What a Business Intranet Needs Document Is

A Business Intranet Needs document defines the functional, technical, governance, and security requirements for an internal corporate intranet. It captures user roles, content types, search and access controls, integrations with existing systems, compliance and retention rules, and performance targets. The document guides procurement, vendor selection, implementation phasing, and acceptance criteria so stakeholders share a consistent scope and measurable objectives. It is used by IT, HR, Legal, and business owners to reduce rework, set realistic timelines, and ensure the intranet supports collaboration, knowledge management, and regulatory obligations.

Why Documenting Intranet Needs Matters

A clear needs document aligns stakeholders, reduces scope creep, and provides objective acceptance criteria for procurement and deployment decisions. It helps quantify resourcing, compliance obligations, and integration complexity before contracts are signed.

Why Documenting Intranet Needs Matters

Who Participates in Creating the Intranet Requirements

Key stakeholders contribute to scope, priority, and governance decisions so the intranet meets operational, legal, and cultural needs.

  • IT and Infrastructure — Define integrations, hosting, single sign-on, backup, and uptime requirements for system reliability and maintenance.
  • HR and Internal Communications — Specify content governance, employee directories, policy publication, and collaboration tools needed for adoption.
  • Legal, Compliance, and Security — Set retention rules, access controls, audit logging, and any sector-specific obligations such as HIPAA or FERPA when applicable.

Collating input from these groups early reduces rework and speeds procurement and rollout.

Core Components to Include in Requirements

List functional and non-functional requirements clearly, separating mandatory features from nice-to-have items to guide vendor evaluation and phased delivery.

Search

Enterprise search with metadata, relevance tuning, and content indexing across documents, intranet pages, SharePoint/Google Drive, and archived records for discoverability and compliance.

Collaboration

Document co-authoring, comments, version history, team workspaces, and notification rules to support synchronous and asynchronous collaboration workflows across departments.

Access Control

Role-based permissions, group policies, and conditional access tied to SSO/SSO groups to ensure least-privilege access and segmentation of sensitive content.

Integrations

Prebuilt connectors or APIs for HRIS, single sign-on providers, CRM/ERP systems, file storage, and search to avoid costly custom integration work.

Mobile & Offline

Responsive mobile access, secure offline caching, and mobile notifications to support distributed and deskless employees with predictable performance.

Analytics & Governance

Usage metrics, content lifecycle automation, retention enforcement, and audit logs to measure adoption and meet regulatory retention obligations.

Security, Compliance, and Technical Standards to Specify

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest
Authentication: SSO/SAML, MFA, and conditional access controls
Audit Trail: Tamper-evident logs with timestamp and actor
Regulatory Certifications: SOC 2 Type II and ISO 27001 where required
Healthcare Support: HIPAA compliance with signed BAA when PHI present
Accessibility: WCAG 2.0 Level AA support for public-facing staff portals

How to Prepare a Business Intranet Needs Document

Follow a structured process to collect requirements, prioritize features, and obtain approvals from stakeholders.

  • 01
Gather Stakeholders: Identify business, HR, IT, legal, and security owners
  • 02
Inventory Systems: List existing content sources and integrations required
  • 03
Define Requirements: Capture user stories, compliance, and performance targets
  • 04
Approve Scope: Obtain documented sign-off from primary stakeholders

How to Configure Digital Workflows

Define workflow elements and settings to automate approvals, content publishing, and notifications across departments.

Field Configuration
Signer Authentication Email link, SMS code, or SSO for identity proofing
Approval Routing Sequential or parallel routing based on role
Notifications Email and in-app alerts with SLA reminders
Document Retention Automated deletion or archival based on policy

Where to Submit or Route the Requirements Document

Specify the routing path to centralize review and approval and to trigger procurement or vendor engagement.

  • IT Project Office: Receives technical feasibility and integration review
  • HR / Comms: Reviews content governance and adoption planning
  • Legal & Compliance: Validates contracts, retention, and regulatory clauses
  • Procurement: Prepares RFP or contract language for vendors

Digital Submission and eSignature Considerations

Include technical and compliance requirements for eSubmission and signing to ensure legal validity and auditability.

  • Accepted eSign Types: Email link, typed name, or cryptographic signature
  • Authentication Level: Email-only to MFA depending on sensitivity
  • Audit Trail: Timestamp, IP, action log preserved

Typical Timelines and Delivery Expectations

Provide realistic dates for approval, vendor selection, pilot, and full rollout to align procurement and implementation resources.

Requirements Sign-off:

Stakeholder approval typically within 2–4 weeks after draft review

RFP and Vendor Selection:

Procurement cycle commonly 4–8 weeks depending on complexity

Pilot Deployment:

Pilot runs for 6–12 weeks to gather feedback and fix issues

Full Rollout:

Phased expansion over 3–9 months post-pilot

Post-Implementation Review:

Conduct 30–90 day review to measure adoption and issues

Key Project Milestones

Track major decision points and deliveries from planning to steady-state operation to maintain momentum and accountability.

01

Discovery Complete

Requirements collected and documented for review

02

Vendor Shortlist

RFP responses evaluated and finalists chosen

03

Pilot Acceptance

Pilot meets acceptance criteria and user feedback incorporated

04

Operational Handover

Operations and support teams accept and take ownership

Common Mistakes to Avoid

  • Under-scoping integrations which later create costly custom development and delay timelines by weeks or months.
  • Failing to involve legal and compliance early, resulting in contract changes and retroactive remediation work during deployment.
  • Overlooking content governance and ownership leading to stale content, duplicate pages, and poor search relevance within months.
  • Neglecting training and change management which suppresses adoption and reduces initial ROI despite technical success.

Risks and Compliance Consequences to Note

Data Breach Liability: Regulatory fines and remediation costs
HIPAA Violation: Potential civil penalties and corrective action
I-9 Paperwork: I-9 errors can cost $281–$2,789 per violation
Tax Reporting: Late 1099 filing penalties from $60 to $330 per form
Contract Disputes: Ambiguous requirements can lead to vendor claims
Retention Noncompliance: Failure to retain records may breach federal rules

Real-World Examples of Intranet Requirements in Use

These short examples illustrate how differing priorities shape a needs document for various organizations.

Optica Ventures

Company needed fast external sharing for investor documents

  • Emphasized secure guest links and SSO
  • The result was a streamlined approval flow and measurable reduction in manual email exchanges, improving turnaround and auditability.

Fertility Centers

Healthcare provider required PHI protections and mobile access

  • Added HIPAA controls and audit trails
  • Implementation focused on BAA execution with vendors and strict access controls to meet compliance while enabling remote staff workflows.

Practical Tips for Accurate and Efficient Completion

Follow these best practices when drafting requirements to reduce ambiguity and speed approvals.

Use consistent terminology
Define key terms such as 'content owner', 'sensitive data', and 'retention period' up front to avoid interpretation mismatches in contracts and technical design.
Prioritize requirements
Rank features into mandatory, required, and optional categories so procurement and implementation can phase deliveries without losing essential functionality.
Include measurable acceptance criteria
Specify performance targets, uptime percentages, search relevance benchmarks, and test cases to objectively validate vendor deliverables during pilot and rollout.
Plan for change management
Allocate time and resources for training, content migration, and governance to ensure adoption and sustained value from the intranet investment.
