What the Business ICB Document Is and When Organizations Use It

The Business ICB Document is a standardized internal agreement used to record intercompany charges, allocations, or business-to-business service transactions within a corporate group. It defines parties, billed services, charge rates, billing cycles, and approval paths so accounting teams can reconcile ledgers, allocate costs, and support audits. Organizations typically use this document for shared services, cross-chargeback arrangements, internal invoices, and documented transfers of goods or labor where a formal record is required for tax, audit, or compliance purposes.

Why a Clear Business ICB Document Matters for Control and Compliance

A precise Business ICB Document reduces disputes, creates an auditable trail, and helps meet accounting and tax reporting obligations; when executed electronically it is generally enforceable under the ESIGN Act (15 U.S.C. ch. 96) and UETA (ULC, 1999) provided the legal requirements are met.
