows available with BAA
Audit Trail: Timestamped signatures, IP, and action logs retained
eSign Legal Basis: ESIGN and UETA compliance for U.S. transactions
Accessibility: WCAG 2.0 Level AA conformance

Representative Use Cases for a Business GL Proposal

Real submissions illustrate how proposals are structured across different organizations.

Small Contractor Submission

A regional contractor completed the GL Proposal with itemized payroll and subcontractor lists

  • Broker attached five years of loss runs
  • Underwriter approved a tailored policy with project-specific endorsements after confirming safety program details and verifying COIs from major subcontractors.

Healthcare Clinic Request

A multi-site clinic provided operations descriptions and prior claims

  • Submission included HIPAA handling statement
  • Carrier required a BAA for any PHI attachments and issued limits consistent with clinical exposure after review.
